लखनऊ। नगर की बाल आरटीआई कार्यकर्ता ऐश्वर्या पाराशर के राष्ट्रपिता से
जुड़े सवाल का राष्ट्रीय अभिलेखागार सन्तोषजनक जवाब नहीं दे सका था लेकिन
राजकीय अभिलेखागार में उसने एक पत्र जरूर प्रदर्शित किया है जिसे इस सवाल
से जोड़कर देखा जा सकता है। हालांकि अभिलेखागार के अधिकारी इस बारे में
टिप्पणी नहीं कर रहे लेकिन देश भर में चर्चा बटोरने वाले इस बाल आरटीआई
कार्यकर्ता के शहर में इस पत्र को खास तौर पर प्रदर्शित करने के पीछे यही
खास वजह मानी जा रही है। यह पत्र महात्मा गांधी को राष्ट्रपिता सम्बोधित
करने के इतिहास से जुड़ता है। यह पत्र अन्तरराष्ट्रीय अभिलेख दिवस के
अवसर पर राजकीय अभिलेखागार में आयोजित प्रदर्शित है। इस प्रदर्शनी में कई
राज्यों के अभिलेख प्रदर्शित हैं। शहीद स्मृति भवन में 15 जून तक चलने
वाली इस प्रदर्शनी में राष्ट्रीय अभिलेखागार ने नेताजी के एक पत्र को
विशेष तौर पर गांधी जी और नेताजी जी के चित्र के साथ प्रदर्शित किया है।
इस पत्र पर कोई तिथि अंकित नहीं है लेकिन इसे 'रक्षा मंत्रालय की गैर
वर्गीकृत फाइलों से नेताजी का गांधी जी को राष्ट्रपिता सम्बोधित करते हुए
भेजा गया संदेश' शीर्षक के साथ प्रदर्शित किया गया है। पत्र में आजाद
हिन्द फौज के बारे में गांधी जी को जानकारी दी गयी है। हालांकि पूरे पत्र
में जगह-जगह गांधी जी को महात्मा जी कहकर सम्बोधित किया गया है लेकिन
अन्त में नेताजी लिखते हैं, 'फादर ऑफ अवर नेशन, इन दिस होली वॉर फॉर
इण्डियाज लिबरेशन, वी आस्क फॉर योर ब्लेसिंग्स एण्ड गुड विसेज'।
राष्ट्रीय अभिलेखागार के सहायक निदेशक चन्द्रमणि कहते हैं कि माना जाता
है कि गांधी जी को राष्ट्रपिता कहने की शुरूआत नेताजी सुभाषचन्द्र बोस
द्वारा की गयी थी। यह पत्र इसका महत्वपूर्ण प्रमाण है। उधर, नगर के
वरिष्ठ गांधीवादी विचारक रामप्रवेश शास्त्री भी मानते हैं कि नेताजी ने
ही इस सम्बोधन की शुरूआत की थी। कई इतिहासकारों ने भी अपनी पुस्तकों में
इसका उल्लेख किया है।

की शिक्षिका ने एक निजी संस्था पर उत्पीड़न का आरोप लगाते हुए समाज
कल्याण अधिकारियों से शिकायत की है। शिक्षिका श्रीमती श्रद्धा सक्सेना ने
निजी संस्था पर आरोप लगाया कि उसे बदनाम करने के लिए संस्था के सदस्यों
द्वारा उस पर तरह-तरह के आरोप व षडयंत्र रचे जा रहे है। इतना ही नहीं गत
दिनों उसपर कालेज में बच्चों के लिए स्थापित किचन में घपलेबाजी में घसीटा
जा रहा हैं।

को एक स्वयंसेवी संस्था द्वारा की गयी थी। शिकायत मिलने पर स्कूल के
प्रधानाचार्य केपी श्रीवास्तव ने मामलें की जांच पड़ताल करायी जिसमें
स्कूल में कार्यरत श्रद्धा सक्सेना व दीप चन्द्र को दोषी पाया गया।

लखनऊ,मोहान रोड स्थित समाज कल्याण विभाग उत्तर प्रदेश द्वारा संचालित
संस्था राजकीय गोविन्द बल्लभ पन्त पॉलीटेक्निक के अनुसूचित जाति/
जनजाति के छात्रावासीय छात्रों से पूरे वर्ष का मेस शुल्क एकमुश्त लिया
जाता है l इस मेस शुल्क को नियमानुसार निर्धारित समय सीमा के अंतर्गत
किसी राष्ट्रीयकृत बैंक में जमा किया जाना एवं उसका नियमानुसार उपभोग
आवश्यक है lयेश्वर्याज सेवा संस्थान सचिव उर्वशी शर्मा नें बताया कि
उन्हें भ्रष्टाचार बिरोधी हेल्प लाइन पर इस संवंध में शिकायत कर बताया
गया कि संस्था के कुछ कार्मिकों द्वारा अनुसूचित जाति/जनजाति के
छात्रावासीय छात्रों से लिए गए मेस शुल्क की धनराशि को समय पर बैंक खाते
में जमा न करके नकद अपने पास रखा गया तथा बैंक खाते में जमा धनराशि को
आहरित
कराने हेतु मनमाने ढंग से चेक जारी किये गए lइस सम्बन्ध में उन्होनें
संस्था के प्रधानाचार्य को एक शिकायती पत्र प्रेषित किया था l
प्रधानाचार्य द्वारा उर्वशी की शिकायत को सही पाते हुए दोषी लोकसेवक
श्रद्धा सक्सेना और दीपचंद्र का स्पस्टीकरण तलब किया गया है l उर्वशी
नें अनुसूचित जाति के छात्रों के मेस शुल्क में घोटाले के अपराध की
प्रथम सूचना रिपोर्ट भारतीय दंड संहिता की संगत धाराओं में दर्ज करके
संस्था के दोषी लोकसेवकों श्रद्धा सक्सेना और दीपचंद्र के
विरुद्ध आवश्यक कानूनी कार्यवाही करने के लिए एक तहरीर थाना
पारा,लखनऊ में दी है l

Lucknow based NGO YAISHWARYAJ Seva Sansthan has come forward to take
up the issue of Domestic Workers. Urvashi Sharma, Secretary of the NGO
has sent memorandum to the President of India, the Prime Minister of
India and the Chief Minister of Uttar Pradesh; thereby demanding to
ratify Convention C189 on Domestic Workers adopted by the
International Labor Organization (ILO) on16-06-11 in 100th Session of
the Conference and brings forward a law to ensure its implementation.
India supported the adoption of the instruments at International Labor
Organization's conference held in Geneva.
"As per estimates, 83 per cent of domestic workers are women or young
girls, and therefore the Convention has expected from Governments to
protect them from violence and abuse, and to ensure effective
monitoring and enforcement of the convention. Our country has already
formulated a National Policy for Domestic Workers, along with the
National Advisory Council (NAC) making recommendations. There are more
than 6.4 million domestic workers in India, a majority of them being
women. We request the Indian Government to take this forward, and
immediately legislate for Domestic workers that will improve the
condition of millions of poor working women, giving them their due
recognition, dignity and self respect, along with ensuring decent
living wage, social security and protection against workplace
harassment, including sexual harassment." Urgent ratification and
timely implementation of the Convention will bring a change in the
lives of a large section of working women." the memo reads.
"In India, domestic work is the largest sector of women employment
which is stated to have grown by over 200 per cent since 1999-2000 due
to fast changing socio-economic scenario. These domestic workers have
limited or no education or skill training; they mostly come from lower
caste or ethnic minority communities. In fact, this service is one of
the main employment avenue open to poor uneducated women. Some Indian
States such as Tamil Nadu, Kerala and Maharashtra have already adopted
legislations meant to provide for better conditions at worksite. Some
are said to provide minimum wage, some help them with social security
and some help them to register trade unions. Once the Central
Government ratifies the Convention, and brings forward a law to
improve working conditions of domestic workers, more states may be
encouraged to go for their state legislations like Tamil Nadu,
Maharashtra etc. Our Government, having signed this Convention, We
want the Government to take immediate steps to ratify it and bring
forward a law to ensure its implementation." says the memo.

him to initiate the process of adoption of a legislation to address
the problems of the domestic workers in Uttar Pradesh as well" told

गैर सरकारी संगठन येश्वर्याज सेवा संस्थान एवं सेव कल्चरल वैल्यूज
फाउन्डेशन के सामूहिक तत्वाधान में राजाजीपुरम् में येश्वर्याज सेवा
संस्थान के कैम्प कार्यालय में ''घरेलू कामगारों की समस्याएं और समाधान''
विषयक संगोष्ठी का आयोजन किया गया। संगोष्ठी का उत्घाटन करते हुए
प्रसिद्ध समाजसेवी राम स्वरूप यादव ने बताया कि देश में कुल कामगारों का
लगभग 20 प्रतिशत हिस्सा घरेलू कामगारों के रूप में काम करता है। इसमें
से अधिकांश महिलाएं है। आज वह समय आ गया है जब हमें इन घरेलू कामगारों की
समस्याओं का निदान करने के लिए प्रभावी कदम उठाने होंगे अन्यथा यह स्थिति
अनेकों सामाजिक समस्याओं को जन्म देंगी। उन्होंने बताया कि विश्व के कुल
काम के घंटों में से लगभग 67 प्रतिशत समय महिलाएं काम करती है, लेकिन वह
मात्र 10 प्रतिशत ही आय अर्जित करती है। यह स्थिति विचारणीय है एवं इसे
बदलने की आवश्यकता है।
सेव कल्चरल वैल्यूज फाउन्डेशन के सचिव आशीष श्रीवास्तव ने कहा ''यद्यपि
महाराष्ट्र में घरेलू कामगारों की सुरक्षा के लिए वर्ष 2008 में कानून
बनाया जा चुका है परन्तु यह दुर्भाग्यपूर्ण है कि यह कानून आज तक लागू
नहीं हो सका। आज आवश्यकता इस बात की है कि हम उत्तर प्रदेश में भी घरेलू
कामगारों की सुरक्षा के लिए कानून बनवाकर उसे तत्काल लागू करायें।
केन्द्र सरकार ने घरेलू कामगारों को 30 हजार रूपये का स्वास्थ्य बीमा
प्रदान करने की योजना शुरू की है जिसका 3/4 प्रीमियम केन्द्र सरकार और
1/4 प्रीमियम राज्य सरकार को देना है। केन्द्र सरकार की इस योजना के बारे
में जागरूकता फैलाना आवश्यक है।''
येश्वर्याज सेवा संस्थान की सचिव उर्वशी शर्मा ने कहा ''जिन घरेलू
श्रमिकों के बिना हमारा जीवन घिसटता प्रतीत होने लगता है, उनके लिये अब
तक कोई सरकारी योजना नहीं है। इस दिशा में सरकार ने पहली बार सकारात्मक
कदम उठाते हुए अन्तर्राष्ट्रीय श्रम संगठन के बैनर तले एक ''कन्वेंशन''
पर हस्ताक्षर किये है। घरेलू कामगार न तो नौकर होता है और न ही परिवार
का सदस्य। अतः उसकी हैसियत एक कर्मचारी की होनी चाहिए और उसे
कर्मचारियों को मिलने वाली सामान्य सुविधाएं जैसे-न्यूनतम मजदूरी, काम के
घंटों का निर्धारण, सप्ताह में एक दिन का अवकाश, ओवर टाइम या अतिरिक्त
कार्य पर अलग से भुगतान की व्यवस्था, सामाजिक सुरक्षा, मातृत्व पर सवेतन
अवकाश की सुविधा मिलनी चाहिए।''
घरेलू कामगारों और असंगठित क्षेत्र में महिलाओं के साथ बढ़ रही हिंसा और
योन शोषण के मामले में चिन्ता जताते हुए उर्वशी ने कहा कि यह
दुर्भाग्यपूर्ण है कि असंगठित श्रमिक सामाजिक सुरक्षा विधेयक 2007 में
महिला श्रमिकों को श्रमिक ही नहीं माना गया है।
संगोष्ठी में अन्य वक्ताओं ने बाल श्रम निवारण, न्यूनतम मजदूरी अधिनियम,
न्यूनतम मजदूरी को बढ़ाने आदि पर विस्तृत विचार-विमर्श किया।
संगोष्ठी के अंत में घरेलू कामगारों की समस्याओं के निदान हेतु भारत के
प्रधानमंत्री, राष्ट्रपति एवं प्रदेश के मुख्यमंत्री को एक ज्ञापन भी
प्रेषित किया गया।
मोहान रोड स्थित राजकीय गोबिंद बल्लभ पंत पॉलीटेक्निक में हुए घोटालों और बदहाली की दास्तां
लखनऊ, 19 मई (जासं): मोहान रोड स्थित राजकीय गोबिंद बल्लभ पंत
पॉलीटेक्निक में हुए घोटालों और बदहाली की दास्तां शनिवार को छात्रों ने
विशेष सचिव समाज कल्याण नीलम अहलावत को बताई। उन्होंने शिकायत का न केवल
संज्ञान लिया बल्कि शिक्षकों को फटकार भी लगाई। विशेष सचिव ने पांच घंटे
तक अधिकारियों के साथ मिलकर संस्था में खरीदे गए उपकरणों की पड़ताल की।
एक निजी संस्था की ओर से पॉलीटेक्निक में निर्माण कार्यो में 1416 लाख
रुपये के घोटाले की शिकायत की गई थी। शिकायतकर्ता ने तत्कालीन
प्रधानाचार्य व समाज कल्याण निर्माण निगम के अधिकारियों की मिलीभगत से
निर्माण कार्यो में धांधली के साथ ही पैसों की फिजूलखर्ची का आरोप लगाया
था। इन्हीं आरोपों की जांच के लिए शनिवार दोपहर बाद पॉलीटेक्निक पहुंचीं
विशेष सचिव समाज कल्याण नीलम अहलावत ने बारीकी से सभी मदों की जांच की।
फिलहाल उन्होंने 116.40 लाख रुपये व्यय की पड़ताल की। जांच में वाटर कूलर
बंद पाया गया, जबकि प्रयोगशाला को हाई टेक बनाने के लिए आई राशि का बगैर
अनुमोदन के कार्यालय को संवारने में खर्च कर दिया गया। रसायन विज्ञान की
प्रयोगशाला की बदहाली दूर करने के बजाय संस्था के अधिकारियों द्वारा 70
कंप्यूटर सेट व 18 एसी खरीदे गए, जबकि संस्था में कंप्यूटर की ट्रेड ही
नहीं है। ऐसे ही कई मदों की बारीकी से पड़ताल की गई। जांच के दौरान
कार्यकारी प्रधानाचार्य केके श्रीवास्तव सहित कई शिक्षक मौजूद थे।

10-year-old's RTI posers stump PMO, Government

Girl questions father of nation status for Gandhi
When some simple questions came to the mind of Aishwarya Parashar, a
Class-VI student of the City Montessori School, Lucknow, she did not
let them languish unasked. She went seeking out answers through the
Right to Information (RTI) Act. Aishwarya's inquisitiveness and
willingness to pursue the source of information has yielded, till
date, the establishment of a public library on the site of a garbage
dump and the nation being better enlightened about the Father of the
Nation, Mahatma Gandhi.
All of just 10 years, Aishwarya is a confident little girl, who
herself answers a mobile phone and urges those wanting some written
information from her to send her an SMS giving their e-mail ID and
even forwards e-mail and communicates about her work on her own.
"I have so far filed three RTIs with the Prime Minister's Office,''
she says, adding that "the first one was [a query] about who gave the
order for printing Mahatma Gandhi's image on currency notes. I was
told in a reply that it was in 1993 following a meeting of the Reserve
Bank of India."
But it was her subsequent RTI asking the PMO to tell her who conferred
the title of Father of the Nation on Mahatma Gandhi, which confounded
the government. From the PMO, the query went to the Ministry of Home
Affairs and to the National Archives of India, before Aishwarya was
told that "there are no specific documents on the information sought"
by her.
'Surprising'
"That was really surprising because I never thought it was such a
difficult question since even our history books taught us that Mahatma
Gandhi was the Father of the Nation."
The first reference to Mahatma Gandhi as Father of the Nation goes
back nearly 70 years when Subhas Chandra Bose referred to Gandhi thus
in a radio address from Singapore in 1944.
Prime Minister Jawaharlal Nehru too had, in his address to the nation
upon Mahatma Gandhi's death, referred to him as Father of the Nation:
"Friends and comrades, the light has gone out of our lives, and there
is darkness everywhere, and I do not quite know what to tell you or
how to say it. Our beloved leader, Bapu as we called him, the Father
of the Nation, is no more."
After getting an unsatisfactory answer to her query on this issue in
March this year, Aishwarya on April 24 asked the PMO who had declared
Mahatma Gandhi's birth anniversary on October 2 as also Republic Day
and Independent Day national holidays. To her surprise, she got a
reply dated May 17 that such orders were never issued.
Favourite query
The question most dear to Aishwarya's heart was posed by her in 2009.
"That was the time when Lucknow was in the grip of swine flu. There
was a big garbage dump near my school, but I only got to see it one
day when my mother came to pick me up as my cycle-rickshaw had not
come. For the parents there was a separate entrance, and on the way
back home I spotted this dump."
With the help of her mother, Urvashi Sharma, who is a social worker
and RTI activist, Aishwarya penned an application in her own
handwriting. "I had marked that query on the garbage dump to the Chief
Minister and thereafter the Uttar Pradesh government got the dump
removed, and our school constructed a public library on the site."
Her father, Sanjay Sharma, is a lecturer.
Ambition
Aishwarya wants to become a doctor. Asked why, she quips: "Whenever I
go to a hospital, I see that the poor patients have to first shell out
money in order to get treated. I will, on becoming a doctor, go to the
slums at least once every week and provide free treatment to such poor
people."

Even as India has observed Jan 26, Aug 15 and Oct 2 as national
holidays, the government does not seem to have issued any formal
orders for the same.
The disclosure from the central home ministry came in response to an
application under the Right to Information (RTI) Act 2005 filed by
10-year-old Aishwarya Parashar here.
The Class 6 student sent a letter April 25 to the Prime Minister's
Office (PMO) seeking attested copies of Government Orders under which
the three holidays are observed by the nation.
Jan 26 (Republic Day), Aug 15 (Independence Day) and Oct 2 (Mahatma
Gandhi's birth anniversary) are observed as holidays both by the
central and state governments as well as the private sector.
A student of the City Montessori School, Aishwarya told IANS that the
home ministry reply stated in Hindi: "No such orders were (ever)

लखनऊ, 19 मई (जासं): मोहान रोड स्थित राजकीय गोबिंद बल्लभ पंत
पॉलीटेक्निक में हुए घोटालों और बदहाली की दास्तां शनिवार को छात्रों ने
विशेष सचिव समाज कल्याण नीलम अहलावत को बताई। उन्होंने शिकायत का न केवल
संज्ञान लिया बल्कि शिक्षकों को फटकार भी लगाई। विशेष सचिव ने पांच घंटे
तक अधिकारियों के साथ मिलकर संस्था में खरीदे गए उपकरणों की पड़ताल की।
एक निजी संस्था की ओर से पॉलीटेक्निक में निर्माण कार्यो में 1416 लाख
रुपये के घोटाले की शिकायत की गई थी। शिकायतकर्ता ने तत्कालीन
प्रधानाचार्य व समाज कल्याण निर्माण निगम के अधिकारियों की मिलीभगत से
निर्माण कार्यो में धांधली के साथ ही पैसों की फिजूलखर्ची का आरोप लगाया
था। इन्हीं आरोपों की जांच के लिए शनिवार दोपहर बाद पॉलीटेक्निक पहुंचीं
विशेष सचिव समाज कल्याण नीलम अहलावत ने बारीकी से सभी मदों की जांच की।
फिलहाल उन्होंने 116.40 लाख रुपये व्यय की पड़ताल की। जांच में वाटर कूलर
बंद पाया गया, जबकि प्रयोगशाला को हाई टेक बनाने के लिए आई राशि का बगैर
अनुमोदन के कार्यालय को संवारने में खर्च कर दिया गया। रसायन विज्ञान की
प्रयोगशाला की बदहाली दूर करने के बजाय संस्था के अधिकारियों द्वारा 70
कंप्यूटर सेट व 18 एसी खरीदे गए, जबकि संस्था में कंप्यूटर की ट्रेड ही
नहीं है। ऐसे ही कई मदों की बारीकी से पड़ताल की गई। जांच के दौरान
कार्यकारी प्रधानाचार्य केके श्रीवास्तव सहित कई शिक्षक मौजूद थे।

लखनऊ। उत्तर प्रदेश में अजा/अजजा के बच्चों को तकनीकी शिक्षा देने के नाम
पर करोड़ों रुपए का घोटाला सामने आया है। येश्वर्याज सेवा संस्थान की
सचिव उर्वशी शर्मा ने पूर्ववर्ती सरकार के अफसरों पर आरोप लगाया कि 1416
लाख रुपए की निर्गत धनराशि को दलित हितों की उपेक्षा कर बन्दरबांट
कियागया है।
स्थानीय जीबी पंत पॉलीटेक्निक के निरीक्षण में संस्था की लैब एवं वर्कशॉप
को आधुनिक रूप देने के लिए दिए गए 164 लाख रुपए में 6 वाटर कूलर,18 एसी
1.5 टन और 70 कम्प्यूटर खरीदे गए हैं।
वाटर कूलर जब से आए हैं, काम नहीं कर रहे हैं और ब्रांड और कंपनी का पता
नहीं है। संस्था में कम्प्यूटर ट्रेड नहीं है और 70 कम्प्यूटर खरीदे गए,
जबकि लैब के लिए कोई सामान नहीं खरीदा गया है। पैटर्न वर्कशाप में पांच
नई मशीनें खरीदी गई, लेकिन स्टालेशन अभी तक नहीं कराया गया है, साथ ही
संस्थान के समस्त भवनों की मरम्मत के लिए 13 करोड़ का धनराशि उपलब्ध कराई
गई थी, उसका भी समुचित उपयोग नहीं हुआ है।
2009 में प्राविधिक शिक्षा विभाग की उच्चस्तरीय तकनीकी समिति एवं संस्था
के तकनीकी कार्मिकों द्वारा संस्था की लैब,वर्कशॉप आदि के तकनीकी उन्नयन
हेतु नवीन उपकरण, मशीन, उपस्कर आदि क्रय कर पॉलीटेक्निक में स्थापित
कराने हेतु प्रस्ताव प्रेषित किया था। उप्र शासन ने प्रस्ताव का मदवार
अनुमोदन अस्वीकृति कर रुपए 1416 लाख की धनराशि दी थी।

उत्तर प्रदेश में अनुसूचित जाति/जनजाति के बच्चों को तकनीकी शिक्षा देने
के नाम पर करोड़ों रुपयों के घोटाले का मामला प्रकाश में आया है.
लखनऊ में येश्वर्याज सेवा संस्थान की सचिव उर्वशी शर्मा ने पूर्ववर्ती
मायावती सरकार के अधिकारियों पर आरोप लगाया है कि 1416 लाख की निर्गत
धनराशि को दलित हितों की उपेक्षा कर बन्दरबांट कर लिया गया है.
लखनऊ में मोहान रोड पर राजकीय गोविन्द बल्लभ पन्त पॉलीटेक्निक के
निरीक्षण में संस्था की लैब एवं वर्कशाप को आधुनिक रुप से सुसज्जित करने
के लिए दिए गए 164 लाख रुपये में 6 वाटर कूलर,18 एसी 1.5 टन और 70
कम्प्यूटर खरीदे गए हैं.
वाटर कूलर जब से आये हैं, काम नहीं कर रहे हैं और ब्रांड और कम्पनी का
पता नहीं है. संस्था में कम्प्यूटर ट्रेड नहीं है और 70 कम्प्यूटर खरीदे

रिपोर्ट बताती है कि मशीन वर्कशाप में पांच नई मशीनें खरीदी गई लेकिन

लिए 13 करोड़ का धनराशि उपलब्ध कराई गई थी, उसका भी समुचित उपयोग नहीं
हुआ है.

1416 लाख की धनराशि का व्यय उत्तर प्रदेश शासन द्वारा पूर्व प्रेषित
प्रस्ताव के मदवार अनुमोदन के अनुसार करने हेतु उत्तर प्रदेश शासन द्वारा
मिश्री लाल पासवान निदेशक समाज कल्याण की अध्यक्षता में एक समिति का गठन
किया गया था.
इसमें सुरेन्द्र प्रसाद- सचिव प्राविधिक शिक्षा परिषद उत्तर प्रदेश,
राजीव सिन्हा-अधिशाषी अभियंता समाज कल्याण निर्माण निगम लखनऊ एवं राजेश
चन्द्रा-तत्कालीन प्रधानाचार्य राजकीय गोविन्द बल्लभ पन्त पॉलीटेक्निक
समिति के सदस्य थे.
इस समिति का कार्य उत्तर प्रदेश शासन द्वारा पूर्वानुमोदित सूची के
अनुसार नवीन उपकरण /मशीन/उपस्कर आदि को नियमानुसार क्रय कर संस्था में
स्थापित कराना सुनिश्चित करना था किन्तु उक्त समिति द्वारा मनमाना
व्यवहार कर उत्तर प्रदेश शासन द्वारा पूर्वानुमोदित सूची से इतर अनावश्यक
मदों में धनराशि व्यय की गयी जिसके कारण वित्तीय दुर्विनियोग एवं शासकीय
धनराशि में दुरभिसंधि की प्रबल संभावना है.
यही नहीं, दो वर्ष से अधिक का समय व्यतीत हो जाने पर भी अभी तक कोई भी
उपकरण /मशीन/उपस्कर आदि संस्था में स्थापित नहीं किया गया है. समिति
द्वारा संपादित किये गये क्रय व अन्य कार्य भी संदेहास्पद है. किये गए
सभी क्रय व अन्य कार्यों का स्वतंत्र व निष्पक्ष जांच एजेंसी से भौतिक
सत्यापन आवश्यक है.
पॉलीटेक्निक में शैक्षिक सत्र माह जुलाई से आरम्भ होता है किन्तु पांच
माह में संस्था में शैक्षिक गतिविधियाँ लगभग शून्य होना तत्कालीन
प्रधानाचार्य राजेश चन्द्रा की शैक्षिक कार्यों के प्रति उदासीनता ही
दर्शाता है.
इससे यह भी स्पष्ट है कि तत्कालीन प्रधानाचार्य राजेश चन्द्रा के
कार्यकाल में कक्षाएँ तो चली ही नहीं हैं साथ ही साथ दो वर्ष से अधिक का
समय व्यतीत हो जाने पर भी अभी तक कोई भी उपकरण /मशीन/उपस्कर आदि संस्था
में स्थापित नहीं किया गया है.
इस प्रकार अनुसूचित जाति/जनजाति एवं अन्य पिछड़े वर्ग के छात्रों के
भविष्य के साथ जमकर खिलवाड़ किया गया है.
गौरतलब है कि अनुसूचित जाति/जनजाति एवं अन्य पिछड़े वर्ग को तकनीकी
क्षेत्र में गुणवत्तापूर्ण शिक्षण प्रदान कर देश की मुख्यधारा में जोड़ने
के उद्देश्य से लखनऊ में मोहान रोड पर राजकीय गोविन्द बल्लभ पन्त
पॉलीटेक्निक 1965 से समाज कल्याण विभाग से संचालित हो रहा है.
संस्था में अनुसूचित जाति/जनजाति के 70 फीसद छात्र, अन्य पिछड़े वर्ग के
27 फीसद छात्र एवं सामान्य वर्ग के तीन फीसद छात्र शिक्षा ग्रहण करते
हैं.
उर्वशी ने इस भ्रष्टाचार को उजागर करने के लिये मुख्यमंत्री अखिलेश यादव
को 21 अप्रैल को प्रेषित पत्र में उपनिदेशक समाज कल्याण लखनऊ मंडल की
निरीक्षण आख्या (10 अप्रैल 2012), प्रधानाचार्य के पत्र (2 दिसम्बर 11)
प्रतियाँ भेजी हैं.

मुख्यमंत्री, महोदय। अनुसूचित जाति/जनजाति एवं अन्य पिछड़े वर्ग को
तकनीकी क्षेत्र में गुणवत्तापूर्ण शिक्षण प्रदान कर देश की मुख्यधारा में
जोड़ने के पावन उद्देश्य से राजकीय गोविन्द बल्लभ पन्त पॉलीटेक्निक, मोहान
रोड, लखनऊ वर्ष १९६५ से समाज कल्याण विभाग द्वारा संचालित है। संस्था में
अनुसूचित जाति/जनजाति के ७०% छात्र, अन्य पिछड़े वर्ग के २७% छात्र एवं
सामान्य वर्ग के ३% छात्र शिक्षा ग्रहण करते हैं। वर्ष २००९ में
प्राविधिक शिक्षा विभाग की उच्चस्तरीय तकनीकी समिति एवं संस्था के तकनीकी
कार्मिकों द्वारा संस्था की लैब, वर्कशॉप आदि के तकनीकी अद्यतनीकरण हेतु
नवीन उपकरण/ मशीन / उपस्कर आदि क्रय कर पॉलीटेक्निक में स्थापित कराने
हेतु प्रस्ताव उत्तर प्रदेश शासन को प्रेषित किया गया। उत्तर प्रदेश शासन
द्वारा उक्त प्रस्ताव का मदवार अनुमोदन/अस्वीकृति कर रुपये १४१६ लाख की
धनराशि निर्गत की गयी।
उक्त रुपये १४१६ लाख की धनराशि का व्यय उत्तर प्रदेश शासन द्वारा पूर्व
प्रेषित प्रस्ताव के मदवार अनुमोदन के अनुसार करने हेतु उत्तर प्रदेश
शासन द्वारा श्री मिश्री लाल पासवान निदेशक समाज कल्याण की अध्यक्षता
में एक समिति का गठन किया गया था। श्री सुरेन्द्र प्रसाद - सचिव
प्राविधिक शिक्षा परिषद, उत्तर प्रदेश, श्री राजीव सिन्हा - अधिशाषी
अभियंता समाज कल्याण निर्माण निगम लखनऊ एवं श्री राजेश चन्द्रा -
तत्कालीन प्रधानाचार्य राजकीय गोविन्द बल्लभ पन्त पॉलीटेक्निक समिति के
सदस्य थे। उक्त समिति का कार्य उत्तर प्रदेश शासन द्वारा पूर्वानुमोदित
सूची के अनुसार नवीन उपकरण / मशीन / उपस्कर आदि को नियमानुसार क्रय कर
संस्था में स्थापित कराना सुनिश्चित करना था किन्तु उक्त समिति द्वारा
मनमाना व्यवहार कर उत्तर प्रदेश शासन द्वारा पूर्वानुमोदित सूची से इतर
अनावश्यक मदों में धनराशि व्यय की गयी, जिसके कारण वित्तीय दुर्विनियोग
एवं शासकीय धनराशि में दुरभिसंधि की प्रबल संभावना है। यही नहीं, क्योंकि
दो वर्ष से अधिक का समय व्यतीत हो जाने पर भी अभी तक कोई भी उपकरण / मशीन
/ उपस्कर आदि संस्था में स्थापित नहीं किया गया है अतः उक्त समिति द्वारा
संपादित किया गए क्रय व अन्य कार्य भी संदेहास्पद है एवं किये गए सभी
क्रय व अन्य कार्यों का स्वतंत्र व निष्पक्ष जांच एजेंसी द्वारा भौतिक
सत्यापन आवश्यक है।
पॉलीटेक्निक में शैक्षिक सत्र माह जुलाई से आरम्भ होता है किन्तु पांच
माह में उक्त संस्था में शैक्षिक गतिविधियाँ लगभग शून्य होना, तत्कालीन
प्रधानाचार्य श्री राजेश चन्द्रा की शैक्षिक कार्यों के प्रति उदासीनता
तो दर्शाता ही है, इससे यह भी स्पष्ट है कि तत्कालीन प्रधानाचार्य श्री
राजेश चन्द्रा के कार्यकाल में कक्षाएँ तो चली ही नहीं हैं साथ ही साथ दो
वर्ष से अधिक का समय व्यतीत हो जाने पर भी अभी तक कोई भी उपकरण / मशीन /
उपस्कर आदि संस्था में स्थापित नहीं किया गया है और इस प्रकार अनुसूचित
जाति/जनजाति एवं अन्य पिछड़े वर्ग के छात्रों के भविष्य के साथ जमकर
खिलवाड़ किया गया है। कृपया उपनिदेशक समाज कल्याण लखनऊ मंडल की निरीक्षण
आख्या दिनांक १० अप्रैल २०१२, प्रधानाचार्य के पत्र दिनांक ०२-१२-११ एवं
मेरे द्वारा माननीय मुख्यमंत्री को प्रेषित पत्र दिनांक २१-०४-२०१२ की
प्रतियाँ संलग्न करते हुए इस आशय से प्रेषित हैं कि व्यापक लोकहित में

उत्तर प्रदेश में दलित बच्चों की शिक्षा पर 1416 लाख का बन्दरबांट का आरोप
उत्तर प्रदेश में अनुसूचित जाति/जनजाति के बच्चों को तकनीकी शिक्षा देने
के नाम पर करोड़ों रुपयों के घोटाले का मामला प्रकाश में आया है.
लखनऊ में येश्वर्याज सेवा संस्थान की सचिव उर्वशी शर्मा ने पूर्ववर्ती
मायावती सरकार के अधिकारियों पर आरोप लगाया है कि 1416 लाख की निर्गत
धनराशि को दलित हितों की उपेक्षा कर बन्दरबांट कर लिया गया है.
लखनऊ में मोहान रोड पर राजकीय गोविन्द बल्लभ पन्त पॉलीटेक्निक के
निरीक्षण में संस्था की लैब एवं वर्कशाप को आधुनिक रुप से सुसज्जित करने
के लिए दिए गए 164 लाख रुपये में 6 वाटर कूलर,18 एसी 1.5 टन और 70
कम्प्यूटर खरीदे गए हैं.
वाटर कूलर जब से आये हैं, काम नहीं कर रहे हैं और ब्रांड और कम्पनी का
पता नहीं है. संस्था में कम्प्यूटर ट्रेड नहीं है और 70 कम्प्यूटर खरीदे
गए. जबकि लैब के लिए कोई सामान नहीं खरीदा गया है. पैटर्न वर्कशाप में भी
कोई मशीन व उपकरण नहीं खरीदे गये हैं.
रिपोर्ट बताती है कि मशीन वर्कशाप में पांच नई मशीनें खरीदी गई लेकिन
स्टालेशन अभी तक नहीं कराया गया है. संस्थान के समस्त भवनों की मरम्मत के
लिए 13 करोड़ का धनराशि उपलब्ध कराई गई थी, उसका भी समुचित उपयोग नहीं
हुआ है.
2009 में प्राविधिक शिक्षा विभाग की उच्चस्तरीय तकनीकी समिति एवं संस्था
के तकनीकी कार्मिकों द्वारा संस्था की लैब,वर्कशॉप आदि के तकनीकी
अद्यतनीकरण हेतु नवीन उपकरण /मशीन/उपस्कर आदि क्रय कर पॉलीटेक्निक में
स्थापित कराने हेतु प्रस्ताव उत्तर प्रदेश शासन को प्रेषित किया गया था.
उन्होंने कहा कि उत्तर प्रदेश शासन ने इस प्रस्ताव का मदवार
अनुमोदन/अस्वीकृति कर रुपये 1416 लाख की धनराशि निर्गत की गयी. इस रुपये
1416 लाख की धनराशि का व्यय उत्तर प्रदेश शासन द्वारा पूर्व प्रेषित
प्रस्ताव के मदवार अनुमोदन के अनुसार करने हेतु उत्तर प्रदेश शासन द्वारा
मिश्री लाल पासवान निदेशक समाज कल्याण की अध्यक्षता में एक समिति का गठन
किया गया था.
इसमें सुरेन्द्र प्रसाद- सचिव प्राविधिक शिक्षा परिषद उत्तर प्रदेश,
राजीव सिन्हा-अधिशाषी अभियंता समाज कल्याण निर्माण निगम लखनऊ एवं राजेश
चन्द्रा-तत्कालीन प्रधानाचार्य राजकीय गोविन्द बल्लभ पन्त पॉलीटेक्निक
समिति के सदस्य थे.
इस समिति का कार्य उत्तर प्रदेश शासन द्वारा पूर्वानुमोदित सूची के
अनुसार नवीन उपकरण /मशीन/उपस्कर आदि को नियमानुसार क्रय कर संस्था में
स्थापित कराना सुनिश्चित करना था किन्तु उक्त समिति द्वारा मनमाना
व्यवहार कर उत्तर प्रदेश शासन द्वारा पूर्वानुमोदित सूची से इतर अनावश्यक
मदों में धनराशि व्यय की गयी जिसके कारण वित्तीय दुर्विनियोग एवं शासकीय
धनराशि में दुरभिसंधि की प्रबल संभावना है.
यही नहीं, दो वर्ष से अधिक का समय व्यतीत हो जाने पर भी अभी तक कोई भी
उपकरण /मशीन/उपस्कर आदि संस्था में स्थापित नहीं किया गया है. समिति
द्वारा संपादित किये गये क्रय व अन्य कार्य भी संदेहास्पद है. किये गए
सभी क्रय व अन्य कार्यों का स्वतंत्र व निष्पक्ष जांच एजेंसी से भौतिक
सत्यापन आवश्यक है.
पॉलीटेक्निक में शैक्षिक सत्र माह जुलाई से आरम्भ होता है किन्तु पांच
माह में संस्था में शैक्षिक गतिविधियाँ लगभग शून्य होना तत्कालीन
प्रधानाचार्य राजेश चन्द्रा की शैक्षिक कार्यों के प्रति उदासीनता ही
दर्शाता है.
इससे यह भी स्पष्ट है कि तत्कालीन प्रधानाचार्य राजेश चन्द्रा के
कार्यकाल में कक्षाएँ तो चली ही नहीं हैं साथ ही साथ दो वर्ष से अधिक का
समय व्यतीत हो जाने पर भी अभी तक कोई भी उपकरण /मशीन/उपस्कर आदि संस्था
में स्थापित नहीं किया गया है.
इस प्रकार अनुसूचित जाति/जनजाति एवं अन्य पिछड़े वर्ग के छात्रों के
भविष्य के साथ जमकर खिलवाड़ किया गया है.
गौरतलब है कि अनुसूचित जाति/जनजाति एवं अन्य पिछड़े वर्ग को तकनीकी
क्षेत्र में गुणवत्तापूर्ण शिक्षण प्रदान कर देश की मुख्यधारा में जोड़ने
के उद्देश्य से लखनऊ में मोहान रोड पर राजकीय गोविन्द बल्लभ पन्त
पॉलीटेक्निक 1965 से समाज कल्याण विभाग से संचालित हो रहा है.
संस्था में अनुसूचित जाति/जनजाति के 70 फीसद छात्र, अन्य पिछड़े वर्ग के
27 फीसद छात्र एवं सामान्य वर्ग के तीन फीसद छात्र शिक्षा ग्रहण करते
हैं.
उर्वशी ने इस भ्रष्टाचार को उजागर करने के लिये मुख्यमंत्री अखिलेश यादव
को 21 अप्रैल को प्रेषित पत्र में उपनिदेशक समाज कल्याण लखनऊ मंडल की
निरीक्षण आख्या (10 अप्रैल 2012), प्रधानाचार्य के पत्र (2 दिसम्बर 11)
प्रतियाँ भेजी हैं.

Lucknow: It is not every day that a 10-year-old catches the office of
the Prime Minister of India off-guard and without answers. But then,
Aishwarya Parashar, a class six student, is no ordinary girl. She has
stumped the Prime Minister's Office (PMO) with her Right to
Information (RTI) query on when and by what orders was the title of
'Father of the Nation' conferred on Mahatma Gandhi.
Sitting in her small but neatly kept house in Rajajipuram F Block, the
backdrop of teddy bears and toys makes her just any other Barbie doll
loving girl next door.
But this is only till she starts to speak. Aishwarya, a student of the
City Montessori School, Rajajipuram branch, chuckles throughout the
conversation on how her mother has "groomed her into the RTI mode",
adding that she finds the act so helpful that she has filed two RTIs
against garbage dumps outside her school, in the past.
Asked what prompted her to file the RTI application on Gandhi and send
it to the PMO, Aishwarya told IANS how the term 'Father of the Nation'
had always "somehow excited and interested" her after she read it in
her social studies text book.
"I would keep asking my mom 'why is Gandhi referred to as the Father
of the Nation', to which my mother mostly had no answers till one fine
day she thought of the RTI route". Her mother Urvashi Sharma is happy
that the PMO has "at least taken cognizance of the letter", even if
the response has not been to their satisfaction.
Aishwarya, the eldest of three siblings, had written to the PMO on Feb
13, seeking a photocopy of the government order (GO) that conferred
the famous title of Father of Nation on Mohandas Karamchand Gandhi.
The PMO replied that they had no such record whatsoever and directed
the query to the Ministry of Home Affairs (MHA), which then referred
the case to the National Archives of India (NAI).
The NAI's Assistant Director and Central Public Information Officer
Jayprabha Ravindran also had no answers to the poser by the Lucknow
girl, and responded with an invite to Aishwarya asking her to visit
the Archives to find for herself if there were any such relevant
papers. Daughter of Sanjay Parashar, a lecturer at GB Pant Polytechnic
College, Aishwarya's mother is an RTI activist as well.
The NAI, she added, in a letter dated March 26, was an institution to
provide documents and was not in any way a research helping body. It
however offered all facilities to the girl in her "quest for the
Gandhi research."
History however holds that the title of Father of the Nation was given
to the Mahatma by Netaji Subhas Chandra Bose, who in his address on
Singapore Radio on July 6, 1944 has addressed Mahatma Gandhi as Father
of the Nation. Thereafter on April 28, 1947 Gandhi was referred with
the same title by Sarojini Naidu at a conference.

A Lucknow girl's simple query to know if Mahatma Gandhi was ever
conferred the title of 'The Father of The Nation' has come a cropper.
From the Prime Minister's Office (PMO) to the ministry of home affairs
(MHA) no one seems to really know the answer to the 10-year-old's
question.
They coolly forwarded the RTI plea of class VI student Aishwarya
Parashar to the National Archives of India (NAI), the body that claims
to be the repository of the non-current records of the Government of
India. Surprisingly, the NAI, after a hectic search in their records,
was unable to find the desired information and requested Aishwarya to
come and search for it in NAI's public records and library material
herself.
Jayaprabha Ravindran, assistant director of archives and chief public
information officer (CPIO) wrote back in a letter dated March 26: "As
per search among public records in the National Archives of India,
there are no specific documents on the information sought by you."
As a consolation, it has promised to provide Aishwarya all facilities
permissible under the rules, if she chooses to visit the national
archives.
Aishwarya, expectedly, is amused. "The first piece of history taught
to us in school is about Mahatma Gandhi as Father of the Nation. I
never knew, I was asking such a difficult question," she says.
Popular notion, nothing official
According to reports, when a demand to confer the title of 'Father of
the Indian Constitution' on Dr Ambedkar was made, deputy prime
minister LK Advani, in a letter to Delhi chief minister Sheila Dikshit
in 2004, had written: "It is not, however, feasible to formally confer
the title of 'Father of Indian Constitution' on Dr Ambedkar, since
Article 18 (1) of the Constitution specifically provides that "no
title, not being a military or academic distinction, shall be
conferred by the state."
Advani further said: "I may clarify that although Mahatma Gandhi is
popularly known as "Father of the Nation," no such title was ever
formally conferred on him by the government."
History has it
Father of the Nation is an honorific title given to a man considered
the driving force behind the establishment of a nation. As per
Wikipedia, it was Subhas Chandra Bose who used the term for Mahatma
Gandhi, in a radio address from Singapore in 1944. Later, it was
recognised by the Indian government. When Gandhi was assassinated,
India's first prime minister Jawaharlal Nehru, in a radio address to
the nation, had announced that the Father of the Nation "is no more."

Lucknow: A query posted by a 10-year-old girl under the Right to
Information Act (RTI) regarding father of the nation status to Mahatma
Gandhi has raised a piquant situation before the government.
In February this year, Aishwarya Parashar, a class sixth student, sent
an RTI application to the central public information officer of Prime
Minister's office seeking a photocopy of the order through which
Mahatma Gandhi was declared as father of the nation.
From the PMO, the application was forwarded to the Ministry of Home Affairs.
The MHA, however, stating that it does not come under its purview
forwarded the application to the National Archives of India.
The NAI in its reply send to Aishwarya has said that no specific
documents on the information sought were available.
"As per the search among the public records in the NAI there is no
specific documents on the information being sought by you," assistant
director of archives Jayaprabha Ravindran said in a letter send to the
girl.
The AD said that NAI has a large number of public records related to
Mahatma Gandhi.
"As per the guidelines laid down by the DOPT the duty of the CPIO is
only to make available the records for consultation and not undertake
any research on behalf of the application," Ravichandran said.
"You are therefore most welcome to visit the department to undertake a
detailed search among the public records and library material for the
desired information," he added.

Lucknow: A query posted by a 10-year-old girl under the Right to
Information Act (RTI) regarding father of nation status to Mahatma
Gandhi has raised a piquant situation before the government.
In February this year, Aishwarya Parashar, a class sixth student, sent
an RTI application to the central public information officer of Prime
Minister's office seeking a photocopy of the order through which
Mahatma Gandhi was declared as father of the nation.
From the PMO, the application was forwarded to the Ministry of Home Affairs.
The National Archives of India in its reply said that no specific
documents on the information sought were available.
The MHA, however, stating that it does not comes under its purview
forwarded the application to the National Archives of India.
The NAI in its reply send to Aishwarya has said that no specific
documents on the information sought were available.
"As per the search among the public records in the NAI there is no
specific documents on the information being sought by you," assistant
director of archives Jayaprabha Ravindran said in a letter send to the
girl.
The AD said that NAI has a large number of public records related to
Mahatma Gandhi.
"As per the guidelines laid down by the DOPT the duty of the CPIO is
only to make available the records for consultation and not undertake
any research on behalf of the application," Ravichandran said.
"You are therefore most welcome to visit the department to undertake a
detailed search among the public records and library material for the
desired information," he added.

उत्तर प्रदेश की राजधानी लखनऊ की रहने वाली 10 साल की एक लड़की की सूचना
का अधिकार (आरटीआई) कानून के जानकारी मांगने के लिए दाखिल अर्जी ने सरकार
के लिए मुश्किल खड़ी कर दी है।
कक्षा छह की छात्रा ऐश्वर्या पाराशर ने गत 13 फरवरी को प्रधानमंत्री
कार्यालय के जनसूचना अधिकारी को भेजी गयी अर्जी में उस आदेश की फोटोप्रति
मांगी थी, जिसके आधार पर महात्मा गांधी को राष्ट्रपिता का दर्ज दिया गया
है।
इस सवाल ने सरकार के सामने मुश्किल खड़ी कर दी है और इस प्रश्न पर सरकार
ने हाथ खड़े कर दिए हैं। प्रधानमंत्री कार्यालय ने ऐश्वर्या की अर्जी को
गृह मंत्रालय के पास भेज दिया, जिसने यह कहा गया कि इस सवाल का जवाब देना
उसकी जिम्मेदारी नहीं है और पत्र को राष्ट्रीय अभिलेखागार के पास भेज
दिया गया।
अभिलेखागार द्वारा आरटीआई दाखिल करने वाली ऐश्वर्या को हाल में भेजे जवाब
में कहा कि महात्मा गांधी को राष्ट्रपिता का दर्जा दिए जाने के समर्थन
में कोई दस्तावेज मौजूद नहीं है। अभिलेखागार की सहायक निदेशक जयप्रभा
रवीन्द्रन ने ऐश्वर्या को लिखे पत्र में कहा है कि अभिलेखागार में
महात्मा गांधी से जुड़े अनेक रिकार्ड मौजूद हैं, लेकिन तमाम दस्तावेज
खंगालने के बाद वांछित सूचना के सम्बन्ध में कोई दस्तावेज नहीं मिल सका
है।

A simple query by a Lucknow class IV student Aishwarya Parashar
regarding Father of the Nation Mahatma Gandhi has flummoxed enough the
Central Government to invite her to "search among the public records"
for the information desired by her.
Through an RTI application addressed to the Prime Minister's office
dated February 13, 2012, she had sought a photocopy of the order
declaring Mahatma Gandhi as the "Father of the Nation".
She has received a letter dated March 26, 2012, (F.No 63 (2)-12/2012 R
IV-RTI) from the National Archives signed by Assistant Director
Archives & CPO Jayaprabha Ravindran.
The letter says: "As per search among the public records in the
National Archives of India, there are no specific documents on the
information being sought by you. It may be, however, conveyed that the
National Archives of India has a large number of public records
related to Mahatma Gandhi. As per guidelines laid down by the DoPT,
the duty of the CPIO is only to make available the records for
consultation and not undertake any research on behalf of the
applicant."
The letter further invites 12-year-old Aishwarya to "visit the
department to undertake a detailed search among the public records and
library material for the desired information. The official assured
Aishwarya of all facilities as per rules to facilitate her research
work.
According to Aishwarya, the question cropped up in her mind during her
history period. However, neither her history teacher nor her parents
could answer the query.
Her search on the Internet also proved futile. It is then that her RTI
activist mother inspired her to file an RTI query.
Disappointed with the reply of the National Archives, she is now
planning to write to the President and the Prime Minister to issue an
order declaring Mahatma Gandhi as the "Father of the Nation".

माथे पर पसीने ला दिए हैं। साथ ही यह सवाल भी खड़े किए हैं कि अपने
महापुरुषों से जुड़े संदर्भों एवं प्रसंगों को लेकर देश के जिम्मेदार
कितने सतर्क हैं? ऐश्वर्या ने सूचना के अधिकार के अंतर्गत यह जानना चाहा
था कि महात्मा गांधी को किस आदेश के तहत राष्ट्रपिता घोषित किया गया था।
सवाल के जवाब में सरकार ने यह कहकर हाथ खड़ा कर दिया है उसके पास इससे
जुड़ा कोई विशिष्ट दस्तावेज उपलब्ध नहीं है।
छठीं कक्षा की छात्रा ऐश्वर्या पराशर ने 13 फरवरी को सूचना के अधिकार के
अंतर्गत प्रधानमंत्री कार्यालय से उस आदेश की फोटोकॉपी चाही थी जिस आदेश
द्वारा मोहनदास करमचंद गांधी को राष्ट्रपिता घोषित किया गया था। पीएमओ ने
ऐश्वर्या के प्रार्थनापत्र को गृह मंत्रालय को जवाब के लिए भेज दिया। गृह
मंत्रालय ने इस आवेदन को राष्ट्रीय अभिलेखागर को इस टिप्पणी के साथ भेज
दिया कि संबंधित विषय उसके अधिकार क्षेत्र के अंतर्गत नहीं आता है।
राष्ट्रीय अभिलेखागार की सहायक निदेशक एवं केंद्रीय जन सूचना अधिकारी
जयप्रभा रविंद्रन ने गृह मंत्रालय के पत्र को संज्ञान में लेते हुए 26
मार्च को ऐश्वर्या को जो पत्र भेजा है उसमें उन्होंने कहा है कि भारत के
राष्ट्रीय अभिलेखागार में उपलब्ध जन दस्तावेज को ढूंढ़ने के बाद ऐसा कोई
भी विशिष्ट दस्तावेज नहीं मिला है जो महात्मा गांधी को राष्ट्रपिता बनाए
जाने के आदेश से संबंधित है। हालांकि अभिलेखागार में महात्मा गांधी से
जुड़े ढेर सारे दस्तावेज मौजूद है। साथ ही उन्होंने यह भी सफाई देने की
कोशिश की है कि नियमानुसार केंद्रीय जनसूचना अधिकारी की ड्यूटी केवल
उपलब्ध दस्तावेज प्रदान करना है न कि प्रार्थी की सूचना से जुड़ा कोई शोध
करना। ऐश्वर्या के सवाल पर राष्ट्रीय अभिलेखागार ने जरूर यह प्रस्ताव रखा
है कि यदि वह चाहें तो अभिलेखागार का भ्रमण करके उपलब्ध दस्तावेज एवं
पुस्तकालय के संदर्भों से अपने प्रश्न से जुड़े मुद़्दों पर विस्तृत खोज
कर सकती हैं। नियमानुसार शोध कार्य के लिए समस्त सुविधाएं भी उपलब्ध कराई
जाएंगी।
