लखनऊ। घोटालों की जीती जागती मिसाल बन चुके नगर निगम ने एक और कारनामा कर
दिखाया। शुक्रवार को चंद रुपयों के बदले महाराष्ट्र निवासी और समाज सेवी
अन्ना हजारे का लखनऊ का जन्म प्रमाण पत्र बनाने वाला निगम कर्मचारी
शनिवार को लीपापोती में जुटे रहे। आलम यह कि अधिकारियों ने अपने बचाव के
मद्देनजर शनिवार को बैक डेट में अन्ना हजारे की मां लक्ष्मीबाई के नाम का
शपथपत्र तक बनवा लिया। यही नहीं कागजी खेल करने में उस्ताद निगम कर्मियों
ने जरूरी दस्तावेज जुटाकर पूरी फाइल तैयार कर ली। जोनल अधिकारी,
स्वास्थ्य अधिकारी और विभाग के बड़े बाबू फर्जी तरीके से बने प्रमाण पत्र
से जुड़े सभी दस्तावेज जुटाने के लिए दिनभर माथापच्ची करते रहे। वहीं,
अमर उजाला के खुलासे के बाद नगर आयुक्त शैलेश कुमार सिंह ने फोन पर
अधिकारियों को फटकार लगाते हुए पूरे मामले की जांच के आदेश दिए हैं।
एक तरफ जहां भ्रष्टाचार के खिलाफ आवाज बुलंद कर रहे अन्ना हजारे के
समर्थन में पूरा देश उमड़ रहा है, वहीं महज छह सौ रुपये में अन्ना का
लखनऊ में बर्थ सर्टिफिकेट बना देने वाले निगम कर्मियों का चेहरा उजागर
होने के बाद महापौर डॉ. दिनेश शर्मा की भी त्योरियां चढ़ गई हैं।
उन्होंने पूरे मामले की जांच के लिए नगर आयुक्त शैलेश कुमार सिंह को आदेश
दिए हैं। इसके बाद इलाज कराने विदेश गए नगर आयुक्त ने फोन पर अपर नगर
आयुक्त प्रताप सिंह भदौरिया को जांच का जिम्मा सौंपा। रविवार को नगर
आयुक्त शहर लौट आएंगे, उसके बाद खुद इस मामले की पड़ताल करेंगे। इससे
पहले भ्रष्टाचार के खुलासे के बाद शनिवार को नगर मुख्यालय में हड़कंप मच
गया। सूत्र बता रहे हैं कि स्वास्थ्य विभाग के बाबुओं द्वारा बैकडेट (19
अगस्त) का एफीडेविट तैयार कराया। उन सभी कागजों को दुरुस्त किया गया,
जिसके आधार पर जन्म प्रमाण पत्र बनाया जाता है। नगर आयुक्त के आदेश के
बाद अपर नगर आयुक्त प्रताप सिंह भदौरिया ने अपर नगर आयुक्त पीके
श्रीवास्तव को जांच अधिकारी नियुक्ति किया है।
बड़े बाबू ने दी सफाई
जोनल अधिकारी ने स्वास्थ्य विभाग के बड़े बाबू राज नारायण मिश्र से जवाब
-तलब किया। शाम पांच बजे बड़े बाबू ने ठीकरा सिटी मजिस्ट्रेट द्वारा जारी
शपथपत्र पर फोड़ा। बड़े बाबू राजनारायण मिश्र ने कहा है कि निगम ने अन्ना
हजारे के नाम पर जन्म प्रमाण पत्र नहीं जारी किया गया है। किशन बाबू राव
पुत्र बाबूराव निवासी एमजी मार्ग के जिस नाम पर प्रमाण पत्र बनाया है वह
फर्जी है। जिस पते पर प्रमाण पत्र बनाया गया, वहां इस नाम का कोई नहीं
रहता है। प्रमाण पत्र सिटी मजिस्ट्रेट के एफीडेविट के आधार पर बनाया गया,
जिसे लक्ष्मीबाई नाम की महिला ने सबूत के लिए पेश किया है। नगर निगम एक्ट
के अनुसार एक साल से ऊपर के जन्म प्रमाण पत्र सिटी मजिस्ट्रेट की
एफीडेविट के आधार पर बनाया जाता है। जांच में फर्जी पाए जाने पर इसे
निरस्त कर दिया जाता है। बड़े बाबू ने कहा है कि जमील नाम का कोई
कर्मचारी स्वास्थ्य विभाग में है ही नहीं।
स्वास्थ्य अधिकारी डॉ. पीके सिंह को पूरे मामले की जांच के आदेश दिए गए
हैं। अगर मामला फर्जी पाया गया तो संबंधित विभाग के अधिकारियों और बाबुओं
के खिलाफ कानूनी कार्रवाई की जाएगी।

20 अगस्त को अमर उजाला में प्रकाशित खबर।
मैंने नगर आयुक्त को फोन पर जांच के आदेश दिए हैं। पारिवारिक कारणों के
चलते नगर आयुक्त शहर से बाहर हैं। उनके लौटने पर जांच शुरू होगी। जो भी
दोषी पाए जाएंगे, उन पर कार्रवाई होगी।

कई साल से जमे हैं बाबू
नगर निगम के स्वास्थ्य विभाग के बड़े बाबूू समेत कई कर्मचारी कई साल से
एक ही सीट पर चिपके हैं। इसमें 10 बाबुओं को पिछले दिनों नगर आयुक्त ने
दूसरे विभागों में स्थांनांतरित कर दिया था, लेकिन बाबुओं ने नई जगह
ज्वाइनिंग ही नहीं की। इन बाबुओं की हनक इतनी है कि इनके सामने नगर
आयुक्त का आदेश भी बेमानी साबित हो जाता है। जन्म और मृत्यु पंजीकरण
विभाग में कई साल से जमे बाबू बगैर पैसे लिए काम नहीं करते हैं। इसका
खुलासा अमर उजाला ने अप्रैल में किया था।

प्रमाण पत्र जारी करने का खुलासा होने के बाद शनिवार को निगम दफ्तर में
हड़कंप मचा रहा। महापौर डॉ दिनेश शर्मा की पहल पर निगम आयुक्त ने मामले
की जांच के आदेश दिए हैं।
महज छह सौ रुपये में अन्ना का लखनऊ का जन्म प्रमाण पत्र बनवा कर 'अमर
उजाला' ने शुक्रवार को ही निगम में चल रहे गोरखधंधे का खुलासा किया था।
बिना किसी दस्तावेज केबने इस जन्म प्रमाण पत्र पर रजिस्ट्रार के
हस्ताक्षर तो हैं ही, इसे निगम ने अपने रिकॉर्ड में भी दर्ज कर लिया है।
हालांकि खबर प्रकाशित होने के बाद निगम ने प्रमाण पत्र को रद्द कर दिया
है।

लगाई। यही नहीं उन्होंने अपर नगर आयुक्त को जांच का जिम्मा देने के साथ
ही जल्द रिपोर्ट मांगी है। बता दें कि मुख्यालय गेट पर अन्ना हजारे के
समर्थन में भ्रष्टाचार के खिलाफ धरना-प्रदर्शन करने वाले निगम
कर्मचारियों का असली चेहरा शुक्रवार को अमर उजाला उजागर किया था। निगम
में सक्रिय दलालों ने महज छह सौ रुपये की खातिर कर्मचारियों मदद से
महाराष्ट्र निवासी अन्ना हजारे के मूल नाम से लखनऊ में पैदा होने का जन्म
प्रमाण पत्र बना डाला था। दिलचस्प ये है कि निगम में तैनात रजिस्ट्रार ने
डीएम आवास का पता होने केबावजूद अपने हस्ताक्षर से इस प्रमाण पत्र को
जारी कर दिया।

all MPs in their respective constituencies

An emergency meeting of Yaishwaryaj Seva Sansthan was held on 20-08-11
at its camp office in Lucknow. The meeting discussed the much talked
about issue of Lokpal Bill .

The meeting started with the address by Babita Singh who said " Right
now nation is in the grip of anti-corruption drive. This is nothing
but the public anger against the system which is spilling out on the
streets with media going into overdrive . Seemingly , the followers of
honesty are full of unquestioning faith and euphoria, and they are
swearing to die for honesty or we can say fight against corruption .
To be successful in true sense , a drive should be based on truth ,
moral force , humility , non-violence , peace apart from it being
subjective and compassionate . There is dire need of a panel of expert
in each constituency of parliament who should be well acquainted with
the shortcomings of the government's version of Lokpal . They should
be ready with a feasible alternative of each and every shortcoming .
Its our duty to dispel any sort of ignorance / misinformation and
imbibe moral force with humility in creating a change of heart of the
target section of the society. "

" To get the good legislation through campaign, a more conciliatory
approach shall be needed .Our aim is to make a dent in the problem of
corruption and not to destabilize the parliament in any way. More
focus should be on tight implementation of the key provisions of the
legislation. We all are seeing the pathetic state of RTI act all
across the nation and in each state because of the poor implementation
of its key provisions." Said Vishnu Dutt.

Another Member Badam Singh made his point by saying " In India
Constitution is Supreme and is above Parliament .Courts in India have
the authority to strike down laws passed by the parliament if the
judiciary feels that the law goes against the basic principles of the
Constitution of India .So Parliament is NOT Supreme in India. It is
the Constitution of India which is Supreme and judiciary is
established to ensure that both executive and legislative function
without violating the principles of the Constitution. Keeping this in
mind Higher judiciary should be out of ambit of Lokpal."

"There is no provision for a referendum in the Constitution,but the
statute doesn't explicitly bar them either. After all Public
referendums are actually an integral part of any real democracy.
Governments should do only what the people of the country want it to
do. Some may say that it shall involve large amount of time and money
but for an issue like corruption , this is immaterial. The government
should hold a national public referendum across the country on the
sticking points of the Lokpal and see what the people actually want on
controversial points i.e. (i) Prime Minister should be under Lok Pal
scanner even during his term in office. (ii) Judiciary, MLAs, MPs,
bureaucrats, clerks, peons etc should all be under the same authority.
(iii) Life imprisonment should be awarded for corruption (iv)
appointment procedure of Lokpal members etc. Lokpal should be elected
by whole of the nation . Eligibility for lokpal should also be decided
by the referendum.

Pending any decision on referendum , Any of all the M.P.s who has a
clear conscience should immediately introduce Jan Lokpal Bill as a
private members bill. Then both the bills be referred to the
Parliamentary standing committee which should get advice from
experts,including those from Civil Society .The committees final view
should be processed for further action as detailed herewith. After the
outcome of the referendum , the result of the referendum should
prevail. " said Premi Sagar , another member of YAISHWARYAJ.

Urvashi Sharma , Secretary of Yaishwaryaj Seva Sansthan said " Its not
that only MPs/Ministers at Centre are Pro-Corruption . M.L.A.s /
Ministers of State governments are even more corrupt . More or less ,
all politicians are corrupt irrespective of the party , they are with
right now . With so many defections and changeovers like monkey-jumps
no one is able to identify as to who started from where and passed
through which passage. We are seeing the present only . As such there
is no ideology of today's politicians. So, The need is to direct a
movement against all M.P.s and M.L.A.s of all constituencies . As
citizen of India it is our dharma to first question ourselves and then
to all our leaders and hold them to high ethical standards. We cannot
have high benchmarks of accountability for politicians, and no
benchmarks for ourselves. So instead of sitting on dharnas against the
central government , we should mobilize the people first to practice
high ethical standards for themselves from the day and then shift
their focus against the M.P. of their constituency not only to mount
pressure on him to support the required Jan Lokpal Bill in Parliament
but also to practice high ethical standards in all his future
ventures. There should be an open demand that the fast shall not be
broken until n unless there is a written commitment from the
respective M.P. that he shall not only support the required Jan Lokpal
Bill in Parliament but also practice high ethical standards in all his
future ventures. Yes , anti defection law,party whip etc. etc. are
there . We know many a cases where M.P.s have gone against party whip
, have defected their parties for their own selfish motive so this
time why can't they do this for the people of their own constituency.
After all they are in Parliament because of them ( The people ) . If
they do it once this time , maybe they shall be in parliament forever.

" A decision was taken to write an open letter to anna hazare , aruna
roy , medha patkar and manmohan singh suggesting them the points
raised in the meeting. The same has been sent to them." told Urvashi.
