THE STATE Government has ordered suspension of two IAS and three PCS
officers for their alleged role in serious irregularities and laxity
committed at the Gorakhpur Development Authority. This comes close on
the heels of action ordered against officials of 14 officers and
employees including two PCS officers, Mishri Lal Paswan and Shripal
Verma, who have been placed under suspension for allegedly indulging
in making fraudulent allotments causing an estimated loss of Rs. 2
crore to the Lucknow Development Authority.

Those placed under suspension now include vice-chairman Gorakhpur
Development Authority (GDA) for committing irregularities in land
filling construction and other works of the Gautam Vihar Housing
scheme and Siddharth Enclave Housing scheme etc. The State Government
had earlier placed under suspension another IAS officer Ram Sajivan.

An official press release issued here today said the orders to place
the officers under suspension were issued on the directives of Chief
Minister Mulayam Singh Yadav. As per information a 1981-batch PCS
officer Pradeep Kumar Srivastava (posted as Joint Secretary Finance)
had committed serious irregularities in Siddharth Nagar enclave
housing scheme, Buddha Vihar Housing scheme and Gautam Vihar Housing
scheme. He had been found prima facie guilty of committing the
irregularities.

Similarly, a 1979-batch PCS officer Mant Lal (posted as Additional
Commissioner Gorakhpur) had committed serious irregularities in Gautam
Vihar scheme as Secretary of Gorakhpur Development Authority. A 1972
batch PCS officer (posted as MD UP Small Industries Corporation
Limited) has been found prima facie guilty of committing
irregularities in the Gautam Vihar Housing scheme of GDA. He has been
attached to Board of Revenue during the period of his suspension.

IN A damage control move, the one-member probe panel appointed by the
State Government in the Jankipuram land scam has expedited its inquiry
into a bid to preempt a parallel probe by the CBI in the matter. On
Friday, higher education secretary Rajiv Kumar spent over six hours in
the LDA going through the property records and cross-examining five
suspended officials related to the case. Those questioned in this
connection included former Allahabad Development Authority Secretary,
RN Singh, PCS officers Sripal Verma and Misri Lal Paswan, assistant
property officer Ram Pyare and under secretary Ram Prakash Singh.
Former LDA joint secretary SB Bharti, who could not turn up is
expected to do so on Tuesday.

Kumar has again called these officials on Saturday. The new-found zeal
with which the government appointed probe panel has taken up the task
it was assigned at the beginning of the year has baffled LDA
officials. One version is that since three of those suspended in the
scam are due to retire on December 31 this year, they had approached
the Supreme Court with the plea that the ongoing probe should be
completed before that. This includes RN Singh, Sripal Verma and
property officer Babu Ram. "The apex court asked the panel to complete
its investigation within four months (by December end)," said a source
adding that an inquiry report into the lapses, irregularities and
action taken thereof against the officials in the matter would be
ready by mid-December.

"The government wants to utilise this action taken report to deflect
the ongoing CBI probe lest more skeletons should tumble out of its
cupboard in the land scam," he pointed out. Here it pertinent to
mention that authorities have been ill at ease ever since the
Allahabad High Court asked the CBI to inquire into the Jankipuram
property scam in which 123 plots were fraudulently sold by land sharks
in connivance with the LDA officials.

The matter had hit headlines when following unearthing of the scam CM
Mulayam Singh Yadav suspended 14 LDA officials, including two PCS
officers on January 31. But these were merely cogs in the wheel. The
roots of the rip-off went deeper and apparently involved big fish
given its magnitude. Not surprisingly therefore, while the issue was
considered closed from the government point of view after the
suspension of 14 officials, the Allahabad High Court had a different
opinion on the matter. On February 21, it ordered the CBI to delve
deeper into the scam.

In July, the CBI submitted an interim report before the Allahabad HC
seeking more time to complete its investigation.

THE INCOME Tax authorities have sought names and addresses of the 14
LDA officials suspended for alleged involvement in a land scam running
into crores of rupees in the authority's Jankipuram housing scheme on
Sitapur Road. In a letter to LDA Vice Chairman BB Singh, assistant
director Income Tax (investigation) BD Singh has sought details of the
officials suspended to assess their income and assets. According to
sources, the I-T officials' initiative comes at the behest of the CBI,
which is probing the land scam on the orders of the Allahabad High
Court.

"The premiere investigating agency almost always takes the help of the
Income Tax department in corruption matters to check whether a case of
disproportionate assets could be made out against the accused," said
an official.

He said the I-T sleuths were likely to check details of the Income Tax
return filed by the LDA officials suspended and their declared assets
of the period during which the scam took place.

"This period could range from 1997 to 1999 when the 123 plots in
question were fraudulently sold off," he said.

Of the 14 officials suspended in this connection by Chief Minister
Mulayam Singh Yadav on January 31, two have passed away.

The 12 others include suspended secretary of the Allahabad Development
Authority RN Singh and SB Bharti. Among PCS officers Misri Lal Paswan
and Sree Pal Verma and under secretary, RP Singh, property officer Ram
Pyare Singh assistant property officer Babu Ram and seven other
clerical staff.

HAVING RECORDED the statements of allottees, the CBI is now all set to
grill senior officials over their alleged role in the multi-crore
Jankipuram land scam. According to reliable sources, the investigating
agency, would now train its gun on those officers, who were posted in
the LDA during the period of scam. The State Government suspended 14
LDA officials, including four joint secretaries (two of them senior
PCS officers) on January 31 after the scam had hit the headlines.

Here it is pertinent to mention that while ordering a CBI probe on
January 21, the Allahabad High Court had observed that the
investigating agency would be free to question the vice chairmen and
secretaries and other officers posted in the LDA during the period of
scam. The court had fixed May 25 for the CBI to submit its report.

"With the exception of a few, we have recorded the statements of most
of the 123 allottees," said a source, adding that the information
gathered from them would now be cross-checked with the officers
concerned. The agency is also learnt to have located the 10 'missing'
allottees, who had not submitted their property documents with the LDA
when the latter was conducting its own departmental enquiry into the
scam.

Those (officers) to be questioned first are those whose signatures
appear on the property documents and who have made a noting on the
files related to the 123 plots in question. Besides, the investigating
agency is also reported to have prepared a list of a dozen other LDA
officials of accounts, costing and engineering section, who would also
be quizzed in the matter.

The maximum number of registries of plots (32 to be precise) are said
to contain the alleged signature of the then LDA joint secretary RN
Singh that caused a loss of about Rs. 1.10 crore to the department.
This was followed by registries of 25 plots valued at Rs. 1.25 crore
allegedly executed by the then under secretary Ram Prakash Singh and
that of 23 plots with an estimated sum of Rs. 95.98 lakh by the then
PCS joint secretary Sripal Verma.

The other two joint secretaries Misri Lal Paswan and SB Bharti are
said to have signed on four and one sale deed respectively. Six
registries executed by property officer Ram Pyare Singh, four by Sadhu
Ram Rawat and two by Babu Ram have also come to light.

Having already challenged his suspension in the Allahabad High Court
once, RN Singh, who prior to his suspension was secretary of the
Allahabad Development Authority, has moved a fresh petition in the
matter before the HC on April 7.
