की राष्ट्र-द्रोही स्वीकारोक्ति, प्रशासनिक नियमों के उल्लंघन और बच्चों
के मानवाधिकार उल्लंघन आदि को उजागर करने के लिए मुख्यमंत्री कार्यालय
और रामपुर के जिलाधिकारी कार्यालय में आरटीआई दायर की गयी है और भारत
के मुख्य न्यायाधीश,उत्तर प्रदेश के राज्यपाल, उत्तर प्रदेश मानवाधिकार
आयोग , मुख्य मन्त्री, मुख्य सचिव,जिलाधिकारी रामपुर, एसपी रामपुर और
जौहर विश्वविद्यालय से शिकायत की है l

संजय कहते हैं कि उनका सबाल ये है कि क्या आज़म खान राष्ट्र-द्रोह प्रूफ
है जो दाऊदी और तालिबानी मदद की स्वीकारोक्ति करने के बाद भी खुला घूम
रहा है और राज्य सरकार तवायफ की तरह उसके हरम में मुजरा करती नज़र आ रही
है l यह भी तो सम्भावना है कि आज़म खान की दाऊदी और तालिबानी मदद की
स्वीकारोक्ति सौ टका सही हो और अनजाने में सच्चाई जबान पर आ गयी हो l
इस आयोजन पर जनता का पैसा खर्च नहीं होने के मुलायम के बयान पर
प्रतिक्रिया देते हुए संजय ने कहा कि मुलायम सिंह अपने जन्मदिन पर हुए
शाही खर्चे को लेकर जनता की अदालत के कटघरे में हैं और कटघरे में खड़ा
मुजरिम खुद ही उसी मामले का मुंसिफ तो हो ही नहीं सकता है l फिर आखिर
किस कानून के तहत मुलायम ने इस मामले में सफेद झूँठ बोलकर अपने आपको खुद
ही क्लीन चिट दे दी ? संजय का कहना है कि नियम-कानूनों के जानकार
मुलायम द्वारा अपना मामला आते ही सारे नियम-कानून भूल जाना दुखद है l
संजय कहते हैं कि यह जानना आवश्यक है कि क्या मुलायम का जन्मदिन सपा
कार्यकर्ताओं के खून-पसीने की कमाई के पैसों की कमाई से मनाया गया या आम
जनता का हक़ मारकर मारे गए पैसों से अथवा गैंगस्टरों , आतंकवादियों के
खूनी पैसों से ताकि कोई गलत परंपरा प्रसारित न होने पाये l संजय ने
बताया कि अब इस मामले में राज्यपाल द्वारा कराई गयी जांच और इन आरटीआई
के जबाब ही बताएँगे कि सपा मुखिया मुलायम सिंह यादव के 75वें जन्मदिन
के मौके पर रामपुर में किये गए आयोजनों में खर्च किया गया बेहिसाब पैसा
तालिबान और अन्य आतंकवादी संगठन से आया या उत्तर प्रदेश के राजकोष से l
संजय ने इस मामले में आयोजन की फंडिंग को लेकर आज़म खान के बयान को
लोकतंत्रविरोधी बताते हुए सम्पूर्ण प्रकरण की जांच की मांग की है l
शिकायत की प्रति निम्नानुसार है और दोनों आरटीआई की स्कैन्ड प्रतियां संलग्न हैं l

of public funds and resources, funding by Dawood Ibrahim, Abu Salem
and Taliban like Dons and terrorist outfits, Violation of rights of
children, flouting of administrative norms for private events, Quiet
adjournment of the winter session of UP assembly for this private
political event without citing any official reason and And also punish
the defaulters on the basis of the enquiry report as per the strictest
laws of the land applicable in these cases.
Sir,
TAHRIR ( Transparency, Accountability & Human Rights' Initiative for
Revolution ) is a Bareilly/Lucknow based Social Organization working
for transparency enhancement in public life, fixing of accountability
in public life effectively and also for protection of Human Rights.
Recently Government Machinery of Uttar Pradesh virtually moved to
Rampur to celebrate a private political affair that was Mulayam Singh
Yadav's 75th birthday. 55 ministers of Uttar Pradesh out of 60, chief
secretary Alok Ranjan, more than a dozen senior bureaucrats and the
police and administrative staff even from Bareilly range, under which
Rampur falls were forced to reach Rampur. Attendance was thin in the
state's secretariat offices, with most of UP's top bureaucrats camping
in Rampur, waiting on Mulayam Singh Yadav as he turned 75.Inspector
generals of adjoining zones, DIGs, over two dozen SPs and 37 deputy
SPs along with more than 3,000 police personnel were also deployed for
public protection in or outside Rampur just to protect the VIPs in
Rampur. Officials of the departments of transport, urban development,
housing and power too worked overtime to ensure arrangements were top
notch for this private political event.Though Mulayam's birthday party
was a "private" function hosted by Azam Khan, the urban development
department deployed 32 ambassadors with red beacons, and 20 Innovas,
to ferry the guests. Many school buildings were taken over to
accommodate the security forces. Government officials acted as Azam
Khan's servants and the DM and the SP worked overtime for this private
affair.An imported Victorian buggy was also used for the event.
Mulayam Singh Yadav and others took a ride through the town atop this
specially imported Victorian buggy but no formal permission was taken
from district authorities to operate this buggy on the roads of
Rampur. Even no formal permissions were taken from the administration
of Mohd. Ali Jauhar University and district administration for various
functions of the event. Not only this, functions continued even after
midnight by flouting all prevailing administrative norms of private
parties' organizations.Mulayam Singh Yadav and many guests of said
event were ferried by State planes many a times to and fro between
Lucknow and Mundha Pandey. Dividers had a new lick of paint. A 200
"welcome gates" were put up. Even Rampur's district magistrate
admitted that All Government departments worked for this private
event. This way government resources and money were misused for this
private political affair.
Over newsmen's query on the source of funds for the lavish Birthday
celebrations, Azam Khan admitted in broad daylight that it had been
funded by "Dawood Ibrahim, Abu Salem and Taliban". On being asked
about the veracity of this statement, the State IG ( Law and Order),
A. Satish Ganesh told journalists at the Home Press briefing that he
was not aware of the statement. This statement of cabinet minister was
anti-national so it needs to be thoroughly investigated by Uttar
Pradesh Government.
Nearly a dozen schools in the city were illegally forced by District
magistrate to declare holiday for two days. Not only this, school
children were forced to line up along the 12 kilometres route from
Ambedkar Park to the University guest house to welcome Mulayam Singh
Yadav. Closure of schools and lining up of children for Samajwadi
Party chief Mulayam Singh Yadav's birthday celebrations in Rampur were
a blatant infringement on child rights. Forced lining up of children
for hours for a private political function, besides being illegal, was
an infringement of child rights and also an offence under section
339/340/341/342 of IPC. Similarly, the closure of many schools on
November 21 and 22 on the forced illegal orders of the District
Magistrate of Rampur for these private political celebrations besides
being illegal amounted to forceful depriving of right to education
to children for these two days.
The winter session of UP assembly was also quietly adjourned for this
private event without citing any official reason. It will now
reconvene on November 24,2014.
Sir, In these circumstances, We, at TAHRIR, cannot remain mute
spectators to these issues of blatant misuse of power by flouting the
norms of our democratic setup and that too by the ruling party of the
state and the working public servants of the state and so as a part of
our social responsibility, we are sending this memorandum to your
goodself in good faith, with our humble request to get the matter
thoroughly & speedily investigated in a definite time-frame by an
independent inquiry agency which should not be under the direct
control of Uttar Pradesh State Government, with clear directions to
investigate:
1- Quantum of Misuse of public resources and funds for this private
political affair as detailed above and ascertain names of public
servants responsible for this misuse.
2- Matter of funding by Dawood Ibrahim, Abu Salem and Taliban etc. and
ascertain the connections of organizers & guests of the event with
these Dons and terrorist outfit.
3- Violation of rights of children as detailed above and ascertain
names of public servants responsible for Violation of rights of
children.
4- Administrative norms flouted in organizing various functions during
this event as elaborated in this Memorandum and ascertain names of
public servants responsible for flouting of norms.
5- Quiet adjournment of the winter session of UP assembly for this
private affair without citing any official reason and thus cheating
the people of the state and ascertain names of public servants
responsible for the same.
And also get the defaulters punished on the basis of the enquiry
report as per the strictest laws of the land applicable in these
cases.
