लखनऊ के जिलाधिकारी अनुराग यादव ने खुद ही दे दी कानून तोड़ने की मोहलत !

दाग स्मारकों पर, परवाह किसेजागरण संवाददाता, लखनऊ : नवाबों के शहर लखनऊ
का बड़ा नाम सुनकर इसे देखने के ख्वाहिशमंद अगर कहीं बेगम हजरत महल पार्क
के पास पहुंच गए तो उनका जायका बिगड़ना तय है। साथ ही बिगड़ेगी लखनऊ की
वह तस्वीर भी, जिसने इस शहर को दुनिया भर में अलग स्थान दिला रखा है।
यहां काबिज अतिक्रमण और अफरातफरी भरा अवैध बाजार न केवल संरक्षित
स्मारकों पर दाग लगा रहा है, बल्कि यातायात में रुकावट बन रहा है।
विडंबना यह है कि इसे रोकने के जिम्मेदार अधिकारी ही इसे बढ़ावा देने पर
आमादा हैं। आइये पहले चलते हैं रेजीडेंसी। एक तरफ शहीद स्मारक और दूसरी
ओर रेजीडेंसी। नियम तो यह कहते हैं कि दोनों स्मारकों के बीच मुख्य मार्ग
के फुटपाथ पर किसी तरह का कच्चा-पक्का अतिक्रमण नहीं होना चाहिए, लेकिन
यहां तो फुटपाथ की जमीन तक नजर आना मुहाल है। फलों की बड़ी-बड़ी दुकानों
ने पटरी दुकानदारों के नाम पर तिरपाल लगा कर पूरी जगह घेर रखी है। हर
तिरपाल के नीचे कई ठेले और प्लास्टिक की दर्जनों पेटियां लगा कर घेरेबंदी
की गई है। कुछ दिनों पहले तक सहमी सी किनारे की ओर सिमटी यह दुकानें
गुरुवार को और आगे बढ़ आई थीं और दुकानदार भी आत्मविश्वास से लबरेज थे।
हों भी क्यों न, जब खुद जिलाधिकारी ने इन्हें कानून तोड़ने की मोहलत दे
रखी है। विस्थापन की व्यवस्था के बाद ही अवैध फलमंडी को हटाने के निर्देश
ने अतिक्रमण और स्मारकों के पास अवैध कब्जे करने वालों को और प्रोत्साहित
कर दिया है। रेजीडेंसी मोड़ से लेकर नबीउल्लाह रोड मोड़ तक पूरे फुटपाथ
पर काबिज इन दुकानों में खरीदारी करने आने वालों को सड़क पर ही खड़ा होना
पड़ रहा है और उनके वाहन भी सड़क का बड़ा हिस्सा घेरे रहते हैं। शाम को
मंडी शबाब पर होती है तो यातायात का दबाव भी खासा रहता है। ऐसे में मुख्य
मार्ग का यह हिस्सा अराजकता की ही चपेट में रहता है। दूसरी ओर बेगम हजरत
महल पार्क के पीछे सआदत अली खां के मकबरे की चारदीवारी भी इसी तरह
अतिक्रमण का शिकार बन गई है। यहां आधा दर्जन से अधिक फुटपथिया रेस्तरां
चल रहे हैं। ईंटों के बीच दिन भर पकने वाले भोजन के ईंधन का धुआं
स्मारकों पर काली छाया की तरह मंडरा रहा है। यहीं कई ठेले भी सड़क पर
काबिज हैं।

फरवरी माह. लखनऊ की एक सुहानी सुबह. सिटी मॉन्टेसरी स्कूल की राजाजीपुरम
शाखा में पांचवीं क्लास के बच्चों को महात्मा गांधी पर कोई अध्याय पढ़ाया
जा रहा था, तभी अचानक एक हाथ उठा. बालों की चुटिया बनाए एक बच्ची ने टीचर
से पूछ लिया, ''उन्हें राष्ट्रपिता की उपाधि किसने दी?''

दस साल की ऐश्वर्या पाराशर ऐसी जिज्ञासाओं को पहले भी जाहिर कर चुकी थी,
लेकिन इस बार के सवाल ने बड़े-बड़ों को चौंका दिया. कहीं जवाब न मिलने पर
ऐश्वर्या ने 13 फरवरी को सूचना के अधिकार (आरटीआइ) कानून का प्रयोग कर
सीधे प्रधानमंत्री से यह सवाल करने का फैसला किया.

पाराशर सात साल की उम्र से ही आरटीआइ का इस्तेमाल करती रही है. देश में
सूचनाओं के लिए आरटीआइ का इस्तेमाल करने वाली नई पीढ़ी में वह सबसे कम
उम्र की है. बाकी बच्चे जहां दूसरी चीजों के लिए स्कूलों में होड़ मचाए
रहते हैं, सूचना के ये सिपाही जजों के सामने तारीख का इंतजार करते नजर
आते हैं.

अपने बस्ते और किताबें लिए इन्हें सरकारी दफ्तरों की कतार में खड़े रहना
मंजूर है क्योंकि हॉस्टल में मिलने वाले घटिया खाने से लेकर राशन की
दुकानों में फैले भ्रष्टाचार तक किसी भी मुद्दे पर सच्चाई को सामने लाने
और इंसाफ सुनिश्चित करने के लिए ये बच्चे व्यवस्था से किसी भी कीमत पर
लड़ने को तैयार हैं. 22 साल के इंजीनियरिंग छात्र हर्षवर्धन रेड्डी के
खाते में 300 से ज्‍यादा आरटीआइ आवेदन दर्ज हैं.

वे कहते हैं, ''यह काफी असरदार है. बस आपमें साहस और धैर्य होना चाहिए.''
ऐसे बच्चों को अकसर स्कूल-कॉलेजों से निकाल दिया जाता है या उन्हें फिर
घर, पड़ोस और सरकारी बाबुओं की नाराजगी झेलनी पड़ती है. फिर भी प्रशासनिक
गर्द को साफ करने की इनकी लगन कम नहीं होती. बीस से ज्‍यादा आरटीआइ आवेदन
कर चुके हैदराबाद के 21 वर्षीय छात्र के.एन. साईं कुमार कहते हैं, ''जब
कोई मुझे आरटीआइ कार्यकर्ता कहता है, तो मुझे गर्व होता है.''

स्कूल की नोटबुक पर छोटे बच्चे की लिखावट में लिखे गए सवाल को इस देश की
सरकार भी नहीं टाल पाती. प्रधानमंत्री कार्यालय से गृह मंत्रालय और
राष्ट्रीय अभिलेखागार के गलियारों में घूमते ऐश्वर्या के पत्र ने आखिरकार
एक राष्ट्रीय रहस्य को उजागर कर दियाः स्कूली किताबों में लगातार
राष्ट्रपिता के तौर पर जिक्र होने के बावजूद गांधीजी को कभी भी आधिकारिक
रूप से यह उपाधि नहीं दी गई थी.

पाराशर को जवाब में बताया गया कि उसने जो सवाल पूछा है, उसके जवाब में
कोई आधिकारिक दस्तावेज मौजूद नहीं है और वे चाहें तो खुद आकर अभिलेखागार
में इसे देख सकती हैं. ऐश्वर्या कहती हैं, ''मैंने सोचा था कि मैं कोई
आसान सवाल पूछ रही हूं.''

सूचना का अधिकार कानून 2005 से ही काफी प्रभावशाली रहा है. युवाओं की
बगावत वाले इस दौर में ऐसा लगता है जैसे इसने लोगों के जानने के अधिकार
की नई राह ही खोल दी है. दुनिया भर में छात्रों के विरोध प्रदर्शन बड़े
राष्ट्रीय आंदोलनों में तब्दील हो रहे हैं: एथेंस से रोम, सैन
फ्रांसिस्को से लंदन और अरब विद्रोह से लेकर चिली में छात्र आंदोलन तक.

युवा आरटीआइ कार्यकर्ता भी इस व्यवस्था को चलाने के अलग तरीके की मांग कर
रहे हैं, अलबत्ता उनके हाथों में पत्थर और आंसू गैस के गोले नहीं हैं. वे
कानून की सीमाओं के भीतर रहकर अपने समुदाय के साथ मिल-जुलकर इंसाफ की
मांग करना पसंद कर रहे हैं. यह इंसाफ न सिर्फ उनके निजी जीवन में बदलाव
के लिए है बल्कि कुशासन और समाज में फैले भ्रष्टाचार के खिलाफ है.

भारत में आरटीआइ अभियान की शुरुआत करने वाले नेशनल कैंपेन फॉर पीपल्स
राइट टु इन्फॉर्मेशन (एनसीपीआरआइ) के निखिल डे कहते हैं, ''यह काफी
उत्साहजनक संकेत है. हम स्कूलों में जाते हैं और पाते हैं कि आरटीआइ
कानून के प्रति काफी जागरूकता है. कई प्रगतिशील स्कूलों ने आरटीआइ क्लब
भी खोल रखे हैं.''

एनसीपीआरआइ को अकसर ऐसे बच्चों के बारे में मित्रों या उनके परिजनों के
माध्यम से खबर मिलती रहती है जो आरटीआइ आवेदन डालते हैं. जवाहरलाल नेहरू
विश्वविद्यालय में तुलनात्मक राजनीति विज्ञान के प्रमुख प्रो. कमल मित्र
चेनॉय का मानना है कि यह चलन इस प्रचलित धारणा को ध्वस्त करता है कि आज
का युवा आत्मकेंद्रित है और सामाजिक सरोकारों से कटा हुआ है. वे कहते
हैं, ''सिविल सोसायटी के कार्यकर्ता घोटालों और भ्रष्टाचार को आरटीआइ के
माध्यम से उजागर कर रहे हैं, ऐसे में हर युवा बदलावकारी भूमिका निभाना
चाहता है. वे जानते हैं कि यह व्यवस्था प्रशासन और कानून के साथ भागीदारी
से चलती है.''

गुजरात के सालड़ी में रहने वाले 18 साल के भद्रेश वामजा ने अपने गांव के
भले के लिए आरटीआइ का इस्तेमाल किया. उन्हीं के प्रयासों का नतीजा था कि
गुजरात सरकार ने अप्रैल में एक आदेश पारित करते हुए राज्‍य की सभी सस्ते
गल्ले की दुकानों के लिए राशन की आवक और स्टॉक के विवरण को सार्वजनिक
करना अनिवार्य बना दिया.

यह कहानी पिछले साल की है जब श्री विवेक विद्या विकास कॉमर्स कॉलेज में
पढ़ने वाले भद्रेश के दिमाग में यह सवाल आया कि उनके गांव की दो सरकारी
राशन की दुकानें ग्रामीणों को राशन देने से मना क्यों करती हैं. उन्होंने
11 फरवरी, 2011 को आरटीआइ आवेदन करके तहसीलदार से इन दुकानों पर भेजे
जाने वाले राशन का विवरण मांगा. गांववालों के समर्थन और अहमदाबाद की एक
स्वयंसेवी संस्था के सहयोग से वामजा ने इस मुद्दे पर अभियान छेड़ दिया. कई
आरटीआइ आवेदनों और पुलिस में की गई शिकायतों के बाद आखिरकार दुकानदारों
के कान मरोड़े गए और ग्राहकों को पूरी आपूर्ति सुनिश्चित की गई.

अकसर ऐसा होता है कि निजी लड़ाइयां सार्वजनिक संघर्षों में बदल जाती हैं.
ऐसा ही कुछ हुआ पुणे के एमआइटी स्कूल ऑफ गवर्नमेंट में पढ़ने वाले
हर्षवर्धन रेड्डी के साथ, जिन्हें बगैर किसी कारण से दो साल से पासपोर्ट
जारी नहीं किया जा रहा था. उन्होंने बताया, ''मुझे अखबार में छपी 2009 की
एक रिपोर्ट से आरटीआइ के बारे में पता चला. मैंने इसे अपने मामले में
आजमाने का फैसला किया. मैंने आरटीआइ फाइल की, पुलिस से मिल रही धमकियों
के बावजूद उसे उपभोक्ता फोरम में खींचा, छह महीने तक अदालत में अपने पक्ष
में दलीलें देता रहा, जिसके बाद मुझे पासपोर्ट मिल ही गया.''

रेड्डी ने अब कई मुद्दों पर आरटीआइ आवेदन कर दिया हैः उन गरीब किसानों के
लिए जिनका लोन सरकारी बैंकों ने रोक रखा है, या फिर जिन्हें जन्म
प्रमाणपत्र, जमीन के कागजात नहीं मिले हैं, श्रमिकों को उनके वेतन और
मुआवजा दिलवाने के लिए आवेदन, या फिर आंध्र प्रदेश स्थित उनके गांव करनी
में प्रदूषण फैलाने वाली चावल की एक मिल के खिलाफ आवेदन. वे बताते हैं,
''लोग मेरे पास इस उम्मीद से आते हैं कि मैं उनकी समस्या हल करने के लिए
सबसे बढ़िया तरीका सुझऊंगा.''

साईं कुमार की शुरुआत भी निजी वजहों से ही हुई. पिछले साल उन्होंने उस
सरकारी स्कूल के संचालन और अनुदान के बारे में सूचना हासिल करने के लिए
आरटीआइ डाला जहां वे खुद पढ़ते थे और उनकी मां के. रुक्मिणी बाई पढ़ाती
थीं. इसके तुरंत बाद उनकी मां को कोई नोटिस दिए बगैर नौकरी से हटा दिया
गया.

साईं ने लड़ाई जारी रखी और फरवरी में दोबारा उनकी मां की नौकरी बहाल हो
गई. हैदराबाद की उस्मानिया यूनिवर्सिटी से मान्यताप्राप्त एवी कॉलेज में
बीएससी अंतिम वर्ष के छात्र साई कहते हैं, ''मैं गरम स्वभाव का था और
किसी भी गलत चीज पर मेरा पारा चढ़ जाता था. पिछले कुछ महीनों में आरटीआइ
के मेरे अनुभवों ने मुझे काफी संतुलित बनाया है. अब मेरे लिए भ्रष्टाचार
से लड़ाई एक उद्देश्य है और मैं फिलहाल शिक्षा के अधिकार से जुड़े आरटीआइ
मामलों पर काम कर रहा हूं.''

आरटीआइ कार्यकर्ताओं की राह आसान नहीं है. जैसा कि निखिल डे कहते हैं,
''किसी नए शख्स को आरटीआइ आवेदन तैयार करना ही जटिल लग सकता है.'' यदि
सूचना अपर्याप्त हुई, तो दोबारा आवेदन करना पड़ता है, लगातार लगे रहना
होता है और वकीलों तथा जजों के सहयोग की भी जरूरत होती है.

कंज्‍यूमर यूनिटी ऐंड ट्रस्ट सोसायटी द्वारा 2010 में किए गए आरटीआइ
ग्राउंड रियलिटीज सर्वेक्षण के मुताबिक, सिर्फ 32 फीसदी लोगों को पता है
कि आवेदन सादे कागज पर किया जा सकता है, 27 फीसदी लोगों को फीस की
जानकारी है और 14 फीसदी लोगों को जवाब मिलने के लिए जरूरी 30 दिनों के
प्रावधान की जानकारी है.

इसके अलावा, आम तौर पर आरटीआइ कार्यकर्ता अपनी लड़ाई में अकव्ले होते हैं
और काफी जोखिम भरा काम करते हैं. 2005 से लेकर अब तक 50 से ज्‍यादा
आरटीआइ कार्यकर्ताओं की हत्या की जा चुकी है. डे कहते हैं, ''जरूरी सवाल
उठाने वाले किसी भी शख्स की राह मुश्किल ही होती है, लेकिन युवा अकसर
सुरक्षित रहते हैं क्योंकि वे व्यापक हितों के मसलों पर सवाल उठाते
हैं.''

पाराशर के मामले में तो उनके साहस के पीछे उनके एक्टिविस्ट माता-पिता खड़े
होते हैं. मसलन, सितंबर 2009 में स्वाइन फ्लू के कहर के समय तीसरी में
पढ़ने वाली पाराशर की नजर अपने स्कूल के ठीक सामने कूड़े के एक ढेर पर पड़ी.
उसकी मां उर्वशी शर्मा सामाजिक कार्यकर्ता हैं. उन्होंने अपनी बच्ची का
आवेदन मुख्यमंत्री कार्यालय (सीएमओ) तक पहुंचाने में मदद की. महीने भर
बाद जब शिकायत की स्थिति जानने के लिए दोबारा आवेदन किया गया, तो सीएमओ
ने बताया कि मूल आवेदन कहीं गुम हो गया है. इसके बाद सीएमओ में तीसरा
आवेदन डाला गया यह जानने के लिए कि किस अधिकारी के हाथों आवेदन गुम हुआ
था. पाराशर कहती हैं, ''अब तक जवाब नहीं आया, लेकिन कूड़ा हट गया और वह
जमीन वापस मेरे स्कूल को लौटा दी गई जिस पर स्कूल ने बाद में एक
पुस्तकालय खोल दिया.''

आरटीआइ के सारे सिपाहियों की आपबीती एक-सी नहीं होती. दिल्ली के 18
वर्षीय 12वीं के छात्र मोबश्शिर सरवर के लिए उनकी लड़ाई एक दुःस्वप्न बन
गई है. जामिया मिल्लिया से संबंध अपने स्कूल के साथ वे ऐसे टकराव में फंस
गए कि पिछले दो साल के दौरान उन्हें स्कूल से निकाल दिया गया और 12वीं की
परीक्षा देने से रोक दिया गया.

सरवर ने स्कूल को अदालत में खींच लिया है. दोनों के बीच झ्गड़े की वजह रहे
करीब 100 आरटीआइ आवेदन जो सरवर ने अलग-अलग संवेदनशील मसलों पर डालेः
स्कूल के खर्चों का हिसाब, अध्यापकों की नियुक्ति, छात्रावासों में दिए
जाने वाले खाने को लेकर नियम-कानून, इत्यादि.

वे कहते हैं, ''स्कूल के डायरेक्टर सूचना हासिल करने के मेरे प्रयासों को
आदतन बताते रहे क्योंकि मैं ऐसे सवाल उठा रहा था जिससे उन्हें दिक्कत हो
रही थी.'' जब स्कूल प्रशासन नेआवेदनों को अनसनुना कर दिया तो उन्होंने 18
मार्च, 2011 को दिल्ली हाइकोर्ट में एक याचिका लगाई. वे कहते हैं,
''अदालत ने स्कूल से पूछा कि मामला क्या है तो स्कूल ने आरोप लगाया कि
मैं बदनाम करने की मंशा से आरटीआइ का दुरुपयोग कर रहा हूं. अगर वे
ईमानदार होते, नियम-कानूनों का पालन करते तो उन्हें बदनाम होने का डर
क्यों होता?''

सरवर को भारी नुकसान उठाना पड़ा. इस साल की शुरुआत में जब उनके साथी
परीक्षाओं की तैयारी में लगे हुए थे, तब बिहार के मधेपुरा का रहने वाला
यह छात्र इम्तिहान देने की इजाजत लेने के लिए जमीन-आसमान एक किए हुए था.
वे बताते हैं, ''उन्होंने कहा कि मेरी उपस्थिति कम है जबकि मैं नियमित
रूप से कक्षा में जाता था.''

इसके बाद उन्होंने स्कूल के खिलाफ एक और रिट याचिका दाखिल की. और
परीक्षा के एक दिन पहले अदालत से शाम को परीक्षा में बैठने की अनुमति
मिली. वे कहते हैं, ''वे सिर्फ मुझे परेशान कर रहे थे.'' पिछले दो साल
में उन्हें भारी परेशानियां उठानी पड़ीं, उन पर हमले हुए और जान से मारने
की धमकी भी मिली. वे जब भी स्कूल जाते, दर्जन भर सुरक्षाकर्मी उनके पीछे
चलते. वे इसे देखकर रोमांचित भी होते थे, ''मुझे तो राहुल गांधी और
प्रधानमंत्री जितनी सुरक्षा मिलती है.'' इस दौरान उसके पिता सरवर आसमी और
मां नुसरत बानो लगातार उनकी हौसलाअफजाई करते रहे. जब स्कूल ने उन्हे
निकाला, तो अपने पिता की सलाह पर वे मामले को अदालत में ले गए. उन्हें बस
एक ही मलाल है कि उन्होंने इस लड़ाई में अपने दोस्तों को खो दिया. वे कहते
हैं, ''मेरे साथ खड़े होने में सबको डर लगता है.''

इसके बावजूद सूचना के ये सिपाही आरटीआइ का आकर्षण नहीं छोड़ पा रहे. इससे
उनकी जिंदगी में पसरी एकरसता टूटती है और प्रेरणा मिलती है कि वे अपने
पीछे एक विरासत छोड़ रहे हैं. कुछ के लिए आरटीआइ पर काम करना एक बड़ा अनुभव
और सबक है. सरवर कहते हैं, ''मैं इतनी बार अदालतों के चक्कर लगा चुका हूं
कि अब सारे नियम-कायदे जान गया हूं.'' वे अब लॉ स्कूल की प्रवेश परीक्षा
की तैयारियों में जुट गए हैं. वामजा अपने गांव में युवाओं का एक समूह
चलाते हैं जिसके माध्यम से उन्होंने गांववालों की मदद के लिए 25 से
ज्‍यादा आवेदन कर डाले हैं.

वे कहते हैं, ''आरटीआइ से उन्हें रोज एक नया विषय सीखने को मिलता है.''
कुछ का मानना है कि आरटीआइ समाज को योगदान देने के लिहाज से अहम है. सरवर
कहते हैं, ''अगर हम लोगों का भला नहीं कर पाए तो फायदा ही क्या है?''
पाराशर अपने आदर्श पुरुष महात्मा गांधी जैसा बनना चाहती हैं, ''मैं
मेडिसिन पढ़कर गरीबों की सेवा करना चाहती हूं.''

साईं कुमार को लगता है कि आरटीआइ से उन्हें अपने दोस्तों और शिक्षकों के
बीच सम्मान हासिल हुआ है. लोग उनके पास अपनी समस्याएं लेकर आते हैं, तो
उन्हें अपने होने का उद्देश्य समझ में आता है. वे कहते हैं, ''वे जानते
हैं कि मैं उनकी मदद के लिए जो हो सकव्गा, करूंगा.''

कुछ समय पहले तक यह देश संवेदनहीन छात्रों का रोना रोता था. चेनॉय कहते
हैं, ''आपके पास एक समूची पीढ़ी है जिसे लगता है कि उसके साथ कुछ गलत हो
रहा है और कुछ बदला जाना चाहिए.'' उनके पास वक्त है, ऊर्जा है,
इच्छाशक्ति है और अपने तथा दूसरों का जीवन बेहतर बनाने के तरीके हैं.
उन्हें जो प्रोत्साहन, सांस लेने की जगह और मान्यता चाहिए, उसके लिए
आरटीआइ उनके साथ खड़ा है.

ने 19 मई 2007 को अपनी पहली समीक्षा बैठक में निर्देश दिए थे कि दागी
अफसरों को महत्वपूर्ण पद कतई न दिए जाएं | लेकिन हुआ ठीक उल्टा,
वर्त्तमान में करीब सभी महत्वपूर्ण पदों पर सरकार ने एक से बढ़ कर एक
भ्रष्ट अफसरों की ताजपोशी की| भ्रष्टों के खिलाफ करवाई के नाटक में भी
मायावती सरकार काफी चतुर है|

मुख्यमंत्री के आदेशों पर सतकर्ता विभाग ने भ्रष्ट आईएएस तुलसी गौड़ के
खिलाफ दो एफआईआर दर्ज करवाई है जबकि अपने सबसे खास दागी प्रमुख सचिव गृह
कुंवर फतेहबहादुर प्रमुख सचिव मुख्यमंत्री नेतराम, आबकारी आयुक्त महेश
कुमार गुप्ता जैसे तमाम महाभ्रष्ट अधिकारियो के खिलाफ सीबीआई से लेकर
सतर्कता विभाग तक की जांचों को आगे बढ़ने से रोक रखा है| जिस तरह भ्रष्ट
आईएएस तुलसी गौड़ के सेवानिवृत्त के छः माह पहले सरकार जागी है, उसी तर्ज
पर बाकी भ्रष्ट अफसरों के खिलाफ भी क्या उसी अंदाज़ में करवाई होगी|

आईएएस तुलसी गौड़ के खिलाफ मुख्यमंत्री के आदेश पर सतर्कता अफसरों ने
उनके खिलाफ 2001 में विदेश यात्रा भत्ते में घोटाला तथा केंद्र की
पर्रियोजना की धनराशी का गबन करने की दो एफआईआर दर्ज कराई है| जबकि इसी
वर्ष मायावती के बेहद खास दागी प्रमुख सचिव गृह, नियुक्ति कुंवर
फतेहबहादुर सिंह व प्रमुख सचिव मुख्यमंत्री नेतराम भी करीब तीन सौ करोड़
के भूमि घोटाले की सतर्कता जाँच में फसे हैं| लेकिन माया ने मुकदमा चलने
की अनुमति नहीं दी|

आबकारी आयुक्त महेश कुमार गुप्ता तो सूचना विभाग में हुए भर्ती घोटाले
में सीबीआई से चार्टशीटेड हैं . जो की वर्तमान में जमानत पर चल रहें हैं
| लेकिन सरकार ने पहले इस भ्रष्ट अफसर को गृह सचिव व बाद में आबकारी
आयुक्त पद पर न सिर्फ सुशोभित किया बल्कि सीबीआई को मुकदमा चलाने की
अनुमति देने से भी मना कर दिया | भ्रष्ट अफसरों को बचने का सिलसिला जारी
रखते हुए मुख्यमंत्री मायावती ने प्रमुख सचिव वन चंचल तिवारी व केंद्रीय
विदेश मंत्री की निजी सचिव के धनलक्ष्मी पर भी करीब साढ़े चार हजार करोड़
के ट्रोनिका सिटी घोटाले में एसआईटी जाँच में दोषी साबित होने के बावजूद
करवाई (अभियोजन मंजूरी) आगे बढ़ने से पूरी तरह रोक दी |

फ़िलहाल हम आप को बता दें कि - कुछ इसी तर्ज पर भ्रष्ट्राचारियों को
बचाने की परंपरा के तहत मैनपुरी में करीब 19 करोड़ के मिड डे मील में
सीबीआई की प्रारंभिक जाँच में दोषी आईएएस सच्चिदानंद दुबे, दिनेश चंद्र
शुक्ला, मिनिस्ती एस व तत्कालीन सीडीओ ह्रदय शंकर चतुर्वेदी, जीतेन्द्र
बहादुर सिंह को मलाईदार पदों से नवाजा जा रहा है | आईएएस सच्चिदानंद दुबे
को तो विशेष सचिव लघु उद्योग से स्थानांतरित करके डीएम देवरिया बना दिया
गया जिससे लूट घसोट का सिलसिला जारी रहे |

आईएएस राजन शुक्ला , सत्यजीत ठाकुर, कैप्टन एस. के. द्विवेदी, मिश्री लाल
पासवान, चन्द्रिका प्रसाद तिवारी के सिर पर भी तमाम घोटालों के ताज हैं |
लेकिन मुख्यमंत्री मायावती ने घपलों के बेताज बादशाह इन भ्रष्ट अफसरों के
खिलाफ चल रही जांचों व कार्यवाही को रद्दी की टोकरी में डाल रखा है |

अभी तक हम ने आप को उत्तर प्रदेश के भ्रष्ट्राचार शिरोमणि आईएएस के बारे
में तमाम जानकारिया दी लेकिन मजेदार बात तो ये है कि यहाँ के पीसीएस अफसर
भी भ्रष्ट्राचार के तालाब में किसी से कम नहीं हैं | उदहारण के तौर पर
करीब 1154 करोड़ की सीबीआई जांच के घेरे में चल रहे दागी आईएएस विजय शंकर
पाण्डेय के भाई हरिशंकर पाण्डेय को लिया जा सकता है | उद्यान विभाग के
निदेशक रहते हुए पाण्डेय ने अरबों रुपयों को हजम किया और डकार भी नहीं ली
और आईएएस चन्द्रिका प्रसाद तिवारी के साथ हरि शंकर पाण्डेय व अन्य अफसर
उद्यान विभाग में चल रही दो हज़ार करोड़ के घोटाले सतर्कता जांच में फसे
हैं |

इसी तरह मायावती सरकार में एक से बढ़कर एक भ्रष्ट आईएएस- पीसीएस अफसरों
की लम्बी फेहरिस्त है. लेकिन शायद मुख्यमंत्री मायावती को इन
भ्रष्ट्राचारियों के सहारे सरकार चलाना कुछ अधिक ही पसंद है तभी मायावती
को भ्रष्टों के खिलाफ कार्यवाई करना पसंद नहीं | वर्तमान माया सरकार के
लिए तो एक नया मुहावरा बन गया है आईएएस नम्बरी तो यूपी के पीसीएस दस

यहां कम्प्यूटर ट्रेड नहीं है लेकिन ढेर सारे कम्प्यूटर खरीद लिए गए, जो
दो साल बाद भी चालू नहीं हो सके और जो इक्यूपमेंट जरूरी थे वो खरीदे नहीं
गए, पांच महीने से पढ़ाई नही हुई, वर्कशॉप में कबाड़ भरा हुआ है. ये हाल
है राजकीय गोविंद वल्लभ पंत पॉलीटेक्निक का. यंगस्टर्स आए तो थे अपना
करियर बनाने लेकिन यहां तो उनका करयिर घोटाले की धूल में दबता नजर आ रहा
है. जांच में करोड़ों घोटाला उजागर हुआ है लेकिन दोषियों को सजा से क्या
उन स्टूडेंट्स के करयिर की भरपाई हो पाएगी?


Lucknow: राजकीय गोविंद वल्लभ पंत पॉलीटेक्निक में कम्प्यूटर ट्रेड नहीं
हैं. इसके बावजूद 70 कम्प्यूटर खरीद लिए गए. लाखों रुपए के कम्प्यूटरों
पर कोई काम करने वाला ही नहीं है. वाटर कूलर भी खरीदे गए, लेकिन दो साल
में वह आज तक नहीं चालू हो सके. दो साल पहले 1 करोड़ 16 लाख 40 हजार रुपए
का बजट तो स्वीकार हो गया, लेकिन तब से आज तक न तो पॉलीटेक्निक में कोई
मशीन खरीदी गई और न ही उपकरण. पुरानी मशीनों पर ही यहां के स्टूडेंट
वर्कशॉप में काम कर रहे हैं.
स्टूडेंट्स की सहूलियत के नाम पर यहां 160 पंखे भी लगाए जाने थे, लेकिन
वह भी नहीं लग सके. यहां पढऩे वाले 360 स्टूडेंट्स के करयिर घोटाले की
धूल मेंं गुम होता नजर आ रहा है क्योंकि खरीद-फरोख्त के नाम पर यहां
करोड़ों रुपए का घोटाला उजागर हुआ है.
दो साल में नहीं खरीदी मशीन
एससी, एसटी और बैकवर्ड क्लास को टेक्निकल एजूकेशन देने के लिए मोहान रोड
पर राजकीय गोविंद वल्लभ पंत पॉलीटेक्निक की स्थापना 1965 में हुई थी. यह
समाज कल्याण विभाग की ओर से संचालित है. संस्था में एससी, एसटी के 70
प्रतिशत, अन्य पिछड़े वर्ग के 27 प्रतिशत और सामान्य वर्ग के 3 प्रतिशत
स्टूडेंट एजूकेशन लेते हैं.
वर्ष 2009 में प्राविधिक शिक्षा विभाग की उच्चस्तरीय तकनीकी समिति एवं
संस्था के टेक्निकल स्टाफ की ओर से संस्था की लैब और वर्कशॉप के सामान
आदि की खरीद के लिए एक प्रपोजल यूपी गवर्नमेंट को भेजा गया था. सरकार ने
इसके लिए 1 करोड़ 16 लाख 40 हजार रुपए का प्रस्ताव स्वीकार कर लिया. शासन
ने समाज कल्याण विभाग के निदेशक मिश्री लाल पासवान की अध्यक्षता में एक
समिति का गठन किया.
प्राविधिक शिक्षा परिषद के सचिव सुरेन्द्र प्रसाद, समाज कल्याण निर्माण
निगम के अधिशासी अभियंता राजीव सिन्हा, तत्कालीन पॉलीटेक्निक के
प्रिंंिसपल समिति के मेम्बर थे. समिति को शासन से अनुमोदित सूची के
अनुसार मशीन, नवीन उपकरण आदि खरीदने थे, लेकिन समिति ने मनमाने तरीके से
पैसा उड़ाया.
फेल हुआ एजूकेशन सिस्टम
सूची के मुताबिक जो खरीद की जानी थी वह नहीं की गई. दो साल बीतने के बाद
भी कोई भी मशीन और उपकरण नहीं खरीदा गया. पॉलीटेक्निक में शैक्षिक सत्र
जुलाई से शुरू होता है. लेकिन पिछले पांच महीने में यहां का एजूकेशन
सिस्टम फेल हो चुका है. इन सभी अनियमितताओं की शिकायत आरटीआई एक्टिविस्ट
उर्वशी शर्मा ने मुख्यमंत्री अखिलेश यादव से इस संबंध में कम्प्लेन भी की
थी. समाज कल्याण के उपनिदेशक सरोज प्रसाद ने यहां का निरीक्षण किया और
अपनी रिपोर्ट में इसका हवाला दिया.
खरीदे दूसरे उपकरण
निरीक्षण में यह पाया गया कि संस्था की लैब और वर्कशॉप को आधुनिक रूप से
सुसज्जित करने और नए उपकरण/ मशीन क्रय करने के लिए 164 लाख रुपए का
प्रपोजल भेजा गया था. जिससे 116.40 लाख रुपए की धनराशि वर्ष 2009 में
संस्था को एलॉट की गई लेकिन इस एमाउंट का व्यय वर्कशॉप के उच्चीकरण एवं
मशीन/ उपकरण के क्रय करने पर नहीं किया गया और प्रस्ताव के अलावा दूसरे
उपकरण खरीद लिए गए.
ऐसे हुआ पैसे का दुरुपयोग
वाटर कूलर-संस्था ने 6 वाटर कूलर खरीदे गए और जब से खरीदे गए वह काम ही
नहीं कर रहे हैं. उसकी क्वालिटी खराब है. वह किस ब्रांड के हैं और किस
कंपनी के, यह भी पता नहीं चल सका.
कम्प्यूटर- संस्था में एचपी कंपनी के श्रीटॉन इंडिया लिमिटेड से 70
कम्प्यूटर खरीदे गए. जब निरीक्षण किया गया तो 12 कम्प्यूटर के साथ यूपीएस
ही नहीं थे. हैरत की बात तो यह है कि संस्था में कम्प्यूटर ट्रेड भी नहीं
है. इसके बावजूद इतनी बड़ी संख्या में कम्प्यूटर खरीद कर कम्प्यूटर लैब
बना दी गई. यह सामान खरीदने की वजह से वर्कशॉप और लैब की स्थिति जीर्ण
है.
कैमेस्ट्री लैब- इस लैब के लिए न तो कोई सामग्री और ना ही उपकरण खरीदे गए
और न ही लैब की फाउंडेशन की मरम्मत कराई गई. यहां की लैब की हालत इतनी
खराब है कि यहां कभी भी हादसा हो सकता है. आश्चर्य की बात है कि ऐसी हालत
होने के बाद भी 2009 से अब तक इसकी रिपेयरिंग नहीं कराई गई.
पैटर्न वर्कशॉप- पैटर्न वर्कशॉप में कोई भी मशीन और उपकरण नहीं खरीदे गए.
फिटिंग शॉप में भी कोई मरम्मत नहीं कराई गई.
फांउड्री वर्कशॉप- फाउण्ड्री वर्कशॉप में रा मैटेरियल उपलब्ध कराया गया,
लेकिन वर्कशॉप की रिपेयरिंग नहीं कराई गई. वर्कशॉप की दीवारें अत्यंत
जर्जर हो चुकी हैं. दीवारें भी बहुत गंदी हैं. वर्कशॉप में पानी टपकने से
सीलन आ गई है.
मशीन वर्कशॉप- इसमें 5 मशीनें खरीदी गई हैं, लेकिन उनका इंस्टालेशन अभी
तक नहीं कराया गया है. इसकी वजह से मशीनें बेकार पड़ी हैं.
हाइड्रोलिक्स वर्कशॉप- इसकी स्थिति भी ठीक नहीं है.
विद्युत वर्कशॉप- यहां दीवारें बहुत गंदी हैं. बारिश में कई जगह से पानी टपकता है.
जांच में सामने आया सच
समाज कल्याण विभाग के उपनिदेशक सरोज प्रसाद ने अपनी जांच रिपोर्ट में
उल्लेख किया है कि 116.40 लाख रुपए की आवंटित धनराशि से प्रस्तावित
कार्य, मशीन और उपकरण नहीं खरीदे गए. इस संबंध में कई बार तत्कालीन
प्रधानाचार्य से पूछताछ की गई. उन्होंने बताया कि संबंधित सामान, मशीन और
उपकरण खरीदे जा रहे हैं लेकिन स्थिति अभी भी गंभीर है.
संस्थान के सभी भवनों की मरम्मत, रंगाई-पुताई, बिजली मेंटीनेंस और
संस्थान में वाटर सप्लाई के लिए नए ट्यूबवेल और टंकी के निर्माण के लिए
विभाग ने उप्र समाज कल्याण निर्माण निगम को करीब 13 करोड़ की धनराशि दी
गई, उसका भी सही उपयोग नहीं किया गया. ज्यादातर काम अधूरे ही हैं. इसके
अलावा पानी की टंकी मं लीकेज और वाटर सप्लाई लाइन में जगह-जगह लीकेज की
समस्या पाई गई.
नहीं लगे पंखे
संस्थान के अम्बेडकर हॉस्टल में 160 छत के पंखे लगने थे लेकिन भी पंखा
निर्माण निगम ने नहीं लगवाया. यहां केवल पुराने 16 पंखे ही लगे हैं और
हॉस्टल सुपरिटेंडेंट ने बताया कि 15 पंखे चोरी हो गए हैं. समाज कल्याण
विभाग के उपनिदेशक ने इसके प्रामाणिक सत्यापन के लिए एक समिति का गठन
करने के निर्देश दिए हैं.
जिसमें सिविल, मैकेनिकल और इलेक्ट्रिकल इंजीनियरिंग के सदस्यों को शामिल
किया जाए और 2009 में प्राप्त एमाउंट से खरीदी गई मशीनें, उपकरण और समाज
कल्याण निर्माण निगम द्वारा कराए गए कार्यों का सत्यापन समिति से कराए
जाने के निर्देश दिए हैं. उन्होंने आशंका व्यक्त की है कि संस्था के
प्रस्ताव के मुताबिक खरीद-फरोख्त नहीं की गई है और 116.40 लाख रुपए की
धनराशि का जमकर दुरुपयोग किया गया है.

प्रदेश की राजधानी लखनऊ में जमीन का घोटाला करने वाले सीबीआई जांच में
दोषी पाए जाने के बाद भी निश्चिंत घूम रहे हैं। उन पर कार्रवाई तो नहीं
की गई उल्टे वे अच्छी मलाईदार पद जरूर पा रहे हैं। इनमें पीसीएस,
इंजीनियर और लखनऊ विकास प्राधिकरण के इंजीनियर व अन्य कर्मचारी-अधिकारी
शामिल हैं।

सीबीआई की वर्ष 2009 की जाँच रिपोर्ट ठंडे बस्ते में डाल दी गई। कई
अधिकारी बिना दंड पाए रिटायर हो गए और कई आज भी दूसरे स्थानों पर अहम
पदों पर तैनात हैं। सीबीआई ने यह जांच जानकीपुरम घोटाला मामले में की थी।

गरीबों के लिए बनाए गए भवनों की गुणवत्ता खराब होने व कई मकानों के बनने
से पहले ही खंडहर में तब्दील होने के मामले में सीबीआई ने जिन पर मुकदमा
चलाने के लिए कहा था उनमें तत्कालीन संयुक्त सचिव आरएन सिंह, कार्यालय
अधीक्षक भूपेन्द्र नाथ, एमएस सेंगर, दिवाकर सिंह, उषा सिंह और राजीव सिंह
शामिल हैं।

इनमें संयुक्त सचिव आदलत से स्थगनादेश ले आए थे और अब रिटायर हो गए हैं।
कार्यालय अधीक्षक का निधन हो चुका है। इनके अलावा एक दजर्न ऐसे अधिकारी
और कर्मचारी हैं जिनके खिलाफ विभागीय कार्यवाही की अनुसंशा की गई थी।
इनमें पीसीएस अधिकारी मिश्री लाल पासवान भी शामिल हैं। वे तत्कालीन
संयुक्त सचिव थे।

आवास विभाग ने इनके खिलाफ कार्रवाई के लिए नियुक्ति एवं कार्मिक विभाग
उत्तर प्रदेश सरकार भेज दिया था। वे फिलहाल अपर आवास आयुक्त और समाज
कल्याण निदेशक जैसे महत्वपूर्ण ओहदे पर हैं। एक अन्य तत्कालीन संयुक्त
सचिव शशी भूषण रिटायर हो चुके हैं। उनके खिलाफ भी कार्रवाई नहीं हुई।

आवास विभाग ने नगर विकास विभाग को लिखा था कि भूषण निकाय सेवा के
कर्मचारी हैं इसलिए कार्रवाई उन्हीं का मूल विभाग करेगा। एक और दोषी
अधिशासी अभियंता केके पांडेय लगातार प्रमोशन पाते हुए खास पदों पर रहे और
पिछले महीने रिटायर भी हो गए। विभाग ने कोई कार्रवाई नहीं की।

सहायक सम्पत्ति अधिकारी वीके श्रीवास्तव के खिलाफ भी कार्रवाई होनी बाकी
है। अंडर सेक्रेटरी राम प्रकाश सिंह ने नौकरी ही छोड़ दी। क्लर्क सुरेश
वर्मा, अवर अभियंता ओम प्रकाश पांडेय, अवर अभियंता एके जौहरी और करीब चार
लिपिक शामिल हैं। आवास विभाग के अधिकारी कहते हैं कि उन्होंने विभागीय
कार्रवाई के लिए सम्बन्धित विभागों को लिख दिया था।

एलडीए के पूर्व संयुक्त सचिव गिरफ्तार


लखनऊ, 5 मई (जासं): भूखंड आवंटन में गड़बड़ी और भ्रष्टाचार के तीन मामलों
में लिप्त पाए गए सेवानिवृत्त पीसीएस अधिकारी व लखनऊ विकास प्राधिकरण के
पूर्व संयुक्त सचिव श्रीपाल वर्मा को गुरुवार सुबह सतर्कता अधिष्ठान की
टीम ने गिरफ्तार किया है। श्री वर्मा पूर्व सांसद पूर्णिमा वर्मा के पति
हैं। अदालत ने श्री वर्मा को 14 दिन की न्यायिक हिरासत में जेल भेज दिया
है। शासन ने इस घोटाले की जांच के आदेश 18 नंवबर 1997 में दिए थे और
सतर्कता विभाग की टीम ने वर्ष 1998 में कैसरबाग कोतवाली में भूखंड
घोटालों व सरकारी धन का गबन करने के संबंध में धोखाधड़ी के तीन मुकदमे
दर्ज कराए गए थे। श्रीपाल वर्मा, तत्कालीन संयुक्त सचिव और वर्तमान में
निदेशक समाज कल्याण मिश्रीलाल पासवान समेत अभियंताओं व कर्मचारियों पर
आरोप था कि उन लोगों ने सीतापुर रोड योजना सेक्टर-सी में पार्क की जमीन
पर बिना प्राधिकरण बोर्ड व शासन की अनुमति के भूखंड आवंटित कर दिए थे। 15
भूखंडों की रजिस्ट्री कर दी गई थी, लेकिन नक्शा व्यावसायिक श्रेणी के लिए
पास किया गया था। वर्ष 1987 से 1992 के मध्य फर्जी दस्तावेजों व कूटरचना
कर उक्त भूखंडों का आवंटन किया था, जबकि योजना के मूल आवंटियों ने पार्क
के सामने भूखंड पाने के लिए अतिरिक्त चार्ज प्राधिकरण में दिया था। जांच
में श्रीपाल वर्मा तीनों मामलों में दोषी पाए गए। सतर्कता अधिष्ठान, लखनऊ
सेक्टर की पुलिस अधीक्षक दीपिका गर्ग के निर्देश पर गुरुवार को सतर्कता
विभाग के निरीक्षक आरडी यादव व सिपाही इश्तियाक खां ने अलीगंज स्थित
पूर्व संयुक्त सचिव श्रीपाल वर्मा के आवास से उन्हें गिरफ्तार कर लिया।
सतर्कता निरीक्षक आरडी यादव ने बताया कि 13 आरोपियों में नौ को दोषी पाया
गया था। इसमे संयुक्त सचिव से लेकर अभियंता व लिपिक भी हैं। दो को छोड़कर
शेष का मामला अदालत में विचाराधीन था। श्री वर्मा की गिरफ्तारी के बाद
तत्कालीन संयुक्त सचिव व वर्तमान में निदेशक समाज कल्याण के पद पर तैनात
मिश्रीलाल पासवान की गिरफ्तारी के लिए शासन को पत्र भेजा गया है। उधर,
अदालत ने मामले की सुनवाई के लिए 7 मई की तिथि नियत की है।

THE STATE Government has ordered suspension of two IAS and three PCS
officers for their alleged role in serious irregularities and laxity
committed at the Gorakhpur Development Authority. This comes close on
the heels of action ordered against officials of 14 officers and
employees including two PCS officers, Mishri Lal Paswan and Shripal
Verma, who have been placed under suspension for allegedly indulging
in making fraudulent allotments causing an estimated loss of Rs. 2
crore to the Lucknow Development Authority.

Those placed under suspension now include vice-chairman Gorakhpur
Development Authority (GDA) for committing irregularities in land
filling construction and other works of the Gautam Vihar Housing
scheme and Siddharth Enclave Housing scheme etc. The State Government
had earlier placed under suspension another IAS officer Ram Sajivan.

An official press release issued here today said the orders to place
the officers under suspension were issued on the directives of Chief
Minister Mulayam Singh Yadav. As per information a 1981-batch PCS
officer Pradeep Kumar Srivastava (posted as Joint Secretary Finance)
had committed serious irregularities in Siddharth Nagar enclave
housing scheme, Buddha Vihar Housing scheme and Gautam Vihar Housing
scheme. He had been found prima facie guilty of committing the
irregularities.

Similarly, a 1979-batch PCS officer Mant Lal (posted as Additional
Commissioner Gorakhpur) had committed serious irregularities in Gautam
Vihar scheme as Secretary of Gorakhpur Development Authority. A 1972
batch PCS officer (posted as MD UP Small Industries Corporation
Limited) has been found prima facie guilty of committing
irregularities in the Gautam Vihar Housing scheme of GDA. He has been
attached to Board of Revenue during the period of his suspension.

IN A damage control move, the one-member probe panel appointed by the
State Government in the Jankipuram land scam has expedited its inquiry
into a bid to preempt a parallel probe by the CBI in the matter. On
Friday, higher education secretary Rajiv Kumar spent over six hours in
the LDA going through the property records and cross-examining five
suspended officials related to the case. Those questioned in this
connection included former Allahabad Development Authority Secretary,
RN Singh, PCS officers Sripal Verma and Misri Lal Paswan, assistant
property officer Ram Pyare and under secretary Ram Prakash Singh.
Former LDA joint secretary SB Bharti, who could not turn up is
expected to do so on Tuesday.

Kumar has again called these officials on Saturday. The new-found zeal
with which the government appointed probe panel has taken up the task
it was assigned at the beginning of the year has baffled LDA
officials. One version is that since three of those suspended in the
scam are due to retire on December 31 this year, they had approached
the Supreme Court with the plea that the ongoing probe should be
completed before that. This includes RN Singh, Sripal Verma and
property officer Babu Ram. "The apex court asked the panel to complete
its investigation within four months (by December end)," said a source
adding that an inquiry report into the lapses, irregularities and
action taken thereof against the officials in the matter would be
ready by mid-December.

"The government wants to utilise this action taken report to deflect
the ongoing CBI probe lest more skeletons should tumble out of its
cupboard in the land scam," he pointed out. Here it pertinent to
mention that authorities have been ill at ease ever since the
Allahabad High Court asked the CBI to inquire into the Jankipuram
property scam in which 123 plots were fraudulently sold by land sharks
in connivance with the LDA officials.

The matter had hit headlines when following unearthing of the scam CM
Mulayam Singh Yadav suspended 14 LDA officials, including two PCS
officers on January 31. But these were merely cogs in the wheel. The
roots of the rip-off went deeper and apparently involved big fish
given its magnitude. Not surprisingly therefore, while the issue was
considered closed from the government point of view after the
suspension of 14 officials, the Allahabad High Court had a different
opinion on the matter. On February 21, it ordered the CBI to delve
deeper into the scam.

In July, the CBI submitted an interim report before the Allahabad HC
seeking more time to complete its investigation.

THE INCOME Tax authorities have sought names and addresses of the 14
LDA officials suspended for alleged involvement in a land scam running
into crores of rupees in the authority's Jankipuram housing scheme on
Sitapur Road. In a letter to LDA Vice Chairman BB Singh, assistant
director Income Tax (investigation) BD Singh has sought details of the
officials suspended to assess their income and assets. According to
sources, the I-T officials' initiative comes at the behest of the CBI,
which is probing the land scam on the orders of the Allahabad High
Court.

"The premiere investigating agency almost always takes the help of the
Income Tax department in corruption matters to check whether a case of
disproportionate assets could be made out against the accused," said
an official.

He said the I-T sleuths were likely to check details of the Income Tax
return filed by the LDA officials suspended and their declared assets
of the period during which the scam took place.

"This period could range from 1997 to 1999 when the 123 plots in
question were fraudulently sold off," he said.

Of the 14 officials suspended in this connection by Chief Minister
Mulayam Singh Yadav on January 31, two have passed away.

The 12 others include suspended secretary of the Allahabad Development
Authority RN Singh and SB Bharti. Among PCS officers Misri Lal Paswan
and Sree Pal Verma and under secretary, RP Singh, property officer Ram
Pyare Singh assistant property officer Babu Ram and seven other
clerical staff.

HAVING RECORDED the statements of allottees, the CBI is now all set to
grill senior officials over their alleged role in the multi-crore
Jankipuram land scam. According to reliable sources, the investigating
agency, would now train its gun on those officers, who were posted in
the LDA during the period of scam. The State Government suspended 14
LDA officials, including four joint secretaries (two of them senior
PCS officers) on January 31 after the scam had hit the headlines.

Here it is pertinent to mention that while ordering a CBI probe on
January 21, the Allahabad High Court had observed that the
investigating agency would be free to question the vice chairmen and
secretaries and other officers posted in the LDA during the period of
scam. The court had fixed May 25 for the CBI to submit its report.

"With the exception of a few, we have recorded the statements of most
of the 123 allottees," said a source, adding that the information
gathered from them would now be cross-checked with the officers
concerned. The agency is also learnt to have located the 10 'missing'
allottees, who had not submitted their property documents with the LDA
when the latter was conducting its own departmental enquiry into the
scam.

Those (officers) to be questioned first are those whose signatures
appear on the property documents and who have made a noting on the
files related to the 123 plots in question. Besides, the investigating
agency is also reported to have prepared a list of a dozen other LDA
officials of accounts, costing and engineering section, who would also
be quizzed in the matter.

The maximum number of registries of plots (32 to be precise) are said
to contain the alleged signature of the then LDA joint secretary RN
Singh that caused a loss of about Rs. 1.10 crore to the department.
This was followed by registries of 25 plots valued at Rs. 1.25 crore
allegedly executed by the then under secretary Ram Prakash Singh and
that of 23 plots with an estimated sum of Rs. 95.98 lakh by the then
PCS joint secretary Sripal Verma.

The other two joint secretaries Misri Lal Paswan and SB Bharti are
said to have signed on four and one sale deed respectively. Six
registries executed by property officer Ram Pyare Singh, four by Sadhu
Ram Rawat and two by Babu Ram have also come to light.

Having already challenged his suspension in the Allahabad High Court
once, RN Singh, who prior to his suspension was secretary of the
Allahabad Development Authority, has moved a fresh petition in the
matter before the HC on April 7.

जाए। ऐसे में कार्रवाई कैसे हो? डीएम साहब का यह पत्र पुलिस और नगर निगम
दोनों के लिए कार्रवाई से बचने का कारगर हथियार बन गया है। जिम्मेदार
महकमों के कर्मचारी अब यहां धड़ल्ले से वसूली कर रहे हैं और सुविधा शुल्क
के आधार पर दुकानदारों को स्थान दे रहे हैं। यही पत्र अब पटरी दुकानदारों

वजह गई है। नबी उल्लाह रोड क्रासिंग से रेजीडेंसी मोड़ के बीच
पेट्रोमैक्स की रोशनी में बीस से चालीस फीट तक फैली दुकानें। उन पर सजे
फल और मुख्य मार्ग के किनारे वाहनों की कतार। रोज शाम का यही नजारा है।
इसके लिए प्रतिदिन वसूली भी हो रही है।खरीदारों की भीड़ के कारण कार्यालय
छूटने के समय (शाम पांच बजे साढ़े सात बजे तक) जाम लगना समस्या हो गई है।
ऐसा भी नहीं है फल मंडी हमेशा से यही लगती रही हो। इसके पहले प्रशासन ने
इस मंडी को मुख्य मार्ग से हटवा कर नबी उल्लाह रोड पर स्थानांतरित कर
दिया था। दो महीने पहले तक यह दुकानें नबी उल्लाह रोड पर ही लग रही थी।
इसके बाद अचानक ही मंडी पहले डालीगंज चौराहे पर स्थित सूरज कुंड पार्क के
सामने लगने लगी, फिर धीरे धीरे शहीद स्मारक क्रासिंग तक पहुंच गई।
डालीगंज फल मंडी के विषय में पूछने पर नगर आयुक्त एनपी सिंह ने साफ कहा
कि उन्हें इस बारे में कोई बात नहीं करनी है।

मुक्त किया जाए। ऐसा ही आदेश अखिलेश सरकार ने भी जारी कर रखा है, लेकिन
जिलाधिकारी अनुराग यादव के आदेश से नगर निगम व पुलिस महकमा गफलत में है
कि वह किसका आदेश माने। जिलाधिकारी ने बिना पुर्नवास किए अतिक्रमण न
हटाने को कहा है। जिलाधिकारी के आदेश को आधार मानकर ही नगर निगम और पुलिस
महकमे चल रहे हैं और अवैध फल-सब्जी मंडियां अब उनके पोषक का केंद्र बन गई
हैं। यही कारण है कि रेजीडेंसी के फुटपाथ, लखनऊ विश्वविद्यालय के पास,
निशातगंज ओवरब्रिज और मुंशीपुलिया जैसी मंडियां सड़कों पर सज गई हैं।
डीएम का आदेश : 18 जून के अपने अ‌र्द्धशासकीय पत्र के माध्यम से डीआइजी
को जिलाधिकारी की तरफ से निर्देश जारी किए गए हैं। पटरी दुकानदारों के
संगठनों के प्रार्थना पत्रों का हवाला देते हुए जिलाधिकारी ने कहा कि
बगैर पुर्नवास की समुचित व्यवस्था के इस प्रकार की कार्यवाही (अतिक्रमण
हटाने की) न की जाए, साथ ही यह प्रयास किया जाए कि यातायात के सुचारू
संचालन के लिए पटरी दुकानदारों के व्यवस्थापन और सीमांकन इस प्रकार से
हों, जिससे इन परिवारों के जीवन-यापन पर कोई कुप्रभाव न पड़े।

उर्वशी शर्मा राज्यपाल व मुख्यमंत्री को ज्ञापन भेजा है। ज्ञापन में कहा
गया है कि यह जन विरोधी कदम है जिससे गरीबों को जहां अधिक शुल्क देना

लखनऊ। छत्रपति शाहूजी महाराज चिकित्सा विश्वविद्यालय की पैथोलॉजी सेवाओं
में सुधार के लिए आमूल-चूल बदलाव किए जा रहे हैं। चिविवि प्रशासन
पैथोलॉजी सेवाओं को पब्लिक प्राइवेट पार्टनरशिप (पीपीपी) मॉडल में
परिवर्तित करने की तैयारी में है। इसके तहत प्रशासन ने हिमेटोलोजिकल व
माइक्रो बायोलॉजी सेवाओं के अतिरिक्त सभी अन्य पैथोलॉजी सेवाओं को निजी
संस्थाओं को सौंपे जाने के फैसले पर मुहर लगा दी है। प्रशासन का दावा है
कि इस फैसले से जहां मरीजों को समय पर बेहतर सेवाएं उपलब्ध हो सकेंगी,
वहीं इन सेवाओं का शुल्क विवि की दरों पर होने के कारण मरीजों व
तीमारदारों की जेब पर कोई अतिरिक्त भार भी नहीं पड़ेगा।
नई व्यवस्था में पूरा ध्यान जनरल सर्जिकल, ट्रॉमा सेंटर, ओपीडी, गांधी
वार्ड और ऑर्थोपैडिक्स विभाग के मरीजों पर रहेगा। ओपीडी के मरीज सुबह आठ
से शाम चार बजे तक इसका लाभ उठा सकेंगे। वहीं, अन्य के लिए 24 घंटे सेवा
उपलब्ध रहेगी। सीएसएमएमयू वेलफेयर सोसाइटी इस पर नजर रखेगी। वहीं,
पैथोलॉजी के फैकल्टी मैम्बर व रेजीडेंट स्टाफ समय-समय पर निजी संस्थाओं
की सेवाओं की जांच करेंगे। इस योजना को मूर्त रूप देने का जिम्मा मुख्य
चिकित्सा अधीक्षक को सौंपा गया है।
नए सत्र में अध्यापन, प्रशिक्षण, चिकित्सा सेवाओं और शोध में सुधार के
उद्देश्य से हाल ही विभागाध्यक्षों की बैठक का आयोजन किया गया। इसमें
विवि में सुधार के प्रस्तावों पर मुहर लगा दी गई।
पीपीपी मॉडल का विरोध
चिविवि प्रशासन के पैथोलॉजी सेवाओं को पीपीपी मॉडल पर करने के फैसले काे
गैर सरकारी संगठन येश्वयार्ज सेवा संस्थान ने जनविरोधी बताया है। संगठन
की सचिव उर्वशी शर्मा ने राज्यपाल और मुख्यमंत्री से निजीकरण पर रोक
लगाने की मांग की है।

सस्ती एवं गुणवत्तापूर्ण चिकित्सा सुविधाएं मुहैया करने के लिए प्रदेश
में अखिल भारतीय आयुर्विज्ञान संस्थान आरम्भ करने की कवायद हो रही है
वहीँ यह दुर्भाग्यपूर्ण है कि छत्रपति शाहूजी महाराज चिकित्सा
विश्वविद्यालय के कुलपति द्वारा आहूत वैठक दिनांक ०६ जून २०१२ में
प्रदेश के एकमात्र चिकित्सा विश्वविद्यालय की १०० वर्षों से अधिक से चल
रही पैथोलोजी सेवाओं को पीपीपी मॉडल में परिवर्तित करने का जनविरोधी कदम
उठाया जा रहा है l
उर्वशी ने कहा कि पैथोलोजी विभाग के स्टाफ एवं अन्य सुविधाओं का महत्तम
उपयोग करते हुए उन कंपनियों से उपकरण लिए जाएं जो रेंटल आधार पर उपकरण
लगाने को तैयार हैं किन्तु किसी भी परिस्थिति में इस प्रकार के संस्थानों
के निजीकरण को रोका जाए lइस प्रकार के निजीकरण से मरीजों को जांचों के
लिए कहीं अधिक शुल्क देना होगा जो एक जनविरोधी कदम होगा यही नहीं
चिकित्सा विश्वविद्यालय के इस कदम से स्नातक एवं परास्नातक शिक्षार्थियों
को प्रायोगिक कार्य करने में असुविधाएं होने के साथ साथ पैथोलोजी विभाग
में तैनात १८ शिक्षकों , ४२ रेसिडेंट डाक्टरों एवं १५० प्रयोगशाला
सहायकों आदि के समक्ष भी समस्याएँ उत्पन्न हो जायेंगी l

February morning in Lucknow. Class V students of the City Montessori
School at Rajajipuram were reading a chapter on Mahatma Gandhi. A hand
went up. A girl with hair tied in a ponytail asked: "Who gave him the
title Father of the Nation?" Aishwarya Parashar, 10, was known to ask
bright questions but this time she flummoxed the adults around her.
Not one to let go of an idea, she planned to tap a zillion sources,
including the Prime Minister. She approached him via the Right to
Information (RTI) Act on February 13 to make sure she received an
answer.

Parashar, who has been using the RTI Act since the age of seven, is
the youngest face in a growing brigade of information warriors. While
their classmates compete in cramming, they keep their date with
judges. They may stand out in government offices with their books and
bags, but the young crusaders take on the system for anything and
everything-inedible hostel food to corruption in ration shops- looking
for truth and ensuring justice. As Harshavardhan Reddy, a 22-year-old
engineering student who has 300 RTI applications to his credit, says,
"It's very effective. You just need to be fearless and patient." Often
expelled from schools or colleges, confronted by angry neighbours or
authorities or pressured by family, they dig up administrative dirt
with great glee. "I get all charged up when I think of myself as an
RTI activist," says Hyderabad student K.N. Sai Kumar, 21, who has
filed over 20 RTIs.

Although written on school notebook paper in a childish hand,
Parashar's letter could not be dismissed by the nation's top office as
a display of little-girl feistiness. It was a flawless RTI
application, as legally binding and enforceable as any. As the letter
changed hands between the Prime Minister's Office, the home ministry
and the National Archives, a national secret leaked out: Despite
continual mention in textbooks, Gandhi was never officially conferred
the honorific Father of the Nation. Parashar was told on March 26 that
there were no documents on the information she sought but she was
welcome to visit the archives and look for it herself. "I thought I
was asking a simple question," she says.

Since 2005, the RTI Act has built an impressive trajectory. In an era
of global youth rebellion, it seems to be opening up new space for
India's young to demand people's right to know. New student protests
are developing into challenging movements around the world: From
Athens to Rome, San Francisco to London, the Arab Spring to the
Chilean Winter. The young RTI activists too demand another way to run
the world, but theirs is no rock-and-tear gas fight with the state.
They prefer to work within the rule of law, engage with their
communities and demand change not just in their personal lives, but
for good governance and against corruption in the wider society.

"It's a very encouraging sign," says Nikhil Dey of National Campaign
for People's Right to Information (NCPRI), which began the RTI
campaign in India. "We go to schools and notice a high level of
awareness on the RTI law. There are also many progressive schools that
have started RTI clubs." NCPRI often gets to know about young people
who have filed an RTI application on behalf of family or friends. To
Kamal Mitra Chenoy, head of the Centre for Comparative Politics at
Jawaharlal Nehru University, Delhi, the trend turns on its head the
widespread characterisation of today's young people as disinterested
and self-centred. "With civil society activists using the RTI route to
unearth scams and corruption, every young person wishes to be a
change-maker. And they are smart enough to have figured out that the
system works through legal, civic engagement."

Gujarat, took to RTI to do something for his village. Thanks to him,
the Gujarat government passed an order in April making it compulsory
for all fair price shops in the state to disclose details of all
rations received and stocked in stores. It all started last year, when
the BCom student of Shri Vivek Vidhya Vikas Commerce College started
asking why the two fair price shops in his village always refused
ration to villagers. He filed an application on February 11, 2011,
with the tehsildar to get details of supplies sent to the shops every
month. With villagers rallying round him and advice from an NGO in
Ahmedabad, Vamja started a crusade, filing a series of RTIs and police
complaints, until the shopkeepers were brought in line and full
supplies restored.

reason. "I first got to know about the RTI Act through a newspaper
report in 2009 and decided to try it out for myself," he says. "I
lodged an RTI, dragged the police to the consumer forum undeterred by
their threats, argued my own case in court for six months until I was
granted a passport." Reddy has now filed for a range of causes: For
poor farmers whose loans have been withheld by government-run banks,
or who have not received birth certificates, title deeds of land or
land record statements, to secure salary and compensation for
labourers, against corrupt teachers or the polluting rice mill in his
village, Karni in Andhra Pradesh. "People come to me with their
problems knowing I will do my best to help them," he says.

in 2011 after he filed two RTI applications to seek information on the
functioning and funding of the government-aided school where he
studied and his mother, K. Rukmini Bai, worked as a teacher. As a
result, his mother was sacked without notice. He took up the battle
and the school was forced to take her back in February. "I used to be
hot-headed and would get angry with every wrongdoing I came across,"
says the final year BSc student of AV College, affiliated to Osmania
University in Hyderabad. "My RTI experience in the last few months
has made me more balanced. Fighting corruption is now a passion for me
and I am working on rti queries relating to the Right to Education."

But the road for RTI activists is not easy. As Nikhil Dey points out,
"Framing an RTI application can be quite complicated for a newcomer."
If the information is incomplete, then one has to apply again, pursue
it and also get the backing of lawyers and judges. According to the
RTI Ground Realities Survey conducted by the Consumer Unity & Trust
Society in 2010, only 32 per cent people know that an application can
be filed on plain paper, 27 per cent about the fees, 14 per cent about
the mandatory response time of 30 days. Moreover, RTI activists often
wage a lonesome and dangerous battle, over 50 having paid with life
for their courage since 2005. "It is always difficult for anyone who
raises important questions. But young people are mostly on safer
ground as they raise questions on broader civic issues," adds Dey

For many, like Parashar, there is usually an activist parent in the
background, inspiring or urging the child to seek information through
the RTI Act. In September 2009, it was the peak of the swine flu
pandemic and Parashar, in Class III then, got agitated over a garbage
dump right in front of her school. Her mother Urvashi Sharma, a social
worker and RTI activist, helped process her application to the Chief
Minister's Office (CMO) to remove it. A month later, when another RTI
application was made to get the status of her request, the CMO told
that her application was lost. A third RTI was filed to the CMO,
seeking information on the officer who misplaced the application. "I
haven't heard from them but the garbage was removed and that land was
handed over to my school, which set up a public library," says
Parashar.

Mobashshir Sarwar of Delhi, RTI can become a nightmare. On a collision
course with his school affiliated to Jamia Millia Islamia, in the last
two years, he has been expelled and even barred from taking his Class
XII exams. Sarwar has retaliated by dragging the school to court. The
bone of contention has been the 100-odd rtis he filed seeking
information on sensitive issues: Expense ledgers, teacher
appointments, by-laws to hostel food. "The director called me the
'habitual information seeker'," says the bespectacled boy. "I was
asking too many uncomfortable questions." When pleas to the
authorities went unheard, he was forced to file a writ petition in the
Delhi High Court on March 18, 2011. "Later, the court asked the school
what the trigger was and they alleged misconduct, misuse of RTI to
defame. Would there be anything to defame if they were honest and
going by the book?" he adds.

The collateral damage was extensive, too, for Sarwar. Earlier this
year, while his peers were busy preparing for their final
examinations, the boy from Madhepura, Bihar, was running from pillar
to post to get permission to take his exams. "They said I had low
attendance, when I actually attended classes regularly," he says. That
led to another writ petition against the school and he was granted
permission only on the eve of the exam. "It was sheer harassment," he
says. In the last two years, he endured relentless humiliation,
physical assaults and even death threats. It amused him when a dozen
guards followed him around whenever he went to school. "I get security
like Rahul Gandhi and the Prime Minister." His parents, Sarwar Asmi
and Nusrat Bano, provided support and encouragement. When the school
expelled him, his father advised him to go to court. His only regret
was that he lost out on friends due to the run-ins with his school;
"Everybody is scared to even hang out with me."

To the young crusaders, the charm of RTI far outstrips the dangers. It
allows them to break the monotony of everyday life and dream of
leaving behind a legacy. For some, RTI activism is a great learning
experience. "I've been to court so many times that I know all about
procedures and laws," says Sarwar, who is preparing for law school
entrance exams. Vamja has filed over 25 RTI applications through a
youth group he runs to help villagers understand their rights. "RTI
makes them learn new subjects every day," he says. For some, the RTI
Act is all about giving back to society. "What's the point if we can't
do good for people," asks Sarwar. Parashar wants to be like Mahatma
Gandhi, her role model. "I want to study medicine and serve the
poor,"she says. Sai Kumar feels RTI has earned him the respect of his
friends and teachers. The fact that people come to him with their
problems gives Reddy a sense of purpose: "They know I will do my best
to help them".

Not so long ago, the nation bemoaned apathetic and disengaged
students. It's time to rethink those assumptions. As Chenoy says, "You
have got an entire generation that realises something is wrong and
something has to change." They have the time, the energy, the will,
the wherewithal and the right to improve quality of life for
themselves and for others. The RTI Act is giving them the space,
support and recognition that they need.

येश्वर्याज सेवा संस्थान की सचिव उर्वशी शर्मा द्वारा सूचना का अधिकार का
प्रयोग कर उत्तर प्रदेश समाज कल्याण की एक पूर्व मंत्री,कई प्रमुख
सचिवों , सचिव , निदेशक आदि की अनियमितताओं एवं भ्रष्टाचार की शिकायत
शपथ पत्र के माध्यम से की गयी है l

उर्वशी ने समाज कल्याण के निदेशक मिश्री लाल पासवान , प्राविधिक शिक्षा
विभाग के सुरेन्द्र प्रसाद और राजेश चन्द्रा के समय के १४१६ लाख के
घोटाले का पर्दाफाश किया l

समाज कल्याण विभाग यूँ तो अनुसूचित जाति के उत्थान के लिए कार्य करता है
लेकिन विभाग द्वारा चलाये जा रहे एकमात्र पॉलीटेक्निक को अखिल भारतीय
तकनीकी शिक्षा परिषद् से मान्यता न मिल पाने के कारण सैकड़ों छात्रों का
भविष्य अधर में लटक गया है उर्वशी ने सूचना का अधिकार का प्रयोग कर यह
खुलासा किया है किन्तु समाज कल्याण विभाग के अधिकारी कान में तेल डाले
बैठे हैं l

विभाग में किये गए लाखों रुपयों के मेस-घोटाले को उर्वशी द्वारा
प्रमुखता से उजागर किया गया है किन्तु विभाग द्वारा दलित छात्रों के
मेस-शुल्क में घोटाला करने बाले दोषियों के खिलाफ कार्यवाही न करके मामले
की लीपापोती करने का प्रयास किया जा रहा है l

उर्वशी द्वारा समाज कल्याण की अवैध नियुक्ति की भी शिकायत निदेशक से की
गयी है लेकिन अभी तक कोई भी कार्यवाही नहीं हुई है l

उर्वशी द्वारा उठाए गए भ्रष्टाचार के इन मुद्दों से घबराए समाज कल्याण के
अधिकारियों नें उर्वशी शर्मा के पति संजय शर्मा , जो समाज कल्याण विभाग
में कार्य करते हैं , को झूठे मामलों में फँसाने की साजिश के तहत एक तरफ
तो उनके खिलाफ जिलाधिकारी लखनऊ की जांच बैठा दी जो ११ मई को की गयी तो
दूसरी तरफ उसी मामले में ०८ मई को निदेशक को पत्र जारी कर संजय शर्मा के
खिलाफ मुकद्दमा पंजीकृत कराने और आरोप पत्र शासन को भेजने को पत्र भेज
दिया l

Meet the young RTI brigade of India

Students across India are digging up administrative dirt to look for
truth and to ensure justice through the Right to Information Act.

It was a pleasant February morning in Lucknow. Class V students of the
City Montessori School at Rajajipuram were reading a chapter on
Mahatma Gandhi. A hand went up. A girl with hair tied in a ponytail
asked: 'Who gave him the title Father of the Nation?' Aishwarya
Parashar, 10, was known to ask bright questions but this time she
flummoxed the adults around her. Not one to let go of an idea, she
planned to tap a zillion sources, including the Prime Minister. She
approached him via the Right to Information (RTI) Act on February 13
to make sure she received an answer.

Parashar, who has been using the RTI Act since the age of seven, is
the youngest face in a growing brigade of information warriors. While
their classmates compete in cramming, they keep their date with
judges. They may stand out in government offices with their books and
bags, but the young crusaders take on the system for anything and
everything-inedible hostel food to corruption in ration shops- looking
for truth and ensuring justice. As Harshavardhan Reddy, a 22-year-old
engineering student who has 300 RTI applications to his credit, says,
'It's very effective. You just need to be fearless and patient.' Often
expelled from schools or colleges, confronted by angry neighbours or
authorities or pressured by family, they dig up administrative dirt
with great glee. 'I get all charged up when I think of myself as an
RTI activist,' says Hyderabad student K.N. Sai Kumar, 21, who has
filed over 20 RTIs.

Although written on school notebook paper in a childish hand,
Parashar's letter could not be dismissed by the nation's top office as
a display of little-girl feistiness. It was a flawless RTI
application, as legally binding and enforceable as any. As the letter
changed hands between the Prime Minister's Office, the home ministry
and the National Archives, a national secret leaked out: Despite
continual mention in textbooks, Gandhi was never officially conferred
the honorific Father of the Nation. Parashar was told on March 26 that
there were no documents on the information she sought but she was
welcome to visit the archives and look for it herself. 'I thought I
was asking a simple question,' she says.

Since 2005, the RTI Act has built an impressive trajectory. In an era
of global youth rebellion, it seems to be opening up new space for
India's young to demand people's right to know. New student protests
are developing into challenging movements around the world: From
Athens to Rome, San Francisco to London, the Arab Spring to the
Chilean Winter. The young RTI activists too demand another way to run
the world, but theirs is no rock-and-tear gas fight with the state.
They prefer to work within the rule of law, engage with their
communities and demand change not just in their personal lives, but
for good governance and against corruption in the wider society.

'It's a very encouraging sign,' says Nikhil Dey of National Campaign
for People's Right to Information (NCPRI), which began the RTI
campaign in India. 'We go to schools and notice a high level of
awareness on the RTI law. There are also many progressive schools that
have started RTI clubs.' NCPRI often gets to know about young people
who have filed an RTI application on behalf of family or friends. To
Kamal Mitra Chenoy, head of the Centre for Comparative Politics at
Jawaharlal Nehru University, Delhi, the trend turns on its head the
widespread characterisation of today's young people as disinterested
and self-centred. 'With civil society activists using the RTI route to
unearth scams and corruption, every young person wishes to be a
change-maker. And they are smart enough to have figured out that the
system works through legal, civic engagement.'

Bhadresh Vamja, 18, of Saldi, Gujarat, took to RTI to do something for
his village. Thanks to him, the Gujarat government passed an order in
April making it compulsory for all fair price shops in the state to
disclose details of all rations received and stocked in stores. It all
started last year, when the BCom student of Shri Vivek Vidhya Vikas
Commerce College started asking why the two fair price shops in his
village always refused ration to villagers. He filed an application on
February 11, 2011, with the tehsildar to get details of supplies sent
to the shops every month. With villagers rallying round him and advice
from an NGO in Ahmedabad, Vamja started a crusade, filing a series of
RTIs and police complaints, until the shopkeepers were brought in line
and full supplies restored.

Often, personal battles turn into public crusades. For Harshavardhan

initially a tool to undo a private injustice: He was denied a passport
