Success of RTIA depends on mental approach of bureaucrats

Speakers at a views exchange session here on Tuesday observed that the
success of the much awaited Right to Information Act largely depends
on changing of mental approach of the country's bureaucrats.

They however said a good sign of 'cultural shift' has been noticed
since independence of the country among the bureaucrats, who are
unlike those of the colonial era.

They were Speaking on the Right to Information Act-2009 organized by
Information Commission, Bangladesh at its office with Chief
Information Commissioner M Azizur Rahman in the chair.

In colonial age, the bureaucrats were taught how facts and information
could be suppressed, they said adding that in an independent country
like Bangladesh the situation should be opposite and the public
servants should impart training how to disseminate information quickly
and efficiently .

Information Commissioners MA Taher and Professor Dr Sadeka Halim made
the inaugural statements while editor of Amader Shomoy Naimul Islam
Khan, editor of the Bhorar Kagoj Shamol Dutta, editor of the New
nation Mostafa Kamal Mamumder, senior journalist Zaglul Ahmed
Chowdhury, social affairs editor of the BDnews.com Baby Moudud,
managing editor of BSS Azizul Islam Bhuyian , managing editor of the
Sangbad Kashem Humayun, Syed Afttahul Alim of the Daily Star,
Mustafizur Rahman of the Independent, Saiful Islam Talukder of Amader
Shomoy, Enayet Hossain Khan of the Daily Good Morning and Shamima
Bintey Rahman of the Desh TV took part in the deliberations.

The speakers stressed on the need for removing some of the provisions
of the RTIA which are considered to be detrimental to ensure peoples'
inherent right to information as guaranteed in the country's
constitution.

They, however, appreciated the present government for enacting this
much needed and much awaited act that would ensure good governance,
transparency and accountability in the administration.

In his speech, M Azizur Rahman said that 'integrated flow of
information is equally needed like that of 'integrated flow of food
security of the people. He said the lapses and lacunas of this act
would be removed through trails and errors as it's a very new law in
the country.

He said as the biggest stakeholder of the RTIA, the media has special
role to play in enlightening the common people about their right to
information.

About the activities of the Commission, Azizur Rahman said, "We have
adopted ground- bound approach instead of desk-based approaches in
furnishing our tasks to ensure rapid implementation of the RTIA".

Despite various constraints and hindrances we are moving ahead with
high speed with full cooperation from the government," he added.

"We are hopeful to make the Commission a dynamic body as we have
received assurances from the highest seat of the state and the
government when we meet them and discussed over implementation of the
law," he said.
