LUCKNOW: A government polytechnic not following the order of the State
Information Commission, which was about the recovery of the fine, from
the principal of the institute, paints a grim picture about
implementation of RTI in Uttar Pradesh.

The office of the principal of Gobind Ballabh Pant Polytechnic, Mohan
Road, Lucknow issued two letters under the same dispatch numbers,
regarding the recovery of fine which was slapped on a former principal
of the institute by the State Information Commission in April 2009.

While, one of the letters, issued by the principal's office to the
cashier, directed for the recovery of the fine, from the salary of AK
Bajpai, the then principal of the institute, by November 2011, another
letter, issued under the same dispatch, has directed for the recovery
of the fine by December 2011.

The two letters also bear the same date, November 26, 2011. The fine
was imposed on the polytechnic, under the social welfare department,
after it did not provide the information sought by RTI applicant
Urvashi Sharma in 2007. A fine of Rs 25,000 was slapped on the then
principal of the institute, for failing to provide information on
time.

The applicant did not get the desired information, even five years
after she made an application under the Right to Information (RTI)
Act. The commission slapped the fine and disposed of the matter in
April 2009. However, it was another RTI query, regarding the letters,
issued by the polytechnic, all through this period, which brought out
the anomaly to the fore. The polytechnic provided the copies of two
letters issued under the same dispatch number, and on the same date.

Respected all ,

I present before you a typical case of traitorous attitude of public
servants in Uttar Pradesh with regards to realization of RTI
penalties.

Rajesh Chandra , Principal of Government G, B. Pant Polytechnic ,
Mohan Road Lucknow is a principal of Technical Education Department of
Uttar Pradesh . Presently he is posted in social welfare department on
deputation. He issued a letter no. 874-82/sa.ka./poly./2011-12 dated
26-11-2011 .Scanned copy of this letter is available at given link

Later on, Rajesh Chandra , Principal of Government G, B. Pant
Polytechnic , Mohan Road Lucknow altered the letter and issued it
under the same dispatch no. 874-82/sa.ka./poly./2011-12 dated
26-11-2011 with the malafide intent of deceiting the state Government.
This is a proved forgery by Rajesh Chandra , Principal of
Government G, B. Pant Polytechnic , Mohan Road Lucknow . Scanned copy

Rajesh Chandra has cheated the public of the state by destroying
the original document that was part of the government record and
later on making a new one with changed contents. This way Mr. Chandra
willingly committed forgery, though he was fully aware that the
altered document shall be used for the purpose of cheating the state.
Not only this later on Mr. Chandra fraudulently and dishonestly used
the forged document as genuine and this way cheated the state .This
is the most heinous offense of "the rarest of rare cases." in the said
category of crimes because the crime has been committed deliberately
with a malafide intent that too by a class I Gazetted officer of
Technical Education Department who is presently on deputation in
Social Welfare department and is drawing the monthly salary to the
tune of more than fifty thousand rupees a month.

A note was struck by Apex Court in Superintending Engineer, Public
health, U.T. Chandigarh V Kuldeep Singh, 1997(9)SCC 199, when it
observed: "Every Public servant is a trustee of the society; and in
all facets of public administration – every public servant has to
exhibit honesty, integrity, sincerity and faithfulness in the
implementation of the political, social, economic and constitutional
policies to integrate the nation, to achieve excellence & efficiency
in public administration. Contrary to the this the abovementioned
details and attachments clearly prove that Rajesh Chandra treated
the authority in his hands, as one bestowing upon him, the status of a
ruler rather than one in public service which is criminal in nature in
a democratic structure.

It seems Rajesh Chandra soaked in arrogance of his powers, has
exhibited the height of dishonesty, doubtful integrity , lack of
sincerity and absence of faithfulness towards the state and the
people.

Public servants like Rajesh Chandra should be punished in such a way
that others should refrain from doing such crime or else RTI shall
suffer irreparable loss .

I want to know what steps I should take to get RTI traitor Rajesh
Chandra punished . please advice .

Sir/Madam,

Government Govind Ballabh Pant Polytechnic Mohan Road Lucknow was
established by Uttar Pradesh Social Welfare Department in late sixties
. Post independence to bring the dreams of Babasaheb Bhimrao Ambedkar
to reality, Rajkiya Govind Ballabh Pant Polytechnic ,mohan road
Lucknow was established by the Government in the sixties with the
vision and aim to provide quality Technical Education to Scheduled
Caste and Scheduled Tribe students to make them self-dependent & to
ensure their equal participation in the Technical arena of the World.
This is the only Technical Institute in the country imparting quality
Technical Education to the Deprived Sections of the Society to make
them self-reliant to serve the country.
The institute , which should otherwise have been a model institute of
the country , is passing through it's worst state of affairs . The
tenure of the incapable , inefficient , indifferent and immature
Principal of Government Govind Ballabh Pant Polytechnic Mohan Road
Lucknow has resulted in a catastrophe for the academic atmosphere in
the institute.

Mr. Rajesh Chandra has himself admitted it all in a letter bearing
no. C-906/sa.ka./poly/2011-12 dated 02-12-11 .

A perusal of the said letter of Mr. Rajesh Chandra the Principal of
Government Govind Ballabh Pant Polytechnic Mohan Road Lucknow reveals
that Mr. Rajesh Chandra has been unable to carry on the academic
activities in the institute and this way he is ruining the lives of
SC/ST/OBC students of the institute.

Please enquire the whole matter and punish Mr. Rajesh Chandra the
incapable Principal of Government Govind Ballabh Pant Polytechnic
Mohan Road Lucknow for he is ruining the lives of poor SC/ST/OBC
students .

institute Mr. Rajesh Chandra sent me a letter bearing no.
1115/sa.ka./poly/2011-12 dated 06-02-2012 .

A perusal of the said letter of Mr. Rajesh Chandra the Principal of
Government Govind Ballabh Pant Polytechnic Mohan Road Lucknow reveals
that Mr. Rajesh Chandra has deliberately violated subsection 2 of
section 6 of RTI act 2005.

Surprisingly Mr. Rajesh Chandra has asked objectionable question to me
though Subsection 2 of section 6 of RTI act 2005 clearly states "An
applicant making request for information shall not be required to give
any reason for requesting the information or any other personal
details except those that may be necessary for contacting him."

This act of Mr. Rajesh Chandra is highly unwarranted and is deliberate
gross violation of RTI act 2005 .

Please punish Mr. Rajesh Chandra for his working against the RTI act
2005 and oblige.

Please refer to my earlier mail dated 31-10-2011. While going thru
the news daily , I came to know that the incapable principal of
Government G. B. Pant Polytechnic Mohan Road Lucknow Sri Rajesh
Chandra has proved his incapability again and F.I.R. has been lodged
against him..

Sri Rajesh Chandra is an incapable principle as he could not get the
institute approved by AICTE for the previous Year .

आम चुनाव के लिए कर्मचारियों की सूची न भेजने वाले करीब पचास विभागों के
नोडल अधिकारियों पर प्राथमिकी दर्ज कराने के निर्देश दिए गए हैं। अपर
जिलाधिकारी (वित्त एवं राजस्व) अब्दुल समद ने बताया कि निर्वाचन कार्य के
लिए कर्मचारियों की सूची उपलब्ध कराने के लिए 642 विभागों को पत्र भेजे
गए थे। इसके बाद अनुस्मारक पत्र भी दिए गए लेकिन कई विभागों ने सूची नहीं
भेजी। अपर जिलाधिकारी ने सूची न भेजने वाले विभागों को नोडल अधिकारियों
के निलंबन एवं विभागीय कार्यवाही भी की जा रही है। आदर्श प्रशिक्षण एवं

please take punititive action against this incapable and inefficient
public servant.

Dear sir ,
I am Secretary of NGO YAISHWARYAJ Seva Sansthan, Vice President of NGO
Save Cultural Values Foundation, active member of NAPM, NCPRI,
PUCL,ASHA Parivaar, U.P. Suuchna Ka adhikaar abhiyaan and I against
Corruption.

We are operating mobile helpline for Right to Information and also
against corruption.

We have come to know from a sources on our helpline against corruption that -

1- Sri Rajesh Chandra , Principal G. B. Pant Polytechnic Mohan Road
Lucknow is a very corrupt public servant. He has amassed huge amount
of disproportionate movable & immovable assets recently by
siphoning-off the public money . The matter becomes more serious
because huge part of this money has come from the projects meant for
the poor class and SC/ST community of the society .

2- Sri Rajesh Chandra , Principal G. B. Pant Polytechnic Mohan Road
Lucknow misappropriates government funds/facilities for the work of
his own NGO/Society named SAMANVAY SEVA SANSTHAN. .

3- Sri Rajesh Chandra , Principal of G. B. Pant Polytechnic Mohan
Road Lucknow is an incapable and inefficient public servant who has
not been able even to get the AICTE approval of the last session for
said polytechnic which is the basic responsibility of a principal.

Not only this , He is a crook who has given a false undertaking to the
JEECUP to get the students admitted in the said institute in the
current session though, as yet, the said polytechnic is not approved
by AICTE.

This way the crook Sri Rajesh Chandra is playing with the future of
hundreds of SC/ST Students.

Please make

1- A vigilance enquiry to punish Sri Rajesh Chandra who is
himself involved in
all these illegalities and irregularities,

2- Ensure recovery of public money from Sri Rajesh Chandra under "
General principles to regulate the enforcement of responsibility for
losses sustained by government through the fraud or negligence of
individuals "

53 लाख का जुर्माना दबा दियाअजय श्रीवास्तव लखनऊ, 8 जनवरी : जिन अफसरों
पर कानून के पालन का दायित्व हो और वही उसका उल्लंघन करें तो इसे जंगलराज
ही कहेंगे। यूपी के अफसर ऐसा ही कर रहे हैं। तीस विभागों के 231 लंबित
वादों में अफसरों पर 53 लाख रुपये का आर्थिक दंड बकाया है। पत्राचार के
बाद भी ये अफसर यह जुर्माना भरने को तैयार नहीं हैं। अब मुख्य सचिव को
संबंधित विभागों के प्रमुख सचिवों को नाराजगी भरा कड़ा पत्र लिखना पड़ा
है। यह मामला सूचना के अधिकार कानून से जुड़ा है। मुरादाबाद के कस्बा
भोजपुर निवासी सलीम बेग ने इन विभागों से कई जानकारियां मांगी थी लेकिन
समय सीमा पर जानकारियां उपलब्ध न कराने के कारण सूचना आयोग ने संबंधित
विभाग के अधिकारियों को अलग-अलग दंड से आरोपित किया था। दंड की कुल राशि
53,63,500 रुपये थी, जिसमें से 62,500 रुपये ही अफसरों ने जमा किए। दरअसल
यह सूचनाएं देने की बजाय विभागों ने सूचना आयोग को भ्रमित करने का प्रयास
किया। अगस्त माह में प्रशासनिक सुधार विभाग ने आयोग को जो जानकारियां
दीं, वह अपूर्ण पाई गईं। लंबी सुनवाई के बाद आयोग ने जुर्माना लगा दिया।
प्रमुख सचिव प्रशासनिक सुधार नवतेज सिंह ने प्रमुख सचिव और सचिव स्तर के
39 अधिकारियों को पत्र लिखकर जुर्माने की रकम की वसूली की अद्यतन स्थिति
से अवगत कराने को कहा था लेकिन कोई खास जानकारियां सामने नहीं आईं,
लिहाजा बीती 23 दिसंबर को मुख्य सचिव अनूप मिश्र को प्रमुख सचिव और सचिव
स्तर के 39 अधिकारियों को नाराजगी भरा पत्र लिखना पड़ा, जिसमें आरोपित
दंड की वसूली करने में समीक्षा में लापरवाही बरतने पर नाराजगी जताई गई। "

Please have a look at the pictures of a car with RTO Registration No.
UP32 DU 7803 , owned by Sri Rajesh Chandra , Principal of Government
G, B. Pant Polytechnic , Mohan Road Lucknow .

the pictures are attached with the mail also.
These picturs are self explanatory. Sri rajech Chandra has illegally
written " UTTAR PRADESH SARKAAR" on his private Car ( Registration No.
UP32 DU 7803 ) with malafite intents of personal gains .
Sine Sri Chandra is a class I gazette officer of Uttar Pradesh
Government , so such type of act is not expected of him at all.
Such type of illegality is detrimental to the society and shall lead
to a collapse of the governmental set-up if all government employees
start doing this.
So severely punish Sri Rajesh Chandra so that others should refrain
from doing so .
