in my opinion u raise a rti with the pio of the ministry of railways
for a certified copy of rules / policy of the railways to run the
passenger , express , superfast n elite trains

ask them for the copies of all documents used to ensure timely
running of trains.

ask them for a certified copies of documents to ascertain / fix
responsibility of late running of train

ask for certified copy of punishment rules under which railway
officials/employees responsible for late running of trains can be
punished.

also ask the names of railways officials punished and nature of
punishment for late running of trains right from inception to date.

there may be some other points also.

if u desire , i can file an rti in this matter. however i wish if
subhashji raise this issue .
