of the 1978 batch as Chief Information Commissioner of Uttar Pradesh
on grounds of Usmani's dubious past, long-leave taking habits and his
gross incapacity to deliver results to the state of U.P. while working
as Chief Secretary

Sir,
'Transparency, Accountability & Human Rights Initiative for
Revolution' (TAHRIR) is a Bareilly/Lucknow based NGO working in the
fields of Transparency & Accountability in Public Life and also for
protection of Human Rights in India.

Through this petition/memorandum, we are bringing forth following
self-explanatory facts exhibiting the great lacuna and deliberate
non-cognizance of given facts by the selection committee that made a
go through to the name of Sri Usmani for the post of Chief Information
Commissioner of Uttar Pradesh.
We are putting forth following facts before your goodself which are
related to his dubious past, his habit of being on long leaves and
also about his proved incapacity:
1- Possible involvement of Sri Jawed Usmani in 2G scam related case
because documents obtained under RTI by activist Sri Vivek Garg had
revealed that In a letter dated 10th January, 2006, Sri J.S. Sharma,
the then telecom secretary, wrote to Sri Jawed Usmani, the then joint
secretary to the prime minister, and sent a different Terms of
Refrences, which were approved by the telecom minister. There Terms of
Refrences were totally different from the original Terms of Refrences,
in which, the pricing of spectrum was not even mentioned. This was
said to be the root cause and beginning of spectrum scam.
2- Possible involvement of Sri Jawed Usmani in Hindalco coal Scam case
as Central Bureau of Investigation had earlier decided to question
Jawed Usmani, the Chief Secretary of Uttar Pradesh and a former joint
secretary in the Prime Minister's Office, regarding the controversial
coal block allocation to Hindalco, though "as a witness".
3- Sri Usmani has been a habitual long leave taker, a fact revealed by
a RTI plea filed by undersigned so we are sure he shall not be able to
do justice with the info-seekers.
4- Sri Usmani was recently removed from the post of Chief Secretary
just after Lok Sabha Elections of course because of his proved
incapacity to deliver results to the state as Chief Secretary so We
are sure that he shall not be able to do justice with even higher post
of Chief Information Commissioner of State which is equivalent to
Election Commissioner of India and deliver to the state on
transparency front.
So, in the larger interest of the society ,we are requesting you not
to give a final nod to the name of Sri Jawed Usmani as head of
transparency regime in Uttar Pradesh and remit the matter back to the
selection committee with the direction to select a person of clean &
clear past and a proved professionally successful track record on the
said post.
