Sir,
This refers to media reports on claims of A.D.G. Ms. Sutapa Sanyal led
Uttar Pradesh police teams and Counter claims of Mr. Amitabh Thakur, a
Senior IPS officer of Uttar Pradesh regarding Mohanlalganj rape and
murder case in Lucknow.
On one hand A.D.G. Ms. Sutapa Sanyal led Uttar Pradesh Police teams
are said to have concluded that the incident was a single-person act
and they have arrested the accused Mr. Ram Sewak Yadav. The Police has
rejected the reports of rape and concluded that the victim died of
excessive bleeding. Even A.D.G. Ms. Sutapa Sanyal is said to have
informed the media that the accused tried to rape the victim and on
being resisted tore her clothes, injuring her private parts. Ms.
Sutapa Sanyal is said to have added that when the injured and bleeding
victim asked the accused for water, he told her the location of hand
pump on the school campus and left where afterwards the victim bled to
death.
On the other hand Mr. Amitabh Thakur, a senior I.P.S. officer of Uttar
Pradesh cadre, who is said to have visited the crime scene himself,is
said to have contradicted his own department's claims regarding
solving the said Rape & Murder case.Mr. Thakur didn't find any
substance in said single accused theory of Police.Mr. Thakur is said
to have concluded that Involvement of more people was not properly
probed, Police was not able to recover the murder weapon,Mobile of the
deceased remains untraced,Facts leading to the murder do not
interconnect and also that the Sequence of events as told by the
police are not backed by evidence. Mr. Thakur is said to have alleged
that to him the Police seemed to have buckled under media and other
pressure and also that the Police seemed to be in a hurry to show the
case solved.
Not only this Mr. Thakur has shared a mail on Yahoo-group also in
which he has imposed serious allegations on credibility of police
department of Uttar Pradesh. Mr. Thakur has written in his mail that
the Mohanlalganj case has established that People's faith in police
was lacking.
Such serious allegation by a senior I.P.S. officer of the stature of
I.G. against the preliminary outcome of A.D.G. Ms. Sutapa Sanyal led
enquiry teams of Uttar Pradesh Police should not go unnoticed and
unaccounted.
When credibility of an officer of the stature of A.D.G. of Uttar
Pradesh Police has been questioned by a Senior IPS officer of same
Uttar Pradesh Police then it is for sure that the deceased women shall
never get justice from such insensitive, inhumane and sycophant
Police personnel. Please punish the defaulter Police Personnel after a
proper D.G.P. level probe into the objections as raised by Mr. Thakur.
In order to ensure that the deceased women should get THE JUSTICE from
the system, I, as a Social Activist, am raising my just and legitimate
demand for a C.B.I. probe in this matter. Please get the matter probed
by C.B.I. in the larger interest of the society so that all culprits
be brought to books and future occurrences of such shameful events
should be minimized in Uttar Pradesh.

अखिलेश राज में उत्तरप्रदेश में यूं तो सरकारी तंत्र की मनमानी कायम है।
मगर लोकसभा चुनाव में समाजवादी पार्टी की करारी हार के बाद लोगों की
मुश्किलों और बढ़ गई हैं। ताजा मामले में तो सूचना मांगने वाले को ही सजा
सुना दी।
इसी कड़ी में एक ऐसा अनोखा मामला सामने आया है, जिसमें उत्तरप्रदेश के
पूर्व मुख्य सूचना आयुक्त रंजीतसिंह पंकज ने बीते 6 जून को अपने अधिकार
क्षेत्र से परे जाकर सूचना मांगने वाले व्यक्ति को ही कारावास की सजा
सुना दी। राज्य सूचना आयोग कानूनन न्यायालय नहीं है पर पंकज ने बिना
अधिकार के ही सीआरपीसी की धारा 345 के साथ पठित आईपीसी की धारा 228 के
तहत न्यायालय की अवमानना की कार्यवाही में यह तुगलकी आदेश जारी किया हैl
सीआरपीसी की धारा 345 में केवल किसी सिविल, दांडिक अथवा राजस्व कोर्ट
द्वारा ही कार्यवाही की जा सकती है, जबकि सर्वोच्च न्यायालय ने भारत
सरकार बनाम नमित शर्मा की रिव्यू याचिका (सिविल) संख्या 2309/2012 के
आदेश दिनांक 3 सितंबर, 2013 के द्वारा स्पष्ट कर दिया है कि सूचना आयोग
न्यायालय नहीं है इसलिए सीआरपीसी की धारा 345 इस मामले में लागू ही नहीं
होती हैl
आईपीसी की धारा 228 में केवल न्यायिक कार्य करने बाले लोकसेवक के मामले
में ही कार्यवाही की जा सकती है, जबकि सर्वोच्च न्यायालय ने भारत सरकार
बनाम नमित शर्मा की रिव्यू याचिका द्वारा स्पष्ट कर दिया है कि सूचना
आयुक्त न्यायिक कार्य नहीं करते हैं अपितु प्रशासनिक कार्य करते हैं
इसलिए आईपीसी की धारा 228 भी इस मामले में लागू ही नहीं होती हैl
आरटीआई एक्ट में सूचना आयुक्त की अवधारणा आरटीआई एक्ट के संरक्षक के रूप
में की है पर यह कहने में कोई झिझक नहीं है कि यही सूचना आयुक्त आज
भ्रष्टाचारियों से सुपारी लेकर आरटीआई एक्ट के किलर की भूमिका में सामने
आए हैं और प्रदेश में आरटीआई एक्ट का गला घोंटकर आरटीआई एक्ट की मंशा की
हत्या करने पर आमादा हैंl
उत्तर प्रदेश में सूचना कानून के रक्षक के ही सूचना कानून के भक्षक बनने

उत्तर प्रदेश की राजधानी लखनऊ में 30 जुलाई 2014 को 'नेशनल व्हिसिलब्लोवर्स डे' मनाने एवं 'मदारी और बन्दर' के माध्यम से शांतिपूर्ण प्रतीकात्मक प्रदर्शन करने के हमारे प्रयास को अपना समर्थन देने की अपील
हम सभी भिज्ञ हैं कि उत्तर प्रदेश के प्रशासनिक और पुलिस अधिकारियों
द्वारा राजनेताओं के इशारों पर कार्य करके निर्दोष जनता को निरंतर ही
प्रताणित किया जा रहा है l प्रदेश में अनगिनत आरटीआई एक्टिविस्ट या तो
मारे जा रहे हैं या उनको भांति-भांति से प्रताणित किया जा रहा है l इन
निंदनीय कृत्यों में प्रशासन और पुलिस प्रत्यक्ष या अप्रत्यक्ष रूप से
इन्वोल्व है l ऐसे में मैं देश के समाजसेवियों और जागरूक नागरिको का
आवाह्न करती हूँ कि वे 'येश्वर्याज सेवा संस्थान' के बैनर तले 30 जुलाई
2014 को राजधानी लखनऊ में 'नेशनल व्हिसिलब्लोवर्स डे' मनाने एवं 'मदारी
और बन्दर' के माध्यम से लखनऊ में हज़रतगंज जीपीओ के निकट स्थित महात्मा
गांधी प्रतिमा के सामने एक शांतिपूर्ण प्रतीकात्मक प्रदर्शन करने के
हमारे प्रयास को अपना समर्थन दें l
विगत कुछ वर्षों में उत्तर प्रदेश में कानून के राज का निरंतर ह्रास हुआ
है l प्रशासनिक और पुलिस अधिकारियों द्वारा राजनेताओं के इशारों पर
कार्य करके निर्दोष जनता को प्रताणित करने के मामले आम हो गए हैं l आज का
प्रशासनिक और पुलिस तंत्र भ्रष्टाचारियों और सत्तानशीनों के अतिरिक्त
समाज के किसी भी वर्ग के हित संरक्षित रखने में बिलकुल भी तत्पर नहीं है
l संक्षेप में कहें तो आज का प्रशासनिक और पुलिस तंत्र राजनेताओं को
अपना मदारी मान चुका है और उनके इशारों पर बंधक बन्दर की तरह नाच रहा है
जिसकी परिणति समाज के 'व्हिसिलब्लोवर्स' की हत्याओं और प्रताणनाओ के रूप
में भी हो रही है l
हम जानते हैं कि मनपसंद और मलाईदार पोस्टिंग को लेकर इन आला प्रशासनिक और
पुलिस अधिकारियों की अपनी मजबूरियां हैं पर यदि देश की सर्वाधिक
प्रतिष्ठित कही जाने बाली अखिल भारतीय सेवा के अधिकारी भी अपने निजी लाभ
के लिए जनता के अधिकारों का सौदा करेंगे और निर्दोष जनता की लाशों से ही
अपनी सफलता की इमारत बनाएंगे तो आखिर समाज बचेगा कैसे l
हम नहीं जानते क़ि हम इस समाज को बचा पाएंगे या नहीं किन्तु प्रशासनिक और
पुलिस तंत्र को आइना दिखाने और इनकी सोयी पडी अंतरात्मा को झकझोरने के
उद्देश्य से एक प्रयास अवश्य करेंगे और उत्तर प्रदेश के प्रशासनिक और
पुलिस अधिकारियों द्वारा राजनेताओं के इशारों पर कार्य करके निर्दोष
जनता को प्रताणित किये जाने के विरुद्ध देश के समाजसेवियों और जागरूक
नागरिको के साथ 'येश्वर्याज सेवा संस्थान' के बैनर तले 30 जुलाई 2014

लखनऊ. दलितों के प्रति सरकारी रवैया कैसा है, इसकी बानगी राज्य सूचना
आयोग द्वारा समाज कल्याण विभाग के अंडर सेक्रेटरी पर लगे जुर्माने से पता
चलता है। राज्य सूचना आयोग के मुख्य सूचना आयुक्त रणजीत सिंह पंकज ने
दलित उत्पीड़न के एक मामले में सूचना नहीं देने पर यूपी समाज कल्याण
विभाग के अनुसचिव राज कुमार त्रिवेदी पर 10 हजार रुपए का जुर्माना लगाया
है।
प्रदेश सरकार के समाज कल्याण विभाग से आरटीआई कार्यकर्ता उर्वशी शर्मा ने
दलित उत्पीड़न के मामले में जानकारी मांगी थी। वर्ष 2012 में मांगी गई
सूचना को एक साल बाद उपलब्ध नहीं कराने पर उर्वशी शर्मा ने राज्य सूचना
आयोग में मामले की सुनवाई के लिए वर्ष 2013 में एक बार फिर अपील की थी।
मुख्य सूचना आयुक्त ने इस मामले की सुनवाई की।
उन्होंने मामले में दायर की गई एफआईआर की प्रति प्राप्त न कराये जाने पर
बीती 20 मई को यूपी समाज कल्याण विभाग के अनुसचिव एवं जन सूचना अधिकारी
राज कुमार त्रिवेदी पर 10 हजार रुपयों का जुर्माना लगाया।
इस जुर्माने की वसूली राज कुमार त्रिवेदी के वेतन से दिनांक 31 अगस्त तक
की जाएगी। जुर्माने को अधिकतम तीन किश्तों में भुगतान करने का निर्देश
दिया गया है। इसके लिए सचिव, सचिवालय प्रशासन को और राज कुमार त्रिवेदी
के वेतन से नहीं होने की स्थिति में भू-राजस्व की तरह करने के लिए
जिलाधिकारी, लखनऊ को निर्देशित किया है।

क्या था मामला
उर्वशी शर्मा ने बताया कि वर्ष 2008 में समाज कल्याण की संस्था राजकीय
गोविन्द बल्लभ पंत पॉलीटेक्निक के तत्कालीन प्रधानाचार्य अशोक कुमार
बाजपेयी पर जातिसूचक शब्दों के प्रयोग का आरोप लगा था। समाज कल्याण के
संयुक्त निदेशक एवं वित्त नियंत्रक की जांच समिति ने अशोक कुमार बाजपेयी
को दलित छात्रों से जातिसूचक शब्दों के प्रयोग का दोषी भी पाया था।
उर्वशी शर्मा ने दलित छात्रों को न्याय दिलाने और तत्कालीन प्रधानाचार्य
अशोक कुमार बाजपेयी के विरुद्ध प्रथम सूचना रिपोर्ट दर्ज कराने के लिए
मामले की जानकारी समाज कल्याण के उच्चाधिकारियों को दी और आरटीआई का
प्रयोग भी किया। उर्वशी शर्मा को समाज कल्याण के अनुसचिव धर्मराज सिंह ने

उर्वशी ने इस मामले की सुनवाई के लिए अपील की। मामले की सुनवाई के दौरान
पर्याप्त अवसर दिए जाने पर भी एफआईआर की कॉपी उपलब्ध नहीं करवाई गई। इस
पर उत्तर प्रदेश के मुख्य सूचना आयुक्त रंजीत सिंह पंकज ने यूपी समाज

सूचना नहीं देने पर समाज कल्याण विभाग के अंडर सेक्रेटरी पर 10 हजार का जुर्माना
लखनऊ. दलितों के प्रति सरकारी रवैया कैसा है, इसकी बानगी राज्य सूचना
आयोग द्वारा समाज कल्याण विभाग के अंडर सेक्रेटरी पर लगे जुर्माने से पता
चलता है। राज्य सूचना आयोग के मुख्य सूचना आयुक्त रणजीत सिंह पंकज ने
दलित उत्पीड़न के एक मामले में सूचना नहीं देने पर यूपी समाज कल्याण
विभाग के अनुसचिव राज कुमार त्रिवेदी पर 10 हजार रुपए का जुर्माना लगाया
है।
प्रदेश सरकार के समाज कल्याण विभाग से आरटीआई कार्यकर्ता उर्वशी शर्मा ने
दलित उत्पीड़न के मामले में जानकारी मांगी थी। वर्ष 2012 में मांगी गई
सूचना को एक साल बाद उपलब्ध नहीं कराने पर उर्वशी शर्मा ने राज्य सूचना
आयोग में मामले की सुनवाई के लिए वर्ष 2013 में एक बार फिर अपील की थी।
मुख्य सूचना आयुक्त ने इस मामले की सुनवाई की।
उन्होंने मामले में दायर की गई एफआईआर की प्रति प्राप्त न कराये जाने पर
बीती 20 मई को यूपी समाज कल्याण विभाग के अनुसचिव एवं जन सूचना अधिकारी
राज कुमार त्रिवेदी पर 10 हजार रुपयों का जुर्माना लगाया।
इस जुर्माने की वसूली राज कुमार त्रिवेदी के वेतन से दिनांक 31 अगस्त तक
की जाएगी। जुर्माने को अधिकतम तीन किश्तों में भुगतान करने का निर्देश
दिया गया है। इसके लिए सचिव, सचिवालय प्रशासन को और राज कुमार त्रिवेदी
के वेतन से नहीं होने की स्थिति में भू-राजस्व की तरह करने के लिए
जिलाधिकारी, लखनऊ को निर्देशित किया है।

क्या था मामला
उर्वशी शर्मा ने बताया कि वर्ष 2008 में समाज कल्याण की संस्था राजकीय
गोविन्द बल्लभ पंत पॉलीटेक्निक के तत्कालीन प्रधानाचार्य अशोक कुमार
बाजपेयी पर जातिसूचक शब्दों के प्रयोग का आरोप लगा था। समाज कल्याण के
संयुक्त निदेशक एवं वित्त नियंत्रक की जांच समिति ने अशोक कुमार बाजपेयी
को दलित छात्रों से जातिसूचक शब्दों के प्रयोग का दोषी भी पाया था।
उर्वशी शर्मा ने दलित छात्रों को न्याय दिलाने और तत्कालीन प्रधानाचार्य
अशोक कुमार बाजपेयी के विरुद्ध प्रथम सूचना रिपोर्ट दर्ज कराने के लिए
मामले की जानकारी समाज कल्याण के उच्चाधिकारियों को दी और आरटीआई का
प्रयोग भी किया। उर्वशी शर्मा को समाज कल्याण के अनुसचिव धर्मराज सिंह ने
वर्ष 2012 में अशोक कुमार बाजपेयी के विरुद्ध एफआईआर दर्ज उसकी कॉपी को
उन्हें उपलब्ध कराने का निर्देश। इसके बावजूद कई माह बाद भी एफआईआर की

उत्तर प्रदेश में विगत कुछ दिनों से महिलाओं के साथ बलात्कार और हिंसा की
घटनाएं काफ़ी बढ़ गई हैं. प्रदेश के कई जिलों बदायूं, सीतापुर, लखीमपुर,
बहराइच, बाराबंकी, अमेठी, फैजाबाद, कुशीनगर और मुरादाबाद, में महिलाओं के
साथ कथित तौर पर बलात्कार के बाद हत्या करने की ख़बरें आईं.
पुलिस ने कुछ जगहों पर कार्रवाई करते हुए अभियुक्तों की गिरफ़्तारी तो की
लेकिन उनके ख़िलाफ़ कोई सख्त कार्रवाई नहीं की गई.

प्रदेश में आए दिन किसी न किसी स्थान से महिलाओं के बलात्कार और उनकी
हत्या होने की ख़बर लगातार आ रही है.
अखिलेश यादव की सरकार क़ानून व्यवस्था को मज़बूत करने और प्रदेश में
महिलाओं के ख़िलाफ़ हो रहे कथित बलात्कार और हत्या की घटना को रोकने का
दावा करने के बावजूद भी ये थमने का नाम नहीं ले रही हैं.
लखनऊ की महिला सामाजिक कार्यकर्ता उर्वशी शर्मा कहती हैं, "उत्तर प्रदेश
में क़ानून व्यवस्था नाम की कोई चीज नहीं रह गयी है. यहां महिलाओं के साथ
रोज़ रेप हो रहे हैं और उनकी हत्या की जा रही है. अपराधी खुले आम वारदात
को अंजाम दे रहें है. उन्हें क़ानून का कोई ख़ौफ़ नहीं है."
सरकार की कार्रवाई
बदायूँ में हुए बलात्कार के ख़िलाफ़ प्रदर्शन
उर्वशी का कहना है, "प्रदेश की अखिलेश यादव की सरकार बलात्कार करने वाले
लोगों के विरुद्ध कोई सख्त कार्रवाई नहीं कर पा रही है. जिससे अपराधियों
के हौसले काफ़ी बुलंद है. सरकार रेप को अंजाम देने वाले अभियुक्तों को ही
बचाने का काम कर रही हैं."
ऐसे में किसी भी पीड़ित महिला और उसके परिवार को न्याय कैसे मिलेगा?
उर्वशी कहती हैं, "सरकार को महिलाओं के साथ होने वाले अपराधों को रोकने
वाले सख्त क़ानून लागू करना चाहिए जिससे ऐसी घटनाओं में कमी की जा सके."
उनका दावा है कि उत्तर प्रदेश में महिलाओं के साथ हो रहे बलात्कार और
हिंसा का ग्राफ नौ प्रतिशत से ऊपर पहुंच गया है लेकिन प्रदेश सरकार इस पर
ध्यान नहीं दे रही है. केवल अपराध के आंकड़ों को छुपाने का काम कर रही
है.

सरकार के प्रवक्ता राजेन्द्र चौधरी ने बीबीसी हिन्दी से कहा, "यह एक
सामाजिक समस्या है. प्रदेश की आबादी 21 करोड़ है. कुछ मामले तो आपसी
रंजिश के, तो कुछ फ़र्ज़ी पाए गए हैं. सरकार क़ानून व्यवस्था को मज़बूत
करने के लिए अपनी ओर से पूरा प्रयास कर रही है. कई मामलों में सरकार ने
सख्त कार्रवाई की है."
हमीरपुर और मुरादाबाद में हुए कथित रेप और हत्या के बारे में पूछने पर
राजेन्द्र चैधरी का कहना था कि वो इसकी जानकारी जुटा रहे हैं.
उधर भाजपा के प्रदेश प्रवक्ता विजय पाठक प्रदेश में महिलाओं के साथ हो
रहे बलात्कार उनकी हत्या पर अपनी प्रतिक्रिया देते हुए कहते हैं, "प्रदेश
के पुलिस महानिदेशक जब सार्वजनिक रूप से यह बयान देंगे कि बलात्कार और
हत्या रूटीन है तो ऐसे में क़ानून व्यवस्था की स्थिति और महिलाओं की
सुरक्षा कैसे हो पाएगी."

पाठक कहते हैं, "प्रदेश सरकार अपना नैतिक अधिकार खो चुकी है. क़ानून
व्यवस्था को मज़बूत करने और महिलाओं को सुरक्षा प्रदान करने के बजाए
बलात्कार और हत्या की घटनाओं को साजिश बता रही है. जो काफ़ी
दुर्भाग्यपूर्ण है. भाजपा कोई भी अलोकतांत्रिक क़दम नहीं उठाएगी. हमारी
पार्टी प्रदेश की जनता के साथ पूरी ताक़त के साथ खड़ी रहेगी."

उत्तर प्रदेश की पुलिस महानिरीक्षक कानून व्यवस्था अमरेन्द्र कुमार सिंह
सेंगर ने बीबीसी हिन्दी को बताया कि प्रदेश में कहीं भी किसी महिला के
साथ बलात्कार और उनकी हत्या की घटना घटती है तो उसपर त्वरित कार्रवाई
करने का आदेश सभी थानाध्यक्षों को दिया गया है.
उन्हें यह भी निर्देश दिया गया है कि पीड़ित पक्ष का बयान तुरन्त दर्ज
किया जाए और उनके साथ मानवीय व्यवहार किया जाए.
हमीरपुर की घटना का उल्लेख करते हुए आईजी ने कहा, "थाने में महिला के साथ
बलात्कार की बात पूरी तरह से ग़लत है आज आईजी और कमिशनर ने स्वयं घटना
स्थल पर जाकर पूरे मामले की तहकीकात की. उनकी जांच में बलात्कार की घटना
को असत्य पाया गया है. जिस महिला द्वारा पुलिस पर बलात्कार करने का आरोप
लगाया गया था उस महिला का पति उस इलाक़े का हिस्ट्रीसीटर है. उसे पहले भी
गिरफ़्तार किया गया था. कल उसे पुलिस ने एक मामले में गिरफ़्तार कर थाने
में ले आई थी."

लखनऊ ! उत्तर प्रदेश की राजधानी की चर्चित महिला आरटीआई कार्यकर्ता
उर्वशी शर्मा ने एक वरिष्ठ आईएएस अधिकारी पर अपनी जासूसी का आरोप लगाया
है। उर्वशी की शिकायत के बाद पुलिस इस मामले की जांच कर रही है। उर्वशी
के मुताबिक, वर्ष 2012 में उन्हांेने उप्र के नियुक्ति विभाग से आईएएस
सदाकांत के सेवा अभिलेख, चल-अचल संपत्ति आदि के बारे में सूचना मांगी थी,
जिस पर उन्हें सूचना तो नहीं मिली पर आईएएस सदाकांत ने उनकी जासूसी जरूर
करा डाली।
उत्तर प्रदेश शासन के इरला चेक अनुभाग (वेतन पर्ची प्रकोष्ठ) की अनुसचिव
और जनसूचना अधिकारी मीरा नाथ के एक पत्र के अनुसार, सदाकांत ने 10 जनवरी
2013 को उनको एक पत्र लिखा जिसमें सदाकांत ने लिखा, 'उर्वशी शर्मा के पति
संजय शर्मा, जो गोविंद बल्लभ पंत पालीटेक्निक मोहान रोड लखनऊ में समाज
कल्याण विभाग के अंतर्गत कार्यरत हैं, उनके पति द्वारा की गई अनियमितताओं
की जांच जिलाधिकारी लखनऊ द्वारा कराई गई।'
खास बात यह कि सूचना मांगने के आवेदन में उर्वशी के नाम और पते के अलावा
और कोई व्यक्तिगत जानकारी नहीं थी। ऐसे में उर्वशी ने सवाल उठाया है कि
सदाकांत ने आखिर कैसे उनके पति के नाम, कार्य स्थल, सेवा-स्थिति आदि के
बारे में सटीक सूचनाओं का उल्लेख अपने पत्र में कर दिया।
उर्वशी के मुताबिक, निश्चित ही सदाकांत ने उनकी और उनके परिवार की जासूसी
कराई, जिसके आधार पर उनके परिवार की सटीक सूचनाओं का उल्लेख अपने पत्र
में किया।
उर्वशी का कहना है कि बिना जासूसी और व्यक्तिगत रुचि के सदाकांत इस
प्रकार का सटीक उल्लेख कर ही नहीं सकता था। उर्वशी ने इसे अपनी निजता के
अधिकार का हनन बताया है।
उर्वशी ने कहा है कि जिस प्रदेश का आईएएस और प्रमुख सचिव प्रमुख सचिव
महिला कल्याण जैसा पद धारित करने वाला पुरुष महिला विरोधी आपराधिक
मानसिकता का होगा आखिर वहां महिलाओं के प्रति अपराधों में कमी कैसे आएगी।

उर्वशी शर्मा ने एक वरिष्ठ आईएएस अधिकारी पर अपनी जासूसी का आरोप लगाया
है। उर्वशी की शिकायत के बाद पुलिस इस मामले की जांच कर रही है। उर्वशी
के मुताबिक, वर्ष 2012 में उन्हांेने उप्र के नियुक्ति विभाग से आईएएस
सदाकांत के सेवा अभिलेख, चल-अचल संपत्ति आदि के बारे में सूचना मांगी थी,
जिस पर उन्हें सूचना तो नहीं मिली पर आईएएस सदाकांत ने उनकी जासूसी जरूर
करा डाली।
उत्तर प्रदेश शासन के इरला चेक अनुभाग (वेतन पर्ची प्रकोष्ठ) की अनुसचिव
और जनसूचना अधिकारी मीरा नाथ के एक पत्र के अनुसार, सदाकांत ने 10 जनवरी
2013 को उनको एक पत्र लिखा जिसमें सदाकांत ने लिखा, 'उर्वशी शर्मा के पति
संजय शर्मा, जो गोविंद बल्लभ पंत पालीटेक्निक मोहान रोड लखनऊ में समाज
कल्याण विभाग के अंतर्गत कार्यरत हैं, उनके पति द्वारा की गई अनियमितताओं
की जांच जिलाधिकारी लखनऊ द्वारा कराई गई।'
खास बात यह कि सूचना मांगने के आवेदन में उर्वशी के नाम और पते के अलावा
और कोई व्यक्तिगत जानकारी नहीं थी। ऐसे में उर्वशी ने सवाल उठाया है कि
सदाकांत ने आखिर कैसे उनके पति के नाम, कार्य स्थल, सेवा-स्थिति आदि के
बारे में सटीक सूचनाओं का उल्लेख अपने पत्र में कर दिया।
उर्वशी के मुताबिक, निश्चित ही सदाकांत ने उनकी और उनके परिवार की जासूसी
कराई, जिसके आधार पर उनके परिवार की सटीक सूचनाओं का उल्लेख अपने पत्र
में किया।
उर्वशी का कहना है कि बिना जासूसी और व्यक्तिगत रुचि के सदाकांत इस
प्रकार का सटीक उल्लेख कर ही नहीं सकता था। उर्वशी ने इसे अपनी निजता के
अधिकार का हनन बताया है।
उर्वशी ने कहा है कि जिस प्रदेश का आईएएस और प्रमुख सचिव प्रमुख सचिव
महिला कल्याण जैसा पद धारित करने वाला पुरुष महिला विरोधी आपराधिक
मानसिकता का होगा आखिर वहां महिलाओं के प्रति अपराधों में कमी कैसे आएगी।

जासूसी का आरोप लगाया है। उर्वशी की शिकायत के बाद पुलिस इस मामले की
जांच कर रही है।
उर्वशी के मुताबिक, वर्ष 2012 में उन्हांेने उप्र के नियुक्ति विभाग से
आईएएस सदाकांत के सेवा अभिलेख, चल-अचल संपत्ति आदि के बारे में सूचना
मांगी थी, जिस पर उन्हें सूचना तो नहीं मिली पर आईएएस सदाकांत ने उनकी
जासूसी जरूर करा डाली।
उत्तर प्रदेश शासन के इरला चेक अनुभाग (वेतन पर्ची प्रकोष्ठ) की अनुसचिव
और जनसूचना अधिकारी मीरा नाथ के एक पत्र के अनुसार, सदाकांत ने 10 जनवरी
2013 को उनको एक पत्र लिखा जिसमें सदाकांत ने लिखा, 'उर्वशी शर्मा के पति
संजय शर्मा, जो गोविंद बल्लभ पंत पालीटेक्निक मोहान रोड लखनऊ में समाज
कल्याण विभाग के अंतर्गत कार्यरत हैं, उनके पति द्वारा की गई अनियमितताओं
की जांच जिलाधिकारी लखनऊ द्वारा कराई गई।'
खास बात यह कि सूचना मांगने के आवेदन में उर्वशी के नाम और पते के अलावा
और कोई व्यक्तिगत जानकारी नहीं थी। ऐसे में उर्वशी ने सवाल उठाया है कि
सदाकांत ने आखिर कैसे उनके पति के नाम, कार्य स्थल, सेवा-स्थिति आदि के
बारे में सटीक सूचनाओं का उल्लेख अपने पत्र में कर दिया।
उर्वशी के मुताबिक, निश्चित ही सदाकांत ने उनकी और उनके परिवार की जासूसी
कराई, जिसके आधार पर उनके परिवार की सटीक सूचनाओं का उल्लेख अपने पत्र
में किया।
उर्वशी का कहना है कि बिना जासूसी और व्यक्तिगत रुचि के सदाकांत इस
प्रकार का सटीक उल्लेख कर ही नहीं सकता था। उर्वशी ने इसे अपनी निजता के

This Complaint is against SSP Lucknow and S.O. Thana Hazratganj who
are not filing F.I.R. on my complaint against UP cadre IAS
Sadakant.Thus in the light of The Criminal Law Amendment act 2013,
both SSP Lucknow and S.O. Thana Hazratganj are accused of section 166A
of IPC and in the light of para 111 (iv) of order dated 12-11-13 of
Hon. Supreme Court of India passed in writ petition ( Criminal ) No.
68 of 2008 lalita kumara VS. Govt. of U.P. & others
Sadakant, while posted as Principal Secretary to Uttar Pradesh
Government misused his powers as a public servant and in his letter
no. 218 dated 10-01-13 has used words to insult my modesty and has
also threatened me in writing for my fight against corruption and
irregularities of IAS,IPS officials, politicians etc. Not only this I
was snooped by IAS Sadakant.
At that time my husband was working in the department headed by
Sadakant. I was snooped by Sadakant is very much evident from para 2
page 2 of 3 page letter no. 1480/20-IRLA-402-Ve.pa.pra./2013 dated 27
May 2013, issued by Kumari Meera Nath, Under Secretary to Government
of Uttar Pradesh.
An official of the stature of Principal Secretary shall never be able
to trace wife-husband relationship of a lady info-seeker who seeks
info as an individual citizen of India with an employee subordinate to
him until n unless she is snooped by that Principal Secretary and that
Principal Secretary's personal interest in her. Thus Sadakant is
guilty of crime of snooping also.
As per para 2 page 2 of 3 page letter no.
1480/20-IRLA-402-Ve.pa.pra./2013 dated 27 May 2013, issued by Kumari
Meera Nath, Under Secretary to Government of Uttar Pradesh , Sadakant
has written that I was doing a number of 'GALAT KARYA', which is
highly objectionable and derogatory to the modesty of a woman in
Indian Context. Here Sadakant is said to have written threatening
words that action against me was proposed.Not only this by misusing
his powers as Principal Secretary of Information department of Uttar
Pradesh, Sadakant got this published in various newspapers also which
caused me a great degree of embarrassment.
I made this complaint to SO Hazratganj. One A.A. Ansari ( Sub
Inspector PNO No. 982530058) conducted the preliminary inquiry in
which Sadakant misled the inquiry officer and uttered white lies. As a
public servant, Sadakant was legally bound to furnish true information
to police Sub-Inspector but he furnished false information to police
Sub-Inspector though he very well knew it was false. Para 2 page 2 of
3 page letter no. 1480/20-IRLA-402-Ve.pa.pra./2013 dated 27 May 2013,
issued by Kumari Meera Nath, Under Secretary to Government of Uttar
Pradesh establishes that Sadakant had commented on me but refused to
have done so to police Sub-Inspector. This is criminal under IPC also.
Vide Speed Post no. EU488566235IN dated 19-04-14 I wrote to Praveen
Kumar SSP Lucknow whereby I supplied SSP three page copy of letter no.
1480 dated 27 May 2013 of IRLA CHEQUE SECTION of UP Government but
nothing
has happened and I was compelled to make an online complaint on
web-portal of Uttar Pradesh Police. As per web-portal, my complaint
has been sent to Circle officer of Hazratganj.
order dated 12-11-13 of Hon. Supreme Court of India passed in writ
petition ( Criminal ) No. 68 of 2008 lalita kumara VS. Govt. of U.P. &
others Hon. Supreme Court of India specified as given under :
(i)Registration of FIR is mandatory under Section 154
of the Code, if the information discloses
commission of a cognizable offence and no
preliminary inquiry is permissible in such a
situation.
(ii) If the information received does not disclose a
cognizable offence but indicates the necessity for
an inquiry, a preliminary inquiry may be conducted
only to ascertain whether cognizable offence is
disclosed or not.
(iii) If the inquiry discloses the commission of a
cognizable offence, the FIR must be registered. In
cases where preliminary inquiry ends in closing the
complaint, a copy of the entry of such closure
must be supplied to the first informant forthwith
and not later than one week. It must disclose
reasons in brief for closing the complaint and not
proceeding further.
(iv) The police officer cannot avoid his duty of
registering offence if cognizable offence is
disclosed. Action must be taken against erring
officers who do not register the FIR if information
received by him discloses a cognizable offence.
(v) The scope of preliminary inquiry is not to verify the
veracity or otherwise of the information received
but only to ascertain whether the information
reveals any cognizable offence.
(vi) As to what type and in which cases preliminary
inquiry is to be conducted will depend on the facts
and circumstances of each case. The category of
cases in which preliminary inquiry may be made
are as under:
(a) Matrimonial disputes/ family disputes
(b) Commercial offences
(c) Medical negligence cases
(d) Corruption cases
(e) Cases where there is abnormal delay/laches in
initiating criminal prosecution, for example, over
3 months delay in reporting the matter without
satisfactorily explaining the reasons for delay.
The aforesaid are only illustrations and not
exhaustive of all conditions which may warrant
preliminary inquiry.
(vii) While ensuring and protecting the rights of the
accused and the complainant, a preliminary
inquiry should be made time bound and in any
case it should not exceed 7 days. The fact of such
delay and the causes of it must be reflected in the
General Diary entry.
(viii) Since the General Diary/Station Diary/Daily Diary is
the record of all information received in a police
station, we direct that all information relating to
cognizable offences, whether resulting in
registration of FIR or leading to an inquiry, must be
mandatorily and meticulously reflected in the said
Diary and the decision to conduct a preliminary
inquiry must also be reflected, as mentioned
above.
Though registration of FIR is mandatory under Section 154 of the Code,
if the information discloses commission of a cognizable offence and no
preliminary inquiry is permissible in such a situation but since
accused is a high profile official of Uttar Pradesh government, Police
department is not filing FIR and is delaying the matter to give time
to this high profile accused to harass me and my family.
The police officer cannot avoid his duty of registering offence if
cognizable offence is disclosed. Action must be taken against erring
officers who do not register the FIR if information received by him
discloses a cognizable offence but no action has been taken against
erring police officials in this case.
I, as a lady living in Uttar Pradesh, have no hesitation to say that
recent 'BUDAUN RAPE CASE' & 'Rape of a woman judge in Aligarh' like
incidents are happening in this government because of police officers
like SSP Lucknow and SO Thana Hazratganj of Lucknow. I am sure SSP
Lucknow and SO Thana Hazratganj of Lucknow do not have courage to file
FIR against IAS Sadakant.
On 03-06-2014, SSP Lucknow sent Sub Inspector / incharge of
Hussainganj Police post to my house to take my statement even before
filing a FIR against Sadakant. This is clear violation of law as laid
down by Hon. Supreme Court of India in writ petition ( Criminal ) No.
68 of 2008 lalita kumara VS. Govt. of U.P. & others but no one is
listening.
In Uttar Pradesh, this is as if IAS are above law and are legally
empowered to make derogatory comments on women,threaten women or snoop
women, deliberately misled police officer in preliminary inquiry and
go scot free.
If not,Please get the FIR filed against IAS Sadakant , punish SSP
Lucknow and SO Thana Hazratganj and get the case thoroughly
investigated in the light of The Criminal Law Amendment act 2013 and
law as laid down by Hon. Supreme Court of India in writ petition (
Criminal ) No. 68 of 2008 lalita kumara VS. Govt. of U.P. & others and
ensure that I am not deprived of deprived of my constitutional and
human rights.

l In the wake of recent murders of Mangat Singh Tyagi, Sanjay Tyagi
and victimization of Ashok Kumar Goyal, Rti activists of Uttar Pradesh
have come together and formed Rti Activist's Combine ( RAC ) with the
sole aim of fighting against victimization of RTI users in Uttar
Pradesh.
RAC shall work as a one stop help to tackle issues of victimization of
RTI users in Uttar Pradesh.
RAC initiative has been conceptualized by Urvashi Sharma with full
support of majority of leading RTI activists of Uttar Pradesh. Dr.
Nutan Thakur, Dr. Dev Dutt Sharma, Salim Baig,Izhar Ahmad Ansari and
Dr. Niraj Kumar etc. have consented to work in unison with Urvashi to
provide all sort of help to RTI users against their victimization in
Uttar Pradesh.
"Cases of victimization of RTI users can be reported to helpline

Urvashi told that she has requested all RTI activists of Uttar Pradesh

has been suspended in relation with the case.
In the initial probe done under district officer, Krishna Prasad has
been found guilty of executing a whopping Rs 200 crore scam in
Engineering Scholarship Scheme. Coming across the reports, District
Magistrate immediately ordered a probe in this matter.
According to information received by the Social Welfare Department
Headquarters, Lucknow, an investigation team was sent to scrutinize
the matter of Scholarship Scheme, which eventually gave clean chit to
Krishna Kumar but later when district officer begun the further
investigation, Krishna Prasad was found guilty.
Post the initial probe into the matter, the authorities not only
suspended Krishna Kumar but also formed eight probe teams for further
investigations.
In the initial probe, it has been revealed that the scam is off Rs 200
crore but the investigators are claiming that the scam is even bigger
than the expectations.
According to the sources, Krishna Kumar has executed the scam joining
hands with the top officials of several engineering colleges.

लखनऊ. जिन पुलिसवालों पर महिलाओं को सुरक्षा मुहैया कराने की जिम्मेदारी
है, यदि वही अपनी जिम्मेदारी से भागने लगें, तो आम जनता क्या करेगी।
ताज़ा मामला थाना पारा का है, जहां पुलिस ने दो महीने के बाद महिला की
रिपोर्ट दर्ज़ की।
बताते चलें कि शिकायतकर्ता उर्वशी शर्मा ने शनिवार को इंदिरानगर के
संजयगांधीपुरम निवासी देवेंद्र शुक्ला के खिलाफ छेड़छाड़ और जान से मारने
की धमकी का मामला दर्ज करवाया है। हालांकि मामला दो माह पुराना है।
उर्वशी का कहना है कि मार्च में आरोपी देवेंद्र ने मोहन रोड के पास उनका
पिछा कर अश्लील गालियां दी और उन्हें जान से मारने की धमकी भी दी थी।
वहीं आयोग में चल रहे मामलों को वापस लेने का दबाव बनाया जा रहा था।
उर्वशी रिपोर्ट दर्ज करवाने जब मोहन रोड चौकी गईं, तो वहां रिपोर्ट नहीं
दर्ज की गई। इसके बाद वह थाना पारा गई, तो वहां पुलिसवालों ने यह कह कर
रिपोर्ट दर्ज नहीं की, कि ऐसा तो चलता रहता है। इसके बाद मामला महिला
आयोग में उठाया गया, तो रिपोर्ट एसएसपी के पास भेजी गई। एसएसपी ने सीओ
आलमबाग राजेश को रिपोर्ट सौंपी। इसके बाद उन्होंने पारा थाना को मामले की
रिपोर्ट दर्ज करने को कहा गया। इसके बाद 31 मई को रिपोर्ट दर्ज की गई।
क्या था मामला
दरअसल, शिकायतकर्ता उर्वशी ने आरोपी की पत्नी श्रद्धा सक्सेना के खिलाफ
कई अनियमितता का खुलासा किया था। जिसका मुकदमा सीजेएम कोर्ट में दर्ज
करवाया गया था। इसी मामले को वापस लेने के लिए श्रद्धा का पति देवेंद्र
उर्वशी को परेशान कर रहा था और मुकदमा वापस न लेने पर जान से मारने की
धमकी दे रहा था।
राजधानी के थाना पारा क्षेत्र में शनिवार को देवेंद्र के खिलाफ आईपीसी की
धारा 504, 506 और 506 में मुकदमा दर्ज़ किया गया है। इसकी विवेचना
सब-इंस्पेक्टर उमेश्वर प्रताप यादव को सौंपी गई है। उर्वशी का कहना है कि
एफआईआर किए हुए 24 घंटे से ऊपर हो चुके हैं। इसके बावजूद आरोपी देवेंद्र
की गिरफ्तारी नहीं हो पाई है। इसलिए उसे तुरंत गिरफ्तार करने की मांग की
है।

NEW DELHI India has not made a proposal for introduction of Hindi as
an official language of the United Nations as it would cost the
government over Rs820 million annually even by a conservative
estimate.
The information was given by the External Affairs Ministry in reply to
a Right to Information plea filed by a 12-year old girl, Aishwarya
Parashar, of Lucknow who sought to know that why a formal proposal to
make Hindi as an official language of the UN has not been given.
"The introduction of Hindi as one of the official languages of the UN
has several financial and procedural implications, which require to be
met before a formal proposal can be tabled in the UN," Central Public
Information Officer of MEA, S Gopalakrishnan said in his reply.
He said India, a proposing country, would need to provide sufficient
financial resources to the UN to cover the additional expenditure on
interpretation, translation, printing and duplication of documents and
related infrastructural costs.
"This according to conservative estimates, could cost in excess of USD
14 million (app Rs 820 million) per year. This is based on the
decision of the UN General Assembly in 1973 to include Arabic as a
working and official language of General Assembly and adding an
inflation component of 2-3 per cent per annum on a compounded basis.
"The actual cost is likely to be considerably higher since
infrastructual changes would also need to be made in all conference
halls to provide for an additional interpreter's booth," he said. The
MEA said it is not simply a question of expenditure as UN General
Assembly would need to adopt a resolution supported by a majority of
the 192 UN member States.
"As adding another official language entails a significant increase in
the budget of the UN (personnel, equipment, and other recurring
costs), Member States have been generally reluctant to support
proposals entailing additional financial burden," he said.
He said in 1973, when General Assembly approved the inclusion of
Arabic among the official and working languages of the General
Assembly, it did so recognising that Arabic was the language of 19
members of the UN.
"It was also the working language of specialised agencies such as
Unesco, FAO, WHO and the IOL. It was the official and working language
of the OAU," he said. The MEA official said notwithstanding the fact
that Hindi is spoken in many countries of the world, its recognition
as an official language of other countries as well as official
language in some of the specialised agencies and regional/sub-regional
groupings is a factor which is to be considered for recognition in the
United Nations.
The UN has six official languages--English, French, Spanish, Russian,
Chinese and Arabic.

नई दिल्ली। भारत ने हिंदी को संयुक्त राष्ट्र की आधिकारिक भाषा बनाने के
लिए प्रस्ताव नहीं किया है क्योंकि ऐसा होने पर सरकार पर 82 करोड़ रुपये
से अधिक का वार्षिक खर्च आएगा।
लखनऊ की 12 वर्षीय लड़की ऐश्वर्या पाराशर द्वारा सूचना के अधिकार [आरटीआइ]
के तहत मांगी गई जानकारी पर विदेश मंत्रालय ने यह जवाब दिया है। ऐश्वर्या
ने जानना चाहा था कि हिंदी को संयुक्त राष्ट्र की आधिकारिक भाषा बनाने के
लिए प्रस्ताव क्यों नहीं दिया गया है। अपने जवाब में विदेश मंत्रालय के
केंद्रीय जनसूचना अधिकारी एस गोपालकृष्णन ने कहा, 'संयुक्त राष्ट्र में
हिंदी को एक आधिकारिक भाषा के रूप में शामिल किए जाने के कई वित्तीय और
प्रक्रिया संबंधी निहितार्थ हैं। इस बारे में औपचारिक प्रस्ताव रखे जाने
से पहले इन निहितार्थों को पूरा करने की जरूरत है।' उन्होंने कहा कि
प्रस्ताव करने वाले देश यानि भारत को संयुक्त राष्ट्र को पर्याप्त
वित्तीय संसाधन प्रदान करने होंगे ताकि व्याख्या, अनुवाद, प्रिंटिंग और
दस्तावेजों के प्रतिलिपिकरण पर होने वाले अतिरिक्त खर्च तथा इससे संबंधित
बुनियादी खर्च का प्रबंध किया जा सके।
एक अनुमान के मुताबिक इस पर प्रति वर्ष करीब 82.6 करोड़ रुपये का खर्च
आएगा। यह अनुमान अरबी को 1973 में संयुक्त राष्ट्र महासभा की आधिकारिक
भाषा बनाने के निर्णय पर आधारित है। गोपालकृष्णन के मुताबिक वास्तविक
खर्च इससे भी अधिक हो सकता है क्योंकि अतिरिक्त इंटरप्रेटर बूथ के लिए
सभी कांफ्रेंस हॉल की आधारभूत संरचना में बदलाव करने की जरूरत होगी।

से पहले इन निहितार्थों को पूरा करने की जरूरत है।' उन्होंने कहा कि
प्रस्ताव करने वाले देश यानि भारत को संयुक्त राष्ट्र को पर्याप्त

We have recently seen and heard Narendra Modi promising whole of INDIA
to deal with the corruption cases strictly without caring about the
allegiances of the accused. We have also seen and heard Narendra Modi
promising all of us to set up special courts for speedy trials for
disposal of corruption cases against politicians and corrupt
bureaucrats.
In the aftermath of debacle of Samajwaadi party in recent polls,
Akhilesh has made bumper no. of ministers taste the dust. Bureaucrats
will be the the next. Speculations are rife that tainted IAS Sadakant
is lobbying to leave UP and move to Delhi on deputation.
Central Vigilance Commission is awaiting the approval for prosecution
of 57 accused officers involving 26 cases of corruption. I am
attaching herewith 5 pages of a list containing details of 26 cases
involving 57 officials. Its noteworthy to mention that out of these 26
cases, 01 is pending since year 2011, 06 from year 2012 & rest 19
cases from year 2013.Sadakant's case is pending since 2012.
Big thing remains to be seen if Narendra Modi Will accommodate
Sadakant like tainted babus with him or send them to perils ?

The new government led by Narendera Modi has an immediate task to give
sanction for prosecution of around 14 IAS and IPS officers from
various ministries and government departments. The Central Vigilance
Commission is awaiting the approval for more than four months now.
Modi during his election campaign had promised to deal with the
corruption cases strictly without caring about the allegiances of the
accused. Modi had said if elected to power he would set up special
courts for speedy trials for disposal of corruption cases against
politicians and corrupt bureaucrats would also face the action.
As of now a total of 26 cases involving 57 officials are pending for
sanction of prosecution at CVC, although, a committee headed by Pranab
Mukherjee had earlier recommended that the permission should be given
within three months.
Most of the senior IAS officials involved in the cases are from
department of personnel and training of ministry of public grievances
and pensions. The former secretary of ministry of home affairs, Sada
Kant Shukla, principal secretary NDMC, Parimal Rai, former chairman
Chennai Port Trust, K Suresh, principal secretary DoPT, BP Acharya,
secretary DoPT, LV Subramanyam, vice-chancellor, Indian Maritime
University, P Vijayan, former CMD, SECL, MP Dixit, secretary DoPT, M
Samuel are a few of the senior officials whose sanction for
prosecution is pending.
As per the CVC data out of the 26 cases involving 57 officials, six
cases are pending at Delhi Jal Board, four with ministry of personnel,
public grievances and pensions, three with ministry of home affairs
and two each in ministry of railways and Bank of India. Similarly one
case each involving officials of Punjab National Bank, Industrial
Development Bank of India, Indian Overseas Bank, Bank of Baroda,
Corporation Bank, ministry of coal & mines and ministry of shipping,
ministry of environment & forests, ministry of defence and ministry of
food and supply is also pending.
The CVC has been regularly reminding the departments concerned about
the pending cases but as of now none of these departments or
ministries has responded. In some cases the sanction was proposed way
back in 2012 and early 2013 and many of these cases have been
registered more than two years back. The CVC has put the list on their
website as well, so that none of the departments would have an excuse
of not knowing about the case. Besides, people would also remain
informed about it.
Earlier this month, Supreme Court ruling that Central Bureau of
Investigation does not need prior sanction to initiate inquiries
against senior government officials (joint secretary and above), has
already created ripples in bureaucracy. Immediately after the ruling,
CBI chief Ranjit Sinha said they would start investigations against
more than ten senior officials in ministries.

department of personnel and training of ministry of public grievances
and pensions. The former secretary of ministry of home affairs, Sada
Kant Shukla, principal secretary NDMC, Parimal Rai, former chairman
Chennai Port Trust, K Suresh, principal secretary DoPT, BP Acharya,
secretary DoPT, LV Subramanyam, vice-chancellor, Indian Maritime
University, P Vijayan, former CMD, SECL, MP Dixit, secretary DoPT, M
Samuel are a few of the senior officials whose sanction for
prosecution is pending.
As per the CVC data out of the 26 cases involving 57 officials, six
cases are pending at Delhi Jal Board, four with ministry of personnel,
public grievances and pensions, three with ministry of home affairs
and two each in ministry of railways and Bank of India. Similarly one
case each involving officials of Punjab National Bank, Industrial
Development Bank of India, Indian Overseas Bank, Bank of Baroda,
Corporation Bank, ministry of coal & mines and ministry of shipping,
ministry of environment & forests, ministry of defence and ministry of
food and supply is also pending....

लखनऊ : जैसा की टीम पर्दाफाश आपको पहले ही बता चुकी है की उत्तर प्रदेश
के कुछ कद्दावर आईएएस सीबीआई के निशाने पर हैं| अब इसमें एक और नाम जुड़
गया है सदाकांत का, इनके खिलाफ जाँच एजेंसी ने केस चलाने के लिए परमिशन
मांगी हैं| ये मामला वर्ष 2010 का है जब जम्मू कश्मीर के लेह में सदाकांत
ने केंद्र सरकार के होम अफेयर्स मिनिस्ट्री में संयुक्त सचिव रहते सड़क के
नियमों को दरकिनार करते हुए परमिशन दे दी थी| इस के निर्माण में 200 करोड़
का बजट निर्धारित हुआ था| इस प्रॉजेक्ट में घोटाले के आरोप लगे थे,जिसकी
जाँच सीबीआई कर रही है|
इस सड़क के निर्माण का ठेका नेशनल प्रोजेक्ट कंट्रक्शन कार्पोरेशन को दिया
गया था| इस मामले में कंपनी के जीएम,सीईओ सहित अन्य के खिलाफ भी
प्राथमिकी दर्ज की गयी है| जाँच के दौरान सीबीआई को सदाकांत के खिलाफ भी
पुख्ता सबूत मिले थे| इसके बाद उनको यूपी भेज दिया गया| ये वो दौर था जब
यूपी में माया सरकार काबिज थी| यहाँ सदाकांत को प्रमुख सचिव समाज कल्याण
बना दिया गया| सपा सरकार में भी सदाकांत का जलवा कायम रहा और उनको प्रमुख
सचिव आवास विकास और सूचना का भारी-भरकम पद दिया गया| कुछ समय पहले सूचना
का प्रभार सदाकांत से लेकर नवनीत सहगल को दे दिया गया|
कुछ समय पहले सीबीआई ने विजिलेंस को अपनी एक रिपोर्ट सौंपी है| इसमें 56
अधिकारीयों के नाम हैं जिनमें सदाकांत का भी नाम है| अब देखना ये होगा कि
कब तक सदाकांत के खिलाफ सीबीआई को परमिशन मिलती है|

LUCKNOW: प्रदेश के कद्दावर अफसरों पर सीबीआई जांच की तलवार लटक रही है.
सीबीआई ने अब एक और आईएएस अफसर सदाकांत के खिलाफ केस चलाने की परमीशन
केंद्र के डिपार्टमेंट ऑफ पर्सनल एंड ट्रेनिंग से मांगी है. मामला ख्0क्0
का है. जम्मू कश्मीर के लेह में एक सड़क के निर्माण में नियमों को
दरकिनार कर परमीशन देने का है. उस समय यूपी कैडर के क्98फ् बैच के आईएएस
अफसर सदाकांत भारत सरकार के मिनिस्टरी ऑफ होम अफेयर्स में ज्वाइंट
सेक्रेटरी थे. यह रोड बार्डर एरिया में दो सौ करोड़ रुपये की लागत से
बननी थी. इस मामले की जांच सीबीआई का देहरादून एंटी करप्शन ब्यूरो कर रहा
है. सूत्रों की मानें तो सड़क निर्माण का ठेका नेशनल प्रोजेक्ट
कंस्ट्रक्शन कॉर्पोरेशन को दिया गया था. इस मामले में कंपनी के फरीदाबाद
यूनिट के जीएम, सीईओ, डायरेक्टर और ठेकेदार के खिलाफ भी एफआईआर लॉज हो
चुकी है. जांच के दौरान यूपी कैडर के आईएएस सदाकंत के खिलाफ भी सीबीआई को
पुख्ता सुबूत मिले थे. इसके फौरन बाद उन्होंने प्रतिनियुक्ति से वापस
यूपी कैडर में भेज दिया गया था. यूपी वापस लौटे सदाकांत को मायावती सरकार
के दौरान प्रमुख सचिव समाज कल्याण की पोस्ट पर तैनाती दे दी गयी. सरकार
बदली तो सदाकांत को यूपी गवर्नमेंट ने प्रमुख सचिव आवास विकास के साथ
प्रमुख सचिव सूचना की भी जिम्मेदारी दी गयी. कुछ महीने पहले सदाकांत को
सूचना विभाग के प्रमुख सचिव के पद से अवमुक्त कर दिया गया और नवनीत सहगल
को नया प्रमुख सचिव सूचना बना दिया गया. हाल ही में सीबीआई ने एक रिपोर्ट
विजलेंस डिपार्टमेंट को भेजी है जिसमें ख्म् मामलों में भ्म् अधिकारियों
के नाम शामिल हैं जिनके खिलाफ केस चलाने के लिए चार माह से अधिक के
प्रस्क्यूशन पेंडिंग हैं. इसमें सदाकांत का नाम क्क्वें नम्बर पर है.
इन अधिकारियों के खिलाफ भी पेंडिंग है जांच
फर्जी इंकाउंटर मामले में लखनऊ में एसएसपी रहे जे. रविंदर गौड़ के खिलाफ
भी सीबीआई ने केस चलाने के लिए परमीशन मांगी थी. मौजूदा समय में बरेली
में एसएसपी के पद पर तैनात रविंदर गौड़ के खिलाफ मौजूदा सरकार ने अब तक
केस चलाने की परमीशन नहीं दी है. इसके अलावा महेश गुप्ता समेत कई और
अधिकारी हैं जिनके खिलाफ केस चलाने की रिक्वेस्ट पेंडिंग पड़ी है.

Telling you similarity and difference between 'A Local Goon' and 'UP
Cadre 1983 batch IAS Sadakant'.
The similarity : 1- both are hardcore liars when faced with police
interrogation.
2- Both are the a nuisance to the law abiding people & to society.
The difference : 1- 'A Local Goon' might be involved in crime due to
some circumstantial compulsions but 'IAS Sadakant' is because he
thinks he as an IAS has a birth right to break law & go scot-free.
2- 'A Local Goon' might not be fortunate enough to have DOPT & UP
Govt. in his pocket to make him escape from law but 'IAS Sadakant' is.
Yes, DOPT has yet not accorded sanction to CBI to prosecute Sadakant
and the application of CBI is pending since 09-11-12 re. case no.
RC-2(9)/2010 ACB Dehradun ( a case of Sadakant's earning black money
by stealing & selling confidential information of national security ).
Tainted IAS Sadakant helms two important departments in Uttar Pradesh.
Not only this, Sadakant is on the Board of Directors of Lucknow Metro.
The big question is what will happen if Sadakant steals confidential
information related to Lucknow Metro and sells it to some terrorist
outfits for earning black money? In such a situation who shall be
responsible for the probable losses so incurred? In a RTI query of
mine Lucknow Metro Rail Corporation PIO Ajay Anand Verma has informed
me that Sadakant is on Board of Lucknow only by his default position
as Principal Secretary of Housing Department and also that Sadakant is
not involved in day-to-day functioning of LMRC so there is no threat
of any theft of information by SADAKANT. Now I shall raise this
question before Metro-Man E. Sreedharan as to what mechanism he has
incorporated in LMRC to keep Lucknow Metro and its sensitive data safe
from the tainted IAS Sadakant.
Its shame on U.P. Government that it has made Sadakant Principal
Secretary of Women welfare Department despite his being an accused of
not only using derogatory words about me in black & white but denying
the same during police interrogation.
Now I have tendered documentary evidences to SSP lucknow to bring this
Sadakant to books for my harassment as well as for uttering blatant
lies before the investigating police official to divert the
investigation on wrong path. And they boast they are the Elite IAS
Clan! If this is the eliteness of so called IAS clan?
Hope U.P. Govt. shall wake up and take action as per law of the land.
After recent Supreme Court verdict, I am sure very soon Sadakant shall
be behind the bars.
